I congratulate the Defence Minister, Hishammuddin Hussein, for going through with the declassification of two documents on the RM9 billion littoral combatant ship (LCS) scandal – the report of the Special Committee on the Procurement, Governance and Finance (JKSTUPKK) and the report from a forensic audit on the LCS project 2010- 2014 carried out by Alliance IFA (M) Sdn. Bhd., although there were redactions in these two reports which were not only unnecessary but clearly against the principles of accountability and transparency.
The JKSTUPKK report, the forensic audit report 2010-2014 in the LSC scandal and the earlier Public Accounts Committee (PAC) report on the LCS scandal were three horror stories for the RMN – the most serious blow the RMN had suffered in its 88-year history. Read the rest of this entry »

Former Prime Minister Najib Razak has lapsed into silence on the RM9 billion littoral combatant ship (LCS) scandal after he realised that he had made a strategic mistake by being in the forefront in the first week the Public Accounts Committee report on the LCS scandal was tabled in Parliament on August 4, 2022.

Former Prime Minister, Najib Razak, made a strategic mistake by being in the forefront defending the RM9 billion Littoral Combatant Ship (LCS) scandal in the first week the Public Accounts Committee report on the LCS scandal was tabled in Parliament on August 4, 2022 when he dared not publicly deny that he had anything to do with it.

The Malaysian public are now very confused: why is UMNO now hostile to the Public Accounts Committee (PAC) report on the RM9 billion littoral combatant ship (LCS) scandal when earlier that Defence Minister, Hishammuddin Hussein, had promised to act based on the PAC’s recommendations on the LSE scandal?
The latest development of the LCS scandal saw the current and former PAC chairmen trading barbs, with Johore UMNO deputy chief and former PAC Chairman Nur Jazlan Mohamd accusing his successor Wong Kah Woh of abusing his position to benefit Pakatan Harapan with Wong responding that the PAC was a bipartisan body and all of its reports were produced based on consensus. UMNO has urged the Malaysian Anti-Corruption Commission and the Attorney-General’s Chambers (AG) to respond to a document purported to be the leaked MACC investigation paper on the judge who had convicted former Prime Minister Najib Razak.
According to the UMNO Secretary-General Ahmad Maslan, the document had been circulating online and is an offence under Section 220 of the Penal Code.

Defence Minister Hishammuddin Hussein said yesterday that ongoing construction of the first littoral combatant ship (LCS 1) will not involve new allocations from the government.
Hishammuddin said additional allocations for Boustead Naval Shipyard (BNS) to complete the remaining five LCS will only be considered after completion of LCS 1 in reportedly another two years, despite an initial targeted date in 2019. Read the rest of this entry »

I congratulate the Defence Minister, Hishammuddin Hussein, for his undertaking in the Dewan Negara yesterday during the debate on Senator Lim Hui Ying’s motion of urgent, definite public importance on the RM9 billion littoral combat ship (LCS) scandal to propose the establishment of a Royal Commission of Inquiry (RCI) into the LCS scandal at the next meeting of the Cabinet, which is in a few hours ttime.
Hishammuddin should resign as Minister of Defence if he cannot convince the Cabinet to set up a Royal Commission of Inquiry into the RM9 billion LCS scandal, as it would show that his views and proposals as Defence Minister on defence matters are utterly irrelevant and not taken seriously by other Ministers in the Cabinet. Open Letter to the Minister of Defence, Hishammuddin Hussein on Ten Reasons why there is an urgent need for a Royal Commission of Inquiry into the RM9 billion Littoral Combatant Ship (LCS) scandal

I am writing this Open Letter to the Defence Minister, Hishammuddin Hussein, on ten reasons why it is necessary to have a Royal Commission of Inquiry (RCI) into the RM9 billion littoral combatant ship (LCS) scandal and why he should present the RCI proposal to the Cabinet tomorrow, although views had been expressed that an RCI is not needed now but only action by the Malaysian Anti-Corruption Commission.
The ten reasons are:
(1) Although the all-party Public Accounts Committee (PAC) had done a great job in opening up on the subject of the RM9 billion LCS scandal, not all the facts of the scandal had been unearthed. For instance, the origin of the RM9 billion procurement, its development and the rationale for the various important decisions taken in the scandal resulting in the massive scale and prolongation of the scandal are not known. Former Prime Minister Najib Razak has made a most extraordinary statement – not denying that he was the “hidden hand” behind the RM9 billion littoral combatant ship (LCS) scandal but asking for proof that he was the “hidden hand”.
Najib said those blaming him for the failed procurement of the six LCS should show proof he interfered with the ships’ design or took money from the project.

The Defence Minister, Hishammuddin Hussein should visit the RM9 billion littoral combat ships (LCS) scandal protestors in Sogo in Kuala Lumpur tomorrow and assure them that all the wrongdoers of the LCS scandal would be brought to justice that that the nation’s security and sovereignty would be safeguarded with a rescue plan for the six LCS.

Former Defence Minister Mohamad Sabu and his then deputy Liew Chin Tong asked a most pertinent question in their joint statement yesterday: whether the sixth Prime Minister Najib Abdul Razak had planned from the beginning for the littoral combat ships (LCS) project to help pay off the bad debts from the failed new generation patrol vessel (NGPV) project.
I would ask a more forthright question: Why is (i) Najib trying to blame Mahathir Mohamad, the fourth Prime Minister, for the RM9 billion LCS scandal when the procurement of the six LCS was made during Najib’s time – whether the conception, negotiation and signing of contract – and not twenty years earlier when Mahathir was the Prime Minister; and (ii) the Pakatan Harapan government which came after Najib’s sixth premiership?

Everybody in Malaysia, whether government or opposition, the public or private sector, should agree on a four-point approach to the RM9 billion Littoral Combatant Ship (LCS) scandal – (I) to learn the lessons of the scandal; (ii) wrongdoers to be punished; (iii) ensure security and sovereignty of the nation; and (iv) to safeguard the interests of current military staff and ex-service personnel.

If Najib cannot rebut Rafizi’s allegation that a foreign firm had full control of LCS sub-contractor, it is additional reason why Najib is the “hidden hand” behind the RM9 billion Littoral Combat Ship (LCS) scandal

If former Prime Minister, Najib Razak, cannot rebut the allegation by the PKR Deputy President Rafizi Ramli that a foreign firm Rheinmetall Air Defence AG (RAD) had full control of the LCS sub-contractor Contraves Advanced Devices Sdn. Bhd (CAD), then it is another additional reason why Najib was the “hidden hand” behind the RM9 billion Littoral Combat Ship (LCS) scandal.

Thanks to Najib Razak, the sixth Prime Minister of Malaysia who caused national infamy for Malaysia to be regarded worldwide as a kleptocracy, Malaysia is even losing out to Egypt which has two Gowind LCS in operation although Egypt was later than Malaysia in deciding to buy the Gowind LCS.
Malaysia’s decision to buy the six Gowind LCS was made as far back as 2011 although the contract was delayed and signed only in 2014, but Egypt, which signed a one billion Euro contract to buy four Gowind LCS in 2014, has now two Gowind LCS in operation. Read the rest of this entry »

There is one question swirling in the minds of thinking Malaysians in the past week since the tabling of the explosive report of the Public Accounts Committee (PAC) on the RM9 billion Littoral Combatant Ship (LCS) Scandal: – whether Najib Razak was the “hidden hand” behind the mega scandal.
Without reading and understanding the PAC report, which is a horror story of corruption, fraud, abuse of power, mismanagement and criminality in the public service, Najib had been very active on his Facebook in the past week to defend the RM9 billion LCS scandal and even to blame the Pakatan Harapan for the scandal. – which only reinforced the question. UMNO President Ahmad Zahid Hamidi should not deny the undeniable but should explain why as Defence Minister in July 2011, he overturned the decision as recommended by the Navy to contract six Dutch-made Sigma Littoral Combatant Shiupt (LCS) and chose the Scorpene manufacturer’s six French-made Gowind LCS within three days without consulting the Navy, the end-user.
It is as clear as daylight that Zahid is responsible for the RM9 billion LCS scandal, and he should explain instead why he took three days on July 11, 2011 to overturn the Ministry of Defence decision of May 26, 2011 to contract the Sigma LCS and to go instead for the Gowind LCS, without first referring the matter to the Navy.

One question which has nagged me is why the Public Accounts Committee (PAC) report on the latest financial scandal in Malaysia, the RMN9.13 billion scandal on the six Littoral Combatant Ships (LCS), was presented to Parliament on the last sitting of Parliament on August 4, 2022 when it should be tabled in Parliament in the March meeting of Parliament to allow for parliamentary debate and greater public scrutiny.
This was because the last meeting of the PAC on the six LCSs was on 8th March 2022, and it is a great remiss of parliamentary responsibility and duty not to ensure that the PAC report is tabled in Parliament in March 2022, as Parliament met for 16 days from 28th February to 24th March, 2022 – which meant that there were 16 days for the PAC Report on the LCS to be tabled in the March meeting of Parliament but it was not done.
