Parlimen harus diisytiharkan sebagai perkhidmatan penting dan sepuluh hari persidangan parlimen secara maya selepas pembukaan Parlimen oleh Yang Di-Pertuan Agong pada 18 Mei
Tidak kiralah apa pun keputusan kerajaan mengenai fasa ketiga perintah kawalan pergerakan (PKP) yang bakal luput pada 28 April ini, Parlimen patut diisytiharkan sebagai perkhidmatan penting negara bagi memastikan ia dapat menjalankan tanggungjawabnya untuk meneliti usaha kerajaan dalam melawan bencana berkembar kesihatan awam dan ekonomi yang disebabkan oleh wabak Covid-19 dan juga untuk menggerakkan perpaduan negara dan solidariti dalam situasi bencana.
Jawatankuasa Peraturan Mesyuarat Dewan Rakyat harus bermesyuarat dengan segera untuk mempersiap sediakan Parlimen dan pelbagai Jawatankuasa Pilihan Khas Parlimen untuk memasuki era internet dengan mengadakan “persidangan maya”.

Parlimen perlu segera menubuhkan Jawatankuasa Pilihan Khas Kesihatan dan Kebajikan Sosial, menjalankan sesi soal jawab mengenai “Pengurusan Covid-19” secara maya dan menyediakan laporan krisis Covid-19 dalam tempoh sebulan
Setiausaha Parlimen telah bertindak dengan tidak sepatutnya apabila beliau menghantar notis kepada semua Ahli Parlimen pada tiga hari yang lepas untuk memaklumkan bahawa mesyuarat Parlimen yang biasanya diadakan selama sebulan hanya akan berlangsung selama sehari pada 18 Mei ini berikutan perintah kawalan pergerakan (PKP) yang bertujuan untuk menangani penyebaran Covid-19. Beliau juga memaklumkan bahawa tidak akan ada sebarang “sesi pertanyaan jawab lisan, pertanyaan jawab bertulis, mahupun sebarang usul Ahli Parlimen mahupun sesi kamar khas ”.
Tindakan Setiausaha Parlimen ini telah mendahului kuasa dan fungsi Perdana Menteri, Kabinet dan Majlis Keselamatan Negara, malah keputusan ini dibuat seolah-seolah PKP akan masih berkuat kuasa seperti sedia kala pada 18 Mei.

Seruan kepada Muhyiddin untuk menumpukan usaha beliau dalam usaha perundingan meluas bagi merumus rancangan keluar negara yang terbaik untuk mengekang penyebaran wabak Covid-19, melonjakkan semula ekonomi, dan membina semula Malaysia
Saya bersetuju dengan Ketua Pengarah Kesihatan Dr Noor Hisham Abdullah, kita tidak boleh berasa selesa dengan penurunan jumlah kes baharu Covid-19 kerana kita masih berhadapan dengan pelbagai sudut peperangan melawan wabak ini.
Kita mungkin sedang memenangi perang melawan gelombang kedua wabak ini, tetapi perjalanan kita masih lagi panjang, sehinggalah kita berjaya mencipta vaksin yang berkesan dalam melawan penularan virus ini.
Mungkin kita sudah pun memenangi peperangan melawan gelombang kedua ini, namun adakah kita bersedia untuk menghadapi gelombang ketiga? Persidangan Parlimen selama sehari pada 18 Mei mestilah dipertimbangkan semula oleh Muhyiddin memandangkan Parlimen tidak sepatutnya di diperlemah dan diketepikan tetapi sepatutnya memainkan peranan dalam menggerakkan perpaduan negara dan solidariti semasa wabak Covid-19 dan pada masa yang sama, meneliti rancangan kerajaan bagi memastikan kita mempunyai strategi terbaik untuk menangani wabak Covid-19 dan untuk melonjakkan semula ekonomi negara
Wabak Covid-19 terus mara di peringkat global, melepasi paras 2.2 juta kes positif dan merekodkan lebih daripada 153,000 kematian, didahului dengan Amerika Syarikat dan United Kingdom.
Dalam tempoh 24 jam yang lepas sahaja, di Amerika Syarikat, terdapat peningkatan sebanyak 22,664 kes positif baharu dan 2,305 kematian baharu direkodkan, membawa jumlah keseluruhan kes positif di negara tersebut ke 700,234 kes dan sejumlah 36,922 kematian. Pada masa yang sama, United Kingdom pula merekodkan 5,599 kes positif dan 847 kematian baharu membawa rekod mereka ke 108,692 kes dengan 14,576 kematian secara keseluruhannya. Ketua Pengarah Kesihatan Dr Noor Hisham dipuji kerana telah bersedia untuk menghadapi situasi terburuk gelombang ketiga Covid-19 yang mungkin mencecah sehingga 1,000 kes baharu sehari
Ketua Pengarah Kementerian Kesihatan, Dr. Noor Hisham Abdullah perlu dipuji kerana telah menyiapkan persediaan awal untuk menghadapi situasi terburuk yang mungkin akan datang dengan gelombang ketiga wabak Covid-19 di Malaysia yang mungkin akan melihat sehingga 1,000 kes baharu sehari.
Beliau berkata, berdasarkan kemungkinan peningkatan kes baru Covid-19, adalah lebih baik bagi Kementerian Kesihatan untuk melakukan lebih banyak penyediaan daripada kurang bersedia, kerana kekurangan persediaan adalah sama seperti tidak bersedia.
Jika Kerajaan “bersedia untuk yang paling teruk” sepanjang wabak Covid-19 di Malaysia ini, kita mungkin telah berjaya mengelakkan mimpi ngeri gelombang penularan kedua wabak ini dan dapat mengelak daripada menjadi salah satu daripada negara di Asia dengan kes-kes dan kematian tertinggi Covid-19. Muhyiddin harus memanggil sidang parlimen tergempar selama dua hari untuk meluluskan pakej rangsangan ekonomi beliau dan memperdebatkan permulaan semula enjin ekonomi negara
Dalam siaran langsung pengumuman pakej rangsangan ekonomi bernilai RM250 bilion beliau semalam, Perdana Menteri Tan Sri Muhyiddin Yassin menekankan bahawa “kerajaan ini peduli kepada anda” walaupun kerajaan ini bukanlah kerajaan yang diundi oleh rakyat Malaysia pada Pilihan Raya Umum ke 14 dua tahun yang lepas.
Atas sebab ini, adalah penting untuk Muhyiddin diperingatkan bahawa Malaysia masih lagi sebuah demokrasi berparlimen dan beliau harus memanggil satu persidangan tergempar selama dua hari Parlimen untuk meluluskan pakej rangsangan ekonominya bagi memastikan ia akan mempunyai kredibiliti dan legitimasi.
Tidak perlu sebarang urusan lain untuk persidangan tergempar Parlimen ini, sama ada sesi soal jawab, usul “undi tidak percaya” terhadap Perdana Menteri, pemilihan Speaker baharu atau perkara-perkara lain kecuali perdebatan untuk meluluskan pakej rangsangan ekonomi yang bernilai RM250 bilion ini.

Adakah Tan Sri Muhyiddin akan mencontohi tauladan Tun Hussein Onn dan mengadakan satu sidang khas Parlimen dalam bulan ini untuk memastikan beliau mempunyai kepercayaan majoriti ahli Parlimen sebagai seorang Perdana Menteri yang mempunyai legitimasi?
Sidang Parlimen yang telah dijadualkan untuk berlangsung pada hari Isnin 9 Mac depan telah ditangguhkan kepada 18 Mei 2020.
Perkara ini telah ditafsirkan sebagai satu “tanda kelemahan” di mana Perdana Menteri, Tan Sri Muhyiddin Yassin dilihat sebagai tidak mempunyai sokongan majoriti ahli-ahli Parlimen untuk menjadi seorang Perdana Menteri yang sah.
Persidangan Parlimen dalam bulan puasa ini menimbulkan pelbagai tanda tanya memandangkan ini adalah kali pertama dalam sejarah negara Parlimen bersidang dalam bulan puasa.
Mengapakah tidak dijadualkan persidangan Parlimen ini untuk ditangguhkan sebelum bermulanya bulan puasa, yang dijangkakan bermula pada 25 April 2020?
Jika minggu pertama persidangan Parlimen di bawah Muhyiddin ini perlu juga diadakan dalam bulan puasa sekalipun, adakah beliau bersedia untuk mencontohi tauladan Perdana Menteri ketiga kita, Tun Hussein Onn, yang telah memanggil satu mesyuarat khas Parlimen pada 26 Januari 1976 — hanya 11 hari selepas pelantikan beliau sebagai Perdana Menteri selepas pemergian Tun Razak — untuk memastikan yang beliau mempunyai kepercayaan majoriti ahli-ahli Parlimen untuk memimpin negara? For the first time I agree with Tan Sri Pandikar Amin Mulia, former Speaker of Parliament.
Pandikar said:“Persidangan Dewan Rakyat tidak boleh dibuat sesuka hati oleh sesiapa pun.”
He said from the statement of the interim Prime Minister, Tun Dr. Mahathir Mohamad, “persidangan khas Parlimen” yang akan diadakan pada 2hb Mac, 2020 adalah untuk menentukan siapa individu yang layak menjadi Perdana Menteri mengikut bilangan undi dari ahli-ahli Dewan Rakyat.
Pandikar said:
“Pada saya, kalau lah tujuan persidangan khas yang akan diadakan pada 2hb Mac itu adalah untuk menentukan kedudukan Perdana Menteri, ianya melanggar Peraturn Mesyuarat (PM) 11 (2) dan PM 11 (3) atas dua sebab:
“1. Tun Mahathir adalah bukan Ketua Majlis atau Perdana Menteri dalam konteks pengertian/tafsiran PM 11. Tun Mahathir telah meletakkan jawatannya sebagai Perdana Menteri dan lantikannya sebagai Perdana Menteri Interim adalah tidak dirangkumi oleh tafsiran sebagai Ketua Majlis.
“2. Memilih seorang Perdana Menteri adalah bukan FAEDAH orang ramai dalam konteks tafsiran PM 11 (3). Urusan yang dibincang dalam mesyuarat Dewan Rakyat dibawah PM 11 (3) adalah bukan untuk memilih kedudukan jawatan seorang Perdana Menteri.”
This is in line with the decision taken by the Pakatan Harapan Presidential Council last night.

The announcement by the PAS deputy president Tuan Ibrahim Tuan Man that PAS will move a “vote of confidence” motion in the Dewan Rakyat to support Tun Dr Mahathir Mohamad’s premiership until the 15th General Election found unusual support from MCA and precipitated the country into a week of frenzy awash with plots, conspiracy theories and fake news of Statutory Declaratins by 138 MPs to torpedo the Pakantan Harapan Government in Putrajaya.
The climax of this political chicanery and psy-war to torpedo the Pakatan Harapan government was the explosive infographic by the MCA-owned newspaper trumpeting that 138 Members of Parliament had purportedly signed Statutory Declaration “for PM to stay the full term”, and a breakdown which political party the 138 MPs came from.
It was the most recent example of the unholy alliance between PAS and MCA to propagate conflicting lies to create an unprecedented scenario in Malaysia – where every ethnic community or religion was made to fear that it faced an existential threat from the other ethnic group or religion and where the DAP was painted as a political party performing the impossible tasks of being the greatest existential threat to Malay rights, position and future as well as that of Islam on the one hand while being the greatest existential threat to the rights, position and future of the Chinese and non-Malays in the country on the other.
All these foam and fluff should have been exposed by the statement by Datuk Seri Anwar Ibrahim last Thursday after his meeting with the Prime Minister and Mahathir’s statement in Langkawi the next day that Anwar had provided an accurate account of what transpired in their meeting. Parliament should honour Kevin Morais who gave his life in the battle against corruption and the heroes and heroines who saved Malaysia from the 1MDB kleptocracy

A little-noticed event in the anti-corruption battle which should have deserved greater and deeper public attention took place on Tuesday – the posthumous award to the late senior deputy public prosecutor, Kevin Morais.
In honouring Kevin Morais with the Perdana International Anti-Corruption Champion 2020 Award at a ceremony which launched the Perdana International Anti-Corruption Champion Foundation (PIACCF), the Prime Minister, Tun Dr. Mahathir Mohamad said the award symbolised PIACCF’s appreciation to all the brave officers who suffered in upholding their integrity.
In his speech, Dr Mahathir also acknowledged the contributions of former Attorney-General Tan Sri Abdul Gani Patail, former Bank Negara Malaysia Governor Tan Sri Dr Zeti Akhtar Aziz and former Malaysian Anti-Corruption Commission (MACC) chief commissioner Datuk Seri Mohd Shukri Abdull in exposing the 1Malaysia Development Berhad (1MDB) scandal.
He said it was a significant case, as it became the turning point of Malaysia’s political direction and sparked an awakening among Malaysians.
“Their collective courage and determination brought a kleptocratic regime to its feet, in an unprecedented show of people’s power,” he added.
Parliament, which is reconvening next month, should honour Kevin Morais who gave his life in the battle against corruption and the heroes and heroines who saved Malaysia from the 1MDB kleptocracy. Read the rest of this entry »

It was a marvel yesterday to see the Members of Parliament of Muafakat Nasional and Barisan Nasional, in the presence of BOSSku, the former Prime Minister, responding as a united bloc during the end of the second reading debate of the 2020 Budget in Parliament to claim that the 1MDB scandal had not been proven and therefore could not be taken as having happened.
The Tanjong Piai voters have a national duty on the by-election voting day on 16th November to prove both the Muafakat Nasional and Barisan Nasional wrong as the 1MDB scandal is not fake news but the most shameful chapter in Malaysian history which not only brought infamy, ignominy and iniquity to the nation as a global kleptocracy but denied funds which could have been spent for the benefit of the people.
It is most shocking that Muafakat Nasional and Barisan Nasional leaders could still claim that the 1MDB scandal is still unproven, although the country had to tighten its financial belt so as to pay some RM9 billion towards the 1MDB debt over the last two years, while the 1MDB debt now stands at some RM50 billion.
If Malaysia does not have to pay billions of ringgit to pay off the 1MDB debt in the past two years, as well as billions of ringgit towards 1MDB debt interest payments in the coming years, these billions of ringgit could be released to build more roads, schools and hospitals to improve the quality of life of all Malaysians.
The united stance of the Muafakat Nasional and Barisan Nasional MPs yesterday continuing to deny that the 1MDB scandal is unproven is all the more shocking as it flies in the face of the truth, both nationally and internationally. Read the rest of this entry »

Parliament must play its role to achieve the Pakatan Harapan promise to reset nation-building policies in keeping with the Merdeka Proclamation that Malaysia “shall be forever a sovereign democratic and independent state founded upon the principles of liberty and justice and ever seeking the welfare and happiness of its people”.
Let me read excerpts from Buku Harapan:
“We promise hope for all citizens, regardless of race and religion. We will stop the rot in key national institutions and we will return the rule of law by ensuring the independence and integrity of important government agencies.
“We will cleanse Malaysia from corruption, malfeasance and kleptocracy, and at the same time drive a sustainable economic growth so that the benefits can be shared by all, not just by a few people in power.
“We offer leaders who are clean and committed to cleaning up this country from the rot, and leaders who are committed to helping people of all backgrounds.”
The Buku Harapan highlights the five pillar-promises, viz:
– Reduce the people’s burden;
– Institutional and political reforms;
– Spur sustainable and equitable economic growth;
– Return Sabah and Sarawak to the status accorded in Malaysia Agreement 1963; and
– Create a Malaysia that is inclusive, moderate and respected globally.
In the agenda on institutional and political reforms, the Buku Harapan stressed that “the check and balance mechanism created by our forefathers no longer function effectively” and pledged to restore confidence in the country’s institutions and redeem the dignity of the administration in a series of institutional and political reforms. When the Supreme Court of the United Kingdom ruled last month that the British Prime Minister’s suspension of Parliament for five weeks was unlawful, many Malaysians must have asked when the Malaysian judiciary would demonstrate similar independence to uphold the constitutional doctrine of the separation of powers in Malaysia.
As the Chief Justice, Tengku Maimun Tuan Mat said at the Lawasia Constitutional & Rule of Law Conference 2019 on the theme “Constitutional Government: The Importance of Constitutional Structures and Institutions”, any attempt to undermine the strict separation of powers is an affront to democracy specifically and to constitutionalism generally.
Although she declared that “No particular branch in this country is superior to one another. Only the Federal Constitution reigns supreme”, Malaysians needs to be convinced that institutional reforms are in place to uphold this important constitutional principle.
This is why it is timely that the Reports of the Council of Eminent Persons (CEP) and the Institutional Reform Committee (IRC) should be tabled as a White Paper in Parliament and the Reports should be referred to the Caucus on Institutional Reform and Governance chaired by PKR President and MP for Port Dickson Datuk Seri Anwar Ibrahim which should submit recommendations to Parliament within six weeks on the actions which should be taken on the CEP and IRC Reports.
This is to ensure that the Parliamentary meeting starting tomorrow will be able to debate proposals for institutional and political reforms which is one of the five pillar-promises in the Pakatan Harapan 2018 General Election manifesto before it adjourns on December 5, 2019.

Everyone of the 20 Senators who were absent in the Constitution Amendment Bill vote on the historic lowering of the voting age from 21 to 18 years on Thursday should explain his or her absence, apologise for being on French leave without legitimate reason or should resign from the Senate.
The lowering of the voting age from 21 to 18 years is probably the first important national contribution of the present batch of Senators, and those who had taken French leave without legitimate reason must apologise for their gross dereliction of duty or resign from the Senate.

444 hari sejak pertukaran kerajaan bersejarah 9 Mei 2018, tiba masanya untuk menilai semula janji Malaysia Baharu Pakatan Harapan dan Manifesto PRU14 Pakatan Harapan
Rakyat Malaysia, termasuklah pemimpin Pakatan Harapan haruslah menyedari dan mengakui kekecewaan sejumlah besar penyokong PH yang telah mengundi untuk perubahan di dalam Pilihanraya Umum ke-14 pada 9 Mei yang lepas, yang kini merasakan kerajaan Pakatan Harapan kini telah kembali mengikut jejak langkah kerajaan Barisan Nasional yang kita tumbangkan.
Saya percaya yang mereka sebenarnya silap, tetapi pada masa yang sama, kita mestilah boleh menyampaikan mesej dan meyakinkan mereka yang kekecewaan mereka ini adalah satu kesilapan dan kerajaan Pakatan Harapan sentiasa komited dalam memperbetulkan hala tuju negara ke arah suatu Malaysia yang baharu.
Majalah The Economist, dalam edisinya yang bertarikh 18 Disember 2018, menamakan Malaysia bersama dengan Ethiopia dan Armenia sebagai tiga negara tersenarai pendek sebagai “negara yang menerima tepukan” — kerana rakyat Malaysia yang “telah memecat Perdana Menteri yang tidak dapat menjelaskan kenapa terdapatnya USD700 juta di dalam akaun banknya”.
Namun begitu, edisi terkini majalah tersebut menzahirkan kekecewaannya terhadap apa yang dilihatnya sebagai kelambatan pelaksanaan reformasi dan berkata: “Jika PH tidak berjaya membangkitkan ekonomi negara, mereka mungkin akan melihat diri mereka menjadi pembangkang semula; dan jika mereka tidak memperbaiki demokrasi Malaysia, mereka mungkin akan menjadi pembangkang untuk bergenerasi lamanya.” Read the rest of this entry »

Yesterday, the Senate followed a similar move by Dewan Rakyat and passed the motion compelling members of the Upper House to declare their assets, with 34 Senators in support and 23 Senators who voted against it.
It was another display of the opportunistic, irresponsible and unprincipled politics of klepto-theocracy against the realisation of a New Malaysia of unity, excellence, justice, freedom and integrity pledged by the Pakatan Harapan government.
The advocates of klepto-theocracy want the nation to return to the past trajectory of a failed, rogue and kleptocratic state and they are doing their utmost to achieve this objective by breeding suspicion, distrust and hatred among the races and religions instead of building tolerance, trust and confidence among the diverse people in Malaysia.
All the UMNO, PAS, MCA and MIC Senators acted as one unit to vote against the motion in Senate yesterday and Malaysians were given another opportunity to see the extent the

18 year-olds voting and standing for election, police who are friends of people and working towards transforming Malaysia into a nation of integrity are signs of New Malaysia-in-the-making

Fourteen months after the historic decision of the 14th General Election on May 9, 2018 to save Malaysia from a failed, rogue and kleptocratic state, a New Malaysia is taking shape.
Three recent events showed that we are moving in a direction where 18-year-old Malaysians can vote and stand for elective office, police are to be regarded as friends and not bullies or oppressors of the people with the establishment of the Independent Police Complaint and Misconduct Commission and Malaysia is being transformed from a kleptocracy state into a leading nation of integrity.
The basic reason why Malaysia had lagged behind countries like United States, Philippines, France, New Zealand, Denmark, India, Hong Kong, Jordan, Pakistan, Morocca, Saudi Araba and Japan, which had lowered the voting age from 21 years to 18 years in past 48 years since I first raised the issue in Parliament in 1971 is because past governments were afraid of the youth, whom they regard as anti-establishment and anti-government.
The 12-day meeting of July 2019 Parliament ended yesterday with the presentation of the long-awaited Independent Police Complaints and Misconduct Commission (IPCMC) Bill.

The 12-day meeting of July 2019 Parliament ends today with two great feats – the Constitution Amendment Bill to lower the voting age from 21 to 18 years and the first reading of the long-awaited Independent Police Complaints and Misconduct Commission (IPCMC) Bill.
The unanimous parliamentary support for the constitutional amendment to lower the voting age from 21 to 18 years is a historic occasion for Malaysia and a wish come true for me 48 years after my first raising the issue in Parliament in 1971.
In 1971, when I raised the issue in an adjournment speech, the countries which had already given the right to vote to their 18-year-olds included the United Kingdom, Turkey, Poland, Canada and Germany.
The countries which had lowered the voting age of 21 to 18 since my speech in Parliament on the issue in 1971 included the Netherlands, United States, Finland, Sweden, Ireland, Philippines, Australia, France, New Zealand, Italy, Trinidad and Tobago, Denmark, Spain, Peru, Belgium, India, Switzerland, Austria, Estonia, Hong Kong, Liechtenstein, Jordan, Pakistan, Morocco, Uzbekistan, Saudi Arabia and Japan.
If the DAP is a racist Chinese political party which dominated the Pakatan Harapan government, as is preached by leaders of an irresponsible political alliance of klepto-theocracy, the DAP would have stopped the constitutional amendment in its tracks, as there would be a greater increase of Malay voters as compared to Chinese voters because of the demographic composition in the country. It is a great mistake to think that the corruption trials of former Prime Minister, Datuk Seri Najib Razak and a few bigwigs of the former administration signify that Malaysia is firmly on the road to becoming a top nation of integrity.
Two events over the weekend illustrates such a dangerous fallacy.
First, the denial by an exalted personality like the former Speaker of Parliament that there was – or that anybody knows or cares about – the 1MBD scandal when Tan Sri Pandikar Amin Mulia campaigned for PBS in the Sandakan by-election.
Pandikar had been singly responsible for the subversion of the 13th Parliament in preventing it from performing its patriotic duty to save Malaysia from being condemned by the world as a global kleptocracy.
There was neither a trace of regret nor a tinge of contrition from Pandikar for what he did as the Speaker of the 13th Parliament in suppressing parliamentary debate or probe into the 1MDB scandal, but instead, in perpetuating a furtive attempt to pull the wool over the eyes of Malaysian people by denying that there is such a thing as a 1MDB scandal.
