The confidence-supply-reform (CSR) memorandum of understanding (MOU) signed between the Prime Minister, Ismail Sabri and the Pakatan Harapan leaders on Sept. 10 has given rise to very divided public opinion.
There are those who oppose the CSR MOU on the grounds that the Opposition should not betray their principles and objectives or feared that it would signify the demise of the Opposition.

Despite my mounting reservations about Ismail Sabri’s premiership in tackling the Covid-19 pandemic and reset the country’s democratic direction, Malaysians should give the ninth Prime Minister a chance to acquit himself and support the confidence-supply-reform (CSR) memorandum of understanding (MOU) signed by Ismail and Pakatan Harapan leaders on Monday.

The ninth Prime Minister, Ismail Sabri, would have been defeated in his first vote on the Deputy Speakership in Parliament yesterday and which may give him the shortest tenure of premiership than Muhyiddin Yassin if not for the confidence-supply-reform Memorandum of Understanding signed between the Prime Minister and Pakatan Harapan a day earlier on Monday, 13th September 2021.
But with the CSR MOU, a new political landscape had started, and the deputy speaker election was postponed to the next Parliament meeting when the Federal Constitution would be amended to create a third deputy speaker post for the opposition.

The possibility of reaching a confidence-supply-reform agreement between the government and the opposition suffered a grievous blow and is now “up in the air” as a result of the omission of the vote of confidence motion in the parliamentary agenda next week.
If the Yang di Pertuan Agong had changed his mind and consented not to have a confidence motion in Parliament as claimed by the new Minister in the Prime Minister’s Department in charge of law and Parliament, Wan Junaidi Tuanku Jaafar, then why was it not stated right from the very beginning instead of the most bizarre statement by the Attorney-General Idris Harun last Saturday arguing the most ridiculous point that a vote of confidence would undermine the Yang di Pertuan Agong’s powers to appoint a Prime Minster in accordance with the Malaysian Constitution? When announcing his Cabinet on August 27, the ninth Prime Minister, Ismail Sabri said all Ministers had been given 100 days to prove their initial performance, stressing that he wanted his Cabinet to focus on having a high-performance work culture and each ministry must prove their initial performance within the first 100 days.

The new Prime Minister, Ismail Sabri’s tweet that “Nobody is above the law” reinforced confidence that the new Prime Minister will uphold the rule of law and good governance principles as well as brightened the prospects of a confidence-supply-reform agreement between the government and opposition.
Ismail’s tweet was in reply to DAP MP for Ipoh Barat, M.Kula Segaran and thanking the former Minister for his concern over the death of security guard, Thava Sagayam, who was assaulted at a condominium in Ipoh last December for refusing to allow the use of the condominium’s swimming pool, which was closed. From the comments of two Ministers, the Home Minister Hamzah Zainuddin who is also the Bersatu secretary-general, and the Foreign Minister, Saifuddin Abdullah, prospects are bright for a confidence-supply-reform accord between the government and the opposition to single-mindedly gain control of the Covid-19 pandemic with parliamentary and institutional reforms.

Malaysians need a government which is more liberal and open-minded and more conscious of the constitutional principles of good governance, the rule of law and human rights.
For this reason, following on the reversal of the Registrar of Societies (ROS) decision in declaring UMNO’s decision to postpone its party election invalid, the new Prime Minister should allow the Malaysian United Democratic Alliance (MUDA) to be registered and operate.
