Call for Parliament to be declared an essential service and for ten days of “virtual” Parliamentary meeting after the Yang di Pertuan Agong’s opening on May 18


Parlimen harus diisytiharkan sebagai perkhidmatan penting dan sepuluh hari persidangan parlimen secara maya selepas pembukaan Parlimen oleh Yang Di-Pertuan Agong pada 18 Mei

Tidak kiralah apa pun keputusan kerajaan mengenai fasa ketiga perintah kawalan pergerakan (PKP) yang bakal luput pada 28 April ini, Parlimen patut diisytiharkan sebagai perkhidmatan penting negara bagi memastikan ia dapat menjalankan tanggungjawabnya untuk meneliti usaha kerajaan dalam melawan bencana berkembar kesihatan awam dan ekonomi yang disebabkan oleh wabak Covid-19 dan juga untuk menggerakkan perpaduan negara dan solidariti dalam situasi bencana.

Jawatankuasa Peraturan Mesyuarat Dewan Rakyat harus bermesyuarat dengan segera untuk mempersiap sediakan Parlimen dan pelbagai Jawatankuasa Pilihan Khas Parlimen untuk memasuki era internet dengan mengadakan “persidangan maya”.

Di London hari ini, Dewan Rakyat UK akan bersidang secara maya buat kali pertamanya dalam sejarah untuk sesi soal jawab bersama menteri.

Keputusan ini dicapai setelah ahli parlimen di UK semalam mempersetujui keputusan untuk mengadakan satu kamar perbahasan digital yang boleh memuatkan sehingga 120 ahli parlimen menggunakan platform persidangan video Zoom dan juga pada masa yang sama membenarkan sehingga 50 ahli parlimen untuk hadir ke Dewan secara fizikal.

Speaker Dewan Rakyat UK Sir Lindsay Hoyle telah menggesa seramai mungkin ahli parlimen untuk menggunakan platform ini sambil kekal berada di rumah masing-masing untuk mengelakkan jangkitan koronavirus.

Semua ahli parlimen yang memilih untuk menghadiri persidangan secara fizikal akan diperlukan untuk mematuhi peraturan pembatasan sosial yang ketat dan diperlukan untuk duduk pada jarak sekurang-kurangnya dua meter daripada ahli parlimen yang lain.

Pengedaran nota akan diharamkan dan pintu Dewan akan dibiarkan terbuka untuk mengekalkan risiko jangkitan rendah.

Sir Lindsay juga telah menegaskan bahawa semua ahli parlimen — sama ada yang hadir secara fizikal ataupun maya — akan diberikan layanan yang sama.

Parlimen British tidak bersidang sejak 25 Mac dan ramai ahli parlimen telah menyeru supaya parlimen dipanggil bersidang awal supaya mereka boleh bertanyakan soalan kepada para menteri mengenai pengendalian wabak Covid-19 oleh kerajaan.

Koridor Raya Multimedia dilancarkan 25 tahun yang lepas dengan tujuan untuk memastikan Malaysia berada di hadapan dalam era teknologi maklumat dan untuk melonjakkan negara ke dalam era maklumat.

Jika kita berjaya mencapai objektif ini, Malaysia akan mendahului dunia dengan parlimen digital dan bukannya tertinggal ke belakang di dalam era maklumat ini.

Tidak ada sebarang sebab pun untuk Parlimen Malaysia tidak berada di hadapan dari segi ini dah kerana inilah Jawatankuasa Peraturan Mesyuarat harus memastikan Parlimen Malaysia menjadi perintis persidangan digital parlimen di dunia.

Dalam dua tahun yang lepas, sesi pembukaan Parlimen oleh Yang di Pertuan Agong berlangsung selamat lima minggu dengan 20 hari bersidang. Bukan sahaja untuk memperbahaskan rancangan kerajaan untuk tahun tersebut, tetapi juga untuk menguruskan sebarang urusan parlimen seperti rang undang-undang dan lain-lain urusan.

Idea di mana Parlimen akan bersidang untuk sehari pada 18 Mei bagi penyampaian Titah Diraja hanya untuk memenuhi keperluan perlembagaan supaya Parlimen bersidang sekurang-kurangnya enam bulan sekali dan kemudiannya sesi ditangguh ke Julai, tanpa sebarang perbahasan, termasuklah perbahasan Menjunjung Titah Diraja adalah amat mengejutkan dan bertentangan dengan prinsip demokrasi. Perkara ini hanya boleh difikirkan oleh mereka yang tidak memahami, menyedari, mahupun menghormati idea demokrasi dan kepentingan Parlimen dalam sesebuah demokrasi.

Malah, sesiapapun menteri yang diberikan tanggungjawab untuk menguruskan hal ehwal Parlimen, yang mempunyai sekelumit maruah, akan meletakkan jawatannya sebagai tanda protes terhadap penghinaan dan sikap tidak ambil peduli terhadap Parlimen. Malang sekali, perkara ini tidak berlaku.

Dalam 24 jam yang lepas di United Kingdom, terdapat peningkatan sebanyak 4,301 kes Covid-19 dengan 828 kematian baharu — dua kali ganda jumlah 2,133 kes aktif di Malaysia dah hampir sembilan kali ganda sejumlah 92 kematian di Malaysia.

Dengan jumlah mengejutkan seperti itu di United Kingdom, bolehkah Perdana Menteri, Menteri yang bertanggungjawab hal ehwal Parlimen, ataupun mana-mana menteri kabinet menjelaskan mengapa Parlimen di Malaysia, dengan 5,425 kes Covid-19 dan 92 kematian hanya bersidang selama sehari pada 18 Mei, sedangkan Parlimen di United Kingdom, yang kini berhadapan dengan 129,044 kes Covid-19 (lebih kurang 24 ganda kes di Malaysia) dan 17,337 kematian (188 kali ganda kematian di Malaysia) dan masih lagi belum mencapai kemuncak penularan di negara tersebut, boleh bersidang dengan persidangan secara maya untuk menjalankan tanggungjawabnya dalam meneliti tindak-tanduk kerajaan?

Masanya telah tiba untuk kerajaan berjumpa dengan para pemimpin pembangkang parlimen untuk mempersetujui cara untuk mengadakan persidangan Parlimen secara maya, sekurang-kurangnya untuk 10 hari di dalam bulan Mei, selepas penyampaian Titah Diraja oleh Seri Paduka Baginda Yang DiPertuan Agong pada 18 Mei.

Regardless of the government’s decision on the movement control order (MCO) on the expiry of its third phase on April 28, Parliament should be declared an essential service so that it could play its important role of scrutiny of the government’s efforts to successfully combat the twin public health and economic crisis of the Covid-19 pandemic and to galvanise national unity and solidarity in the crisis.

The Standing Orders Committee of Dewan Rakyat should meet urgently to prepare Parliament and the various Select Committees to enter the Internet era by holding “virtual” meetings.

In London later today, the House of Commons will launch its first “virtual” digital Parliament proceedings during question time.

This was after United Kingdom Members of Parliament agreed yesterday to plans to set up a digital debating chamber with 120 MPs able to take part remotely using Zoom video conferencing software and a maximum of 50 allowed to be physically present.

The UK House of Commons Speaker Sir Lindsay Hoyle has urged as many MPs as possible to take advantage of the digital ‘hybrid’ being offered and to ‘stay at home’ in order to protect against the spread of coronavirus.

Any MPs who do insist on physically attending will be required to adhere to strict social distancing rules and to sit at least two metres away from colleagues.

The passing of notes will be banned and the Commons doors will be kept open to reduce the risk of infection.

Sir Lindsay has insisted that all MPs – whether virtual or physically present – will be treated exactly the same.

The British Parliament has been in recess since March 25 and many MPs had called for an early return so they could demand answers from ministers on the government’s approach to the current outbreak.

When the Multimedia Super Corridor was launched 25 years ago, it was to ensure that Malaysia is on the cutting edge of the new information technology and to leapfrog into the information age.

If we had accomplished this objective, Malaysia will be leading the world in digital Parliament instead of being a laggard in the information age.

There is no reason why the Malaysian Parliament cannot be on the cutting edge of information technology, and this is why the Standing Orders Committee should ensure that the Malaysian Parliament be a trail-blazer in digital parliamentary proceedings in the world.

In the past two years, the opening session of Parliament by the Yang di Pertuan Agong lasted five weeks with 20 days of Parliamentary meeting, not only for a policy debate on the government’s plans for the coming year, but also to deal with other parliamentary business like government bills, etc.

The idea that Parliament will meet for one day on May 18 for the delivery of the Royal Address just to comply with the constitutional requirement that Parliament must meet at least once in six months and then adjourn to July without any debate, including the traditional Motion of Thanks of the Royal Address, is most shocking and undemocratic, as it can only stem from people who have no notion, regard or respect for the democratic idea and the importance and role of parliamentary democracy.

In fact, any self-respecting Minister assigned the responsibility of Parliamentary affairs would have resigned in protest at such contempt and disregard of the proper role of Parliament. Unfortunately this is not the case.

In the United Kingdom in the last 24 hours, there was an increase of 4,301 Covid-19 confirmed cases and 828 Covid-19 deaths – twice the number of 2,133 active cases in Malaysia and nine times the total death toll of 92 in Malaysia.

With the shocking increase of Covid-19 cases and deaths in the United Kingdom, can the Prime Minister, the Minister in charge of parliamentary affairs or any Cabinet Minister for that matter explain why Parliament in Malaysia, with 5,425 Covid-19 cases and 92 deaths is meeting for only one day on May 18, when the Parliament in UK, which has now 129,044 Covid-19 cases (about 24 times more than that of Malaysia) and 17,337 deaths (188 times more than that of Malaysia) and have not reached the peak of the curve, is in active session with digital parliamentary proceedings to carry out the important task of government scrutiny?

It is time that the government should meet parliamentary opposition leaders to reach an agreement for virtual parliamentary proceedings to be held for at least 10 days in May following the Yang di Pertuan Agong’s royal address on May 18.

    The govt should have organised markets and activities OUTdoors to reduce outbreaks. BUT it require a great deal of manpower and some infrastructure spending to do it i.e, rails guards etc.

    With highly dense area, the govt actually did the wrong thing and should have encouraged organised dispersal e.g. the Masjid Jamek India. Even prayers and other activities can be conducted like Ramadhan bazaar but spread out. Each organizer need to submit a floor plan and flow of people and put a deposit for penalty. It just take organisation, execution, discipline..

    After nearly 72 hours, there is zero report on testing of Selayang market area. Politician and their children let off for violating MCO. The politician even pressuring Muhiyiddin to dish out largesse like GLC appointments to politician (PAS should told flat in the face, even their ministers not qualified much less the other MPs)

    Muhiyiddin-Azmin is fast losing credibility to lead any government..
