GEORGE TOWN: Chief Minister Lim Guan Eng is demanding an apology from MCA and MIC over the latter’s apparent move to roundly criticised him over Penang’s contentious decision to ban sports betting.
The retraction by Prime Minister Najib Tun Razak had liberated Pakatan Rakyat which had earlier condemned the move to legalise sports betting and took action when Penang and Selangor ban any gaming outlets from offering betting packages.
He said that he together with Pakatan became victims of baseless and wild accusations when Penang was the first state to ban sports betting.
With Najib’s decision, “it is only fair that the detractors such as MCA and MIC apologise to the Penang government including me”, Lim said. Read the rest of this entry »

Penang State Government Directs The Two Local Councils MPPP & MPSP To Exercise Section 101(v) Of The Local Government Act To Bar Sports Betting In Penang Given By BN To Ascot Sports Sdn Bhd.
In the spirit of peace and tranquility, I wish a very happy Wesak day to all Buddhists in Penang and Malaysia. On this auspices day, we are reminded of the teachings of Lord Buddha who among other things has preached enlightenment and tolerance.
The Penang Government in conjunction with Wesak Day celebrations would like to express our intent to promote a healthier and more responsible lifestyle for Penang families. We are concerned at the excessively high number of draws -12 draws or special draws conducted weekly by the three gaming companies licensed by the BN government, which should be reduced.
The Penang state government is not opposed to betting or gaming outlets in Penang. However we are concerned at the excessive number of draws and special draws being conducted by these licensed operators have placed a very heavy burden on many families. Many of the breadwinners feel obliged to ‘chase’ after each draw with all three operators resulting in substantial loss of income to the family and their children.

Barisan MP for Pasir Salak Tajuddin Abdul Rahman had alleged in Parliament on 6 April 2010 that Lim Kit Siang had served as a political officer to former Singapore Prime Minister Lee Kuan Yew.
Tajuddin had also alleged that “a leader in Penang” was selling state secrets to Hong Kong and Singapore .
We can presume that he was referring to Lim Guan Eng, the Penang Chief Minister.
Kit Siang reacted by flatly stating, “This is not true, so he (Tajuddin) should be referred to the committee.”
Accordingly, Kit Siang moved a motion to refer Tajuddin to the Rights and Privileges Committee. But Tajuddin was adamant in his allegation and countered Kit Siang’s denial by claiming in the House, “I don’t like to lie or make slanderous statements with malicious intent. I am responsible for what I say.”
In responding to Kit Siang’s motion, Tajuddin took an uncompromising position. He stated, “If the House thinks I should be referred to the committee, no problem. I will take it. I’m prepared to face all the consequences. If you want to suspend me, go ahead but I believe in what I said.”

Where are RM52 billion Bumi shares, asks Guan Eng

KUALA LUMPUR, March 29 — DAP secretary-general Lim Guan Eng wants the government to investigate why RM52 billion worth of shares in public listed companies allocated for Bumiputeras under affirmative action policies were no longer in their hands.
He told reporters in Parliament today that the fact that the shares were no longer in the hands of Bumiputeras was an act of betrayal.
The Penang Chief Minister suggested a Royal Commission be set up to investigate such leakages.
He said that out of RM54 billion in shares allocated for Bumiputeras, only RM2 billion were still in their hands.
“According to a Bernama report, the Prime Minister had been quoted as saying that of the RM54 billion in shares allocated, only RM2 billion worth of shares were left in the hands of Bumiputeras,” said Lim.

PDC Board Has Awarded The Open Tender Of Managing The Bukit Jambul Golf & Country Resort(BJCC) That Is Worth More Than RM 40 Million.

The Penang Development Corporation (PDC) Board decided on 9 February 2010 to award the open tender of managing the BJCC to a company that is worth more than RM 40 million over 10 years. Full details of the tender award will be published after the Chinese New Year in accordance with CAT principles of Competency, Accountability and Transparency.
BJCC is run by Island Golf Properties Bhd(IGP), a PDC owned subsidiary company. At the present moment Bayan Baru MP Dato Seri Zahrain Mohd Hashim is still the Chairman of IGP. Zahrain has been the Chairman and Director of Island Golf Properties Bhd since 9th July 2008. PDC has informed me that no letter has been sent by either PDC or IGP to any director of IGP of any changes.
Certain actions and claims by Zahrain on the IGP has compelled PDC to monitor IGP closely to ensure that IGP is run in the public interest and in compliance with CAT principles. PDC has been concerned at how Zahrain was leading the IGP, when he and the IGP recommended on 12 January 2009 that the operations of the BJCC be outsourced and awarded to a RM 2 company.
PDC Board meeting on 10 February 2009 rejected Zahrain and IGP’s recommendation that the RM 2 company be selected. Instead the PDC Board agreed with the Chief Minister’s recommendation that a fresh open tender be called.

PR Penang greatest legacy – prove right policies can make Malays and Malaysians compete and succeed against the best

Pakatan Rakyat Penang’s greatest legacy to Malaysia and greatest threat to BN’s stranglehold on power is to prove that the right policies can make Malays compete and succeed against the best in the world. Ever since the Pakatan Rakyat Penang state government took power in March 2008, we have made integrity and CAT governance(Competency, Accountability and Transparency) the hallmark of financial administration.
New measures implemented includes competitive and public open tender, payments directly to recipients without going through middle-men, priority given to Penang contractors, e-tender through the internet and a 2 week objection period to ensure that successful contractor no longer need “political cables” but “computer cables”. There is no doubt that competitive open tenders saves costs and improve quality.
Many contractors have been liberated with the implementation of open tenders at all levels. For Class F contractors which is only open to bumis, open tender system has allowed non-UMNO linked contractors in Penang to get contracts for the first time. In the past contracts are usually reserved for UMNO cronies and those outside the state. Clearly the competitive open tender system of PR is more transparent, accountable and beneficial to the people compared to the negotiated tender system for BN cronies.
What is more surprising is the outcome of the open tender system open to all races. Instead of perception that Malays cannot compete and that the non-Malay contractor would win all open tender contracts, this is not true. Since the new PR government took over, Penang Development Corporation(PDC) had issued 23 tender awards, of which 7(30%) were won by non-Malay contractors and 16(70%) won by Malay contractors. Perbadanan Bekalan Air Pulau Pinang(PBAPP) had issued 66 tender awards of which 22(33%) were won by non-Malay contractors as compared to 44(67%) by Malay contractors.
The performance by Malay contractors in an open tender system with non-Malays proves that Malay contractors can compete with others and win tender awards on their own merit. Clearly it is not the race that is an issue but failed policies that encourage dependency especially when it helps BN maintain the status quo and its grip on power. Read the rest of this entry »

Administering an entire government with nearly 10,000 personnel, including both local government councils, definitely has been a steep learning curve. But as long as we are clear on our vision, mission and the governing strategy, we can fulfil the yearning for change and reforms. Akhir sekali, DAP sangat menitik-beratkan pembangunan dan usaha menggalakkan bakat-bakat tempatan untuk membantu negara mencapai status negara maju. Sebagai tambahan, bagi meningkatkan daya tarikan Malaysia sebagai destinasi pelaburan global, beberapa rangkaian pendekatan akan diambil dalam sektor pendidikan, penjagaan kesihatan, pengangkuran, kewangan, teknologi, keselamatan, tenaga dan alam sekitar untuk meningkatkan daya saing di peringkat serantau dan global.
Kelemahan daya saing negara kini sangat ketara. Sikap kerajaan yang terus mendabik dada dengan kejayaan lalu akan menyebabkan kerosakan yang teruk kepada ekonomi dan daya saing negara. Walau bagaimanapun, jika kita menerapkan unsur-unsur ketahanan dan peningkatan daya tahan, kerja keras dan inovasi, Malaysia akan mendapat kedudukan lebih baik untuk merebut peluang pertumbuhan ekonomi dunia. Teras II: Penstrukturan dan pengagihan semula
Amalan dasar yang lemah dan hilang hala tuju serta salah guna kuasa oleh kerajaan semasa telah menyebabkan berlakunya agihan tidak betul dalam sumber negara yang terhad dengan menumpukan kepada pemberian manfaat kepada mereka yang mempunyai hubungan serta kaitan politik, sementara kebanyakan rakyat yang lebih memerlukan terus diketepikan. Dasar Ekonomi Baru (DEB) yang berdekad lamanya diamalkan dengan tumpuan pengagihan ekonomi berdasarkan kaum sambil megenepikan aspek keperluan dan merit, telah menyebabkan kelemahan struktur utama dalam sistem ekonomi negara sehingga menghukum kebajikan rakyat dan kecekapan sistem ekonomi. Di sebalik itu, agihan tidak betul ini telah menjana kekayaan beberapa individu yang berjaya mengeksploitasi DEB. Justeru, suatu usaha perlu dilakukan untuk menstruktur dan mengagih semula ekonomi bagi memastikan pembangunan lebih seimbang antara golongan miskin dan kaya, selain menambah kecekapan dan keberkesanan ekonomi dan daya saing.
Dalam sebahagian daripada teras penstrukturan dan agihan semula, kami mahu usaha dilakukan ke arah pelaksanaan sistem kebajikan yang berkesan untuk memastikan rakyat yang lahir dalam keadaan miskin tidak terus terperangkap dalam kitaran tersebut. Tema bajet alternatif kami iaitu Merakyatkan Ekonomi Malaysia bukan sahaja untuk memenuhi keperluan politik untuk demokrasi yang lebih besar malah mahu menjamin perbelanjaan kerajaan mampu dinikmati oleh rakyat yang membayar cukai sambil mengekang dasar kerajaan yang memihak kepada mereka yang mempunyai kepentingan politik sahaja sedangkan rakyat biasa berhak menerima bahagian masing-masing sejajar dengan sumbangan mereka dalam ekonomi dan keperluan kewangan rakyat.

Malaysia hanya boleh berjaya menjadi ekonomi berpendapatan tinggi dengan mendemokrasikan ekonomi, reformasikan perkhidmatan awam dan membebaskan daya kreativiti dan innovasi sumber manusia. Syor-syor mendemokrasikan ekonomi telahpun dibukukan awal bulan ini oleh DAP dalam Belanjawan Alternatif DAP yang menggariskan strategi untuk menjana transformasi kepada ekonomi berpendapatan tinggi.
Refomasi perkhidmatan awam adalah perlu dengan ratio 4.68% anggota perkhidmatan awam dengan penduduk paling tinggi berbanding dengan Jepun 3.23%, Thailand 2%, Korea Selatan 1.85%, Filipina 1.8% dan Indonesia 1.8%. Emolumen sebanyak RM38 bilion pada tahun ini telah meningkat kepada RM42 bilion tahun depan ataupun meningkat 23.7% kepada 30.5% perbelanjaan mengurus. Sekiranya pencen ditambah adalah RM46 bilion pada tahun ini telahpun meningkat kepada RM53 bilion ataupun meningkat daripda 28.8% kepada 38.3% keseluruhan perbelanjaan mengurus.

Let Us Clean Up The Police Force And MACC To Make Malaysia Safe For Our Children

I do not know Teoh Beng Hock.
But now every Malaysian who reads will know who is Teoh Beng Hock – his open pleasant face, his distraught fiancé and his twisted body lying grotesquely on the Malaysian Anti-Corruption Commission (MACC) building imprinted indelibly in our minds.
I vaguely remembered meeting him once. He was one of the many idealistic, bright and young Malaysians who joined the DAP after the political tsunami on 8 March 2008 that transformed our political landscape.
Teoh wanted to participate in the flowering of democracy and forge the real changes that promised equal opportunity, good governance and justice. Teoh wanted to be part of this amazing transformation shaping his country and future. He wanted to serve the public, through his position as a personal assistant to a Selangor State EXCO member.
This wish to serve has tragically cost Teoh his life, taking him away from his loved ones. Denying his parents of a son, his fiancé of her husband and his unborn child of a father.
Teoh is not the only one. Before him there were many others, Indians Malays and Chinese but he was the first DAP member to die so cruelly. Read the rest of this entry »
