It is most regrettable that the Cabinet yesterday missed the opportunity to declare the July/August meeting of Parliament a “Reform Parliament” as evident from the absence of discussion of the issue.
There are four more Wednesdays – when the Cabinet meets – before the start of the Parliamentary meeting on July 18 and Malaysians have to wait whether the Cabinet would dare to take up the challenge to declare the Malaysian Parliament next month a Reform Parliament. Read the rest of this entry »

The most unexpected Prime Minister in Malaysian history, Ismail Sabri, must not miss the opportunity to make history by making the July/August meeting of Parliament a historic “Reform Parliament”.
He can do this by asking the Cabinet tomorrow to instruct and empower the Minister in the Prime Minister’s Department, Wan Junaidi Tuanku Jaafar to make the 14-day meeting of Parliament from July 18 to August 4, 2022 a historic Reform Parliament by implementing a number of reform measures as making into law the anti-party hopping legislation for Members of Parliament and the abolition of mandatory death sentence legislation.

The Cabinet at its meeting on Wednesday should resolve to make the July/August meeting of Parliament a historic “Reform Parliament”.
It should instruct and empower the Minister in the Prime Minister’s Department, Wan Junaidi Tuanku Jaafar to make the 14-day meeting of Parliament from July 18 to August 4, 2022 a historic Reform Parliament by taking a number of measures.

Abolition of mandatory death penalty is proof that there are reforms which the Ismail Sabri government could achieve in its short period in office before the 15th General Election

The abolition of the mandatory death penalty had been welcomed by many quarters as a first step in the right direction and is proof that there are reforms which the Ismail Sabri government can achieve in its short period in office before the holding of the 15th General Election.
This is why the Minister in the Prime Minister’s Department, Wan Junaidi Tuanku Jaafar should try to make the 14-day meeting of Parliament from July 18 to August 4, 2022 into a historic Reform Parliament putting on the statute books several reform legislation like the ban on party hopping and the abolition of mandatory penalty. Three questions on corruption in the first week of Parliament

I have submitted three questions on corruption in the first week of Parliament, which will be officially opened by the Yang di Pertuan Agong on Monday, February 28, 2022.
The three questions are:
- To ask the Prime Minister why nobody in Malaysian Anti-Corruption Commission (SPRM) was prosecuted in connection with the death of Teoh Beng Hock although the police had completed investigations into the case and consent for prosecution had been given.

If Azam is not prepared to appear before the Parliamentary Select Committee in January itself to clear himself of the conflict-of-interest allegations, a motion should be moved when Parliament meets on Feb. 28 to remove him as MACC Chief Commissioner

If Azam Bani is not prepared to appear before the Parliamentary Select Committee in January itself, he should resign or go on leave immediately because he could not be an example of integrity in public service.
Parliament enacted the Malaysian Anti-Corruption Commission (MACC) 2009 with two specific objectives: firstly, to promote the integrity and accountability of public and private sector administration by constituting an independent and accountable anti-corruption body; and secondly, to educate public authorities, public officials and members of the public about corruption and its detrimental effects on public and private sector administration and on the community. Azam-gate may lead to 15th General Election to be held after the Chinese New Year – and not just Johore state general election

There is much speculation as to whether Johore state general election will be held after the Chinese New Year.
The possibility of a Johore state general election being held after the Chinese New Year cannot be ruled out as it is an open secret that after the Malacca and Sarawak state general elections, UMNO leaders are pressing for the 15th General Election to be held as early as possible and a Johore state general election will be a form of pressure by the UMNO leaders on Prime Minister Ismail Sabri to dissolve Parliament as soon as possible to hold the 15th General Election.

The Prime Minister, Ismail Sabri should not allow a parliamentary paralysis and schedule Thursday 27th January for a Special Parliament to discuss Azam-gate as Parliament cannot allow anyone, even if he is the MACC Chief Commissioner, to hold it to ransom from deciding important national questions.
Many issues on Azam-gate happened today.
First, the Public Accounts Committee (PAC) Chairman Wong Kah Woh rightly challenged the position of the Speaker, Azahar Azizan Harun that the Parliamentary Special Select Committee on Agencies under the Prime Minister’s Department cannot be open to the public and the media under the Dewan Rakyat Standing Orders except on one point. The Malaysian Anti-Corruption Commission (MACC) Chief Commissioner Azam Baki could be jailed for contempt of Parliament if he defies the parliamentary subpoena to appear before the Parliamentary Select Committee on the Agencies under the Prime Minister’s Department on January 19 to clear himself of the conflict-of-interest allegations.
Azam was foolishly wrong when he said he was responsible only to the MACC Anti-Corruption Advisory Board (ACAB) when he owes a higher responsibility to Parliament and the people of Malaysia to be honest and upright as MACC Chief Commissioner.

The Inspector-General of Police Acryl Sani Abdullah Sani should explain why the police is investigating the Kulai Member of Parliament Teo Nie Ching over a four-year social media post in April 2017 – whether this is a reflection of police inefficiency or abuse of power under Ismail Sabri government.

There are no signs that the Prime Minister, Ismail Sabri will salvage his premiership from a kakistocracy-in-the-making by securing a Cabinet decision tomorrow to call a special Parliament next week to restore public confidence in the government’s anti-corruption programme and to debate and decide on the report of the Parliamentary Special Select Committee on Agencies in the Prime Minister’s Department on Azam-gate.

Malaysia is facing its worst crisis of confidence over its anti-corruption agency, but the person who should be most concerned, the Prime Minister under whom the Malaysian Anti-Corruption Commission (MACC) directly comes under, is blissfully indifferent and unconcerned.
Its coming to two weeks since academician Edmund Terence Gomez resigned as a member of MACC Consultation and Corruption Prevention Panel in protest against MACC’s failure to act on the conflict-of-interest allegations against the MACC Chief Commissioner Azam Baki but the Prime Minister has not said a single word of Azam-gate, the latest scandal of scandal-ridden Malaysia. The Prime Minister, Ismail Sabri, has called for a special Dewan Rakyat meeting on January 20 focussing on the floods disaster in various areas in Malaysia.
It is an eternal shame to the Malaysian Parliament that the government was not prepared to have a special debate on the floods disaster when the floods were at or near their worst at a time when Parliament was still in session, but now there is going to be a special one-day Parliament on the floods disaster on January 2001. The Parliamentary Special Select Committee on Agencies under the Prime Minister’s Department should summon MACC Chief Commissioner Azam Baki to explain the two-month old allegations against him, as the “conspiracy of silence” on the issue has, among other things, caused “trust deficit” in government and MACC to drop to an unprecedented level.

Yesterday, a convicted criminal opened an international conference in Kuala Lumpur while today we have the shock resignation of the Edmund Terence Gomez from a Malaysian Anti-Corruption Commission (MACC) Panel, highlighting that something is very rotten with the anti-corruption efforts in Malaysia.

The claim by the Entrepreneur Development and Cooperative Minister Noh Omar that he is still the Selangor state chairman of the National Security Council (NSC) after the Selangor Mentri Besar Amirudin Shari claimed that he has resumed the task of the state NSC chief beggars imagination.
Has the Federal Government, which Prime Minister Ismail Sabri gave 90 per cent score to his jumbo-sized Cabinet for its first 100-day performance, quickly descended into a kakistocracy where the right hand does not know what the left hand is doing?

The Minister in the Prime Minister’s Department (Parliament and Law) Wan Junaidi Tuanku Jaafar has said that Malaysia will support the United Nations Convention against Corruption (UNCAC) and has undertaken several efforts that prove its seriousness in the matter.
He said the commitment was proven through the efforts of the government to seize a part of the assets confiscated by the Malaysian Anti-Corruption Commission in the 1Malaysia Development Berhad (1MDB) scandal amounting to RM5 billion as well as the implementation of the National Anti-Corruption Plan (NACP) 2019-2023 through the National Centre for Governance, Integrity and Anti-Corruption Centre (GIACC). I support that a division voting should be called if the Health Minister Khairy Jamaluddin is so unreasonable as want to force through the draconian and unscientific Prevention and Control of Infectious Diseases Amendment Bill tomorrow with excessive million-ringgit fines and compounds and disproportionate seven-year penal penalties instead of referring it to a Select Committee.
Just as there was no justification for the declaration of Emergency on January 11, 2021 to combat the Covid-19 pandemic, there is no justification for the Dewan Rakyat to pass the amendment to the Prevention and Control of Infectious Diseases Amendment bill tomorrow. Read the rest of this entry »

Sarawak government MPs cheered when the 2021 Constitution Amendment Bill was passed yesterday, but they also cheered when the 1976 Constitution Amendment Bill was passed 45 years ago causing two generations of Sarawakians to lose their basic rights to citizenship and development for half a century.
The only MPs who opposed the 1976 Constitution Amendment Bill were the nine Members of Parliament from the DAP.

Recently, a GPS Minister, Abdul Kafim Rahman Hamzah, a vice president of Parti Pesaka Bumiputera Bersatu (a mainstay of GPS) said that the people who seek independence for Sarawak cannot be blamed for such sentiments, in view of the record of lot state rights but he did not realise that the widespread unhappiness of Sarawakians is caused by the failure of the Sarawak government leaders 45 years ago.
This is why I am interrupting my campaigning for DAP and Pakatan Harapan candidates in the Sarawak state general election and returning to Kuala Lumpur tomorrow as Parliament will be debating and voting the 2021 Constitution Amendment Bill to undo 45 years of injustice to Sarawak (and Sabah) caused by the 1976 Constitution Amendment Bill which was passed by Parliament on 13th July 1976 by 130 votes in support and nine votes in opposition.
