Third wave of Covid 19 pandemic serious and alarming, but we must strike a proper balance as it has not reached a stage to justify a declaration of emergency and the suspension of Parliament

There have been calls for the Yang di Pertuan Agong to declare a state of emergency under Article 150 of the Constitution and suspend Parliament as a result of the third wave of the Covid-19 epidemic in Malaysia.

The third wave of Covid 19 pandemic in Malaysia is serious and alarming, but we must strike a proper balance as it has not reached a stage to justify a declaration of emergency and the suspension of Parliament.

Otherwise, Malaysia will have the dubious honour of having a backdoor government toppling a legitimate government after 22 months of a general election under the blanket of Covid-19 epidemic, sparking a second wave of the epidemic and exploiting the epidemic to present itself as the saviour of the nation as the top concern of all Malaysians was to focus single-mindedly on the war against Covid-19 whicbh the political leadership of the backdoor government did a lousy and atrocious job, sparking a third wave of the epidemic because of its lust for power to control the Sabah state government – and then declaring a state of emergency and suspending Parliament to consolidate its power and crumbling hold of a parliamentary majority. Issue is whether Art Harun is prepared to demonstrate his courage of conviction and put his post of Speaker on the line

The Speaker, Azhar Azizan Harun is in a pretty pickle.

One of the hottest properties on the social media is a 2015 talk show video titled “Art of the Matter: How to Overthrow a Government (Legally)”, where Azhar or Art Harun said a no confidence motion, “by convention or constitutional practice, not by law”, must be the first item of parliamentary business.

Prorogation of Parliament is no answer to the present political impasse as it will be challenged in the courts as subverting the Constitution and a self-serving gambit to prolong the life of an illegitimate backdoor government

I said three days ago that Malaysia was now in the midst of an unprecedented political tornado and that the next six-and-half weeks will see plots, sub-plots, counter-plots and counter-sub-plots emerging from the woodworks over the shape and form of the government of Malaysia – as the present backdoor Muhyiddin government which emerged from the byzantine Sheraton Move conspiracy lacked the legitimacy, capability and resources to be an effective government.

The past three days have shown how this prediction had hit the nail on the head, for there had been a maze of plots and counter plots, sub-plots and counter sub-plots which have befuddled ordinary Malaysians, whose top priority concern is how to win the war against the third wave of the Covid-19 epidemic in Malaysia and set the Malaysian economy on a recovery mode.

Limiting Parliament coverage to 15 media organisations arbitrary, discriminatory and against the very spirit of parliamentary reforms

The limiting of coverage of the November budget parliamentary session to 15 media organisations is arbitrary, discriminatory and against the very spirit of parliamentary reforms which should inform all parliamentary decisions.

This decision is particularly unacceptable as the selected 15 media organisations are not the top 15 media organisations if the people of Malaysia have a say in choosing them.

In any event, this decision should not be made by parliamentary administrators but should be made by the Dewan Rakyat House Select Committee, which is entrusted with the task “to consider and advise Tuan Yang di-Pertua upon all matters connected with the comfort and convenience of and services and amenities available to members of the House” Under Standing Order 79 (1). The Plantation Industries and Commodities Minister, Mohd Khairuddin Aman Razali should be referred to the Committee of Privileges when Parliament meets on November 2, 2020 for violating the Covid-19 SOP and threatening the health and lives of Members of Parliament with his wilful attendance of Parliament on July 13, 14 and 16 when he should be on 14-day home quarantine on his return from Turkey on July 7.

Will the Prime Minister, Tan Sri Muhyiddin Yassin move such a motion?

Or is Muhyiddin being held to ransom by Khairuddin and other PAS Ministers and Deputy Ministers, as the Muhyiddin government will fall if PAS withdraws support, especially at a time when UMNO is mulling to quit the Perikatan Nasional government and wants a new deal? Read the rest of this entry »

Malaysia would be in a better position in the Covid-19 pandemic if my proposals for a Parliamentary Select Committee on Covid-19 and a Covid-19 Pandemic Study Centre had been adopted

Malaysians sighed with relief at the report that there has been a fourth day of downward decline in the number of Covid-19 cases yesterday – 354 cases following 375, 489 and 691 cases in the previous three days – although they are shocked at the news of six fatalities in Sabah, probably the largest number of deaths in Malaysia because of Covid-19 in a single day!

Globally, the Covid-19 pandemic has chalked up another grim record yesterday when the global daily increase reached an all-time high of 348,774 cases.

Instead of the number of daily Covid-19 infections descending, we are seeing the graph rising ever upwards, a grim reminder that we are far from seeing light at the end of the tunnel. Read the rest of this entry »

First item of business for the 27-day budget meeting of Parliament starting on Nov. 2 is to set up an Opposition-headed Parliamentary Select Committee on Covid-19 to monitor the public health, economic and nation building crisis of Covid-19

Two months ago during the last parliamentary meeting, I asked whether the Prime Minister, Tan Sri Muhyiddin Yassin and the Health Minister, Dr. Adham Baba whether they will give top priority to ensure that a Parliamentary Select Committee on Covid-19 would be set up to monitor the public heath, economic and nation-building crisis of Covid-19.

It is a serious dereliction of duty by both the Prime Minister and the Health Minister that this has not been done, resulting in a leadership vacuum to inspire public trust and confidence to rally all Malaysians, regardless of political affiliation, to wage a single-minded war against the Covid-19 virus for the public health wellbeing of the country, as well as to ensure a sustainable bounce-back of the Malaysian economy after the ravages of over seven months of the Covid-19 pandemic. Even more important, to ensure that the process of nation-building is given top priority.

At that time, the cumulative global total of Covid-19 infections had just passed the 20 million mark.

For the sake of the Veveonahs of Sabah, Sarawak and Malaysia to ensure that the government is serious about closing the digital divide in Malaysia, the Deputy Communications and Multimedia Minister Zahidi Zainul Abidin must be referred to the Senate Committee of Privileges to determine how he could be so ignorant and incompetent as to call Veveonah Mosibin of Pitas a liar in the Senate for her YouTube of her spending a night on a treetop to get Internet connection for her examination.

Zahidi’s excuse that he had received “inaccurate information” to tell such a lie in the Senate is a most lame one.

The Senate Committee of Privileges should establish whether Zahidi was telling the truth in claiming that he had received “inaccurate information” or this is Zahidi’s second lie.

Congrats to the Finance Minister, Tengku Zafrul Abdul Aziz, who delivered a major blow to the Golden Jubilee celebrations of Rukun Negara as he has become the latest recruit of the Malu Apa campaign.

Parliament has been reduced to a political market-place where the cheapest intrigues are played out, as on Monday, when Zafrul in response to the MP for Pontian Ahmad Maslan said that 101 projects worth RM6.61 billion had been approved through direct negotiations under the former Pakatan Harapan administration.

Barisan Nasional MPs jumped into the parliamentary fray suggesting that this was proof of impropriety and corruption – and as one government MP said: “Bagan talked about being clean, that DAP is clean. But how clean are you when you have direct negotiations?”

Former Finance Minister and DAP Secretary-General and MP for Bagan, Lim Guan Eng has challenged Tengku Zafrul to reveal details of the 101 government projects worth RM6.61 billion allegedly awarded by the Pakatan Harapan administration without open tender. Read the rest of this entry »

Will the Prime Minister or Health Minister ensure the setting up of a Parliamentary Select Committee on Covid 19 for MPs at the current parliamentary meeting to monitor the public health, economic and nation-building crisis of Covid 19?

Around Malaysia time 7am this morning, the cumulative global total of Covid 19 infections passed the 20 million mark.

When the World Health Organisation (WHO) declared Covid-19 a pandemic on March 11, 2020, there were more than 118,000 Covid-19 cases in 114 countries, and 4,291 people have lost their lives.

Five months after WHO had declared Covid-19 as a pandemic, there are now 24 countries which have more than 118,000 cases with the United States, Brazil and India being the three countries in the lead with over 5 million, three million and two million cases respectively, embracing over 220 countries, while the total global fatality of Covid 19 is nearing three-quarter of a million or over 170 times the global fatality five months ago.

Recently, WHO warned that the coronavirus pandemic is likely to be “lengthy” after its emergency committee met to evaluate the crisis six months after sounding the international alarm and it warned of the risk of “response fatigue” given the socio-economic pressures on countries.

A top priority for Malaysia as for all countries in facing the “once-in-a-century” health crisis is to ensure that the population must learn to live with the virus in overcoming the public health, economic and nation-building crisis.

Muhyiddin’s first task on his return to work after two-week quarantine should be to convene a specialised Parliamentary meeting in June focussed on Covid-19 outbreak

Perkara pertama yang perlu dilakukan Muhyiddin apabila kembali bertugas selepas menjalani kuarantin selama dua minggu adalah untuk memanggil satu persidangan khas Parlimen untuk membahaskan isu-isu berkaitan Covid-19

Perkara pertama yang perlu dilakukan oleh Perdana Menteri Tan Sri Muhyiddin Yassin apabila beliau kembali bertugas selepas menjalani kuarantin selama dua minggu adalah untuk mengadakan satu persidangan khas Parlimen yang berfokuskan kepada isu-isu berkaitan penularan wabak Covid-19.

Malaysia tidak boleh dicatatkan dalam sejarah sebagai satu-satunya negara yang gagal menyatu-padukan tenaga dan suara rakyat dalam menghadapi wabak Covid-19 kerana kegagalan kerajaan pintu belakang untuk mencari legitimasi sehinggakan Parlimen terpaksa disekat dan Ahli Parlimen dihalang daripada menjalankan tanggungjawab mereka untuk menyemak imbang dan meneliti tindakan kerajaan semasa negara dilanda Covid-19.

Sedangkan di negara yang teruk terjejas dengan Covid-19 seperti Sepanyol, United Kingdom, Itali, Jerman, dan Perancis (yang masing-masing berada di kedudukan ke 4, 5, 8 dan 12 dari jumlah terkumpul kes positif tertinggi) sekalipun, Parlimen mereka masih berfungsi dan menjalankan tugas mereka, begitu juga dengan Parlimen di Thailand, Singapura, Indonesia, dan Filipina.

Public trust and confidence in Malaysia shattered by a government which is the worst offender of “politicking ” although it is camouflaged as “doing national good”

Keyakinan dan kepercayaan awam tercalar oleh kerajaan yang kuat “berpolitik” sambil menyembunyikan perbuatan tersebut konon-kononnya demi “kepentingan negara”

Semalam, Parlimen Thailand telah meluluskan pakej sokongan ekonomi bernilai RM252 bilion untuk mengurangkan impak wabak Covid-19 kepada negara tersebut, termasuklah bantuan untuk para petani dan pekerja sektor tidak formal seperti penjaja jalanan dan mereka yang bekerja di rumah urut dan bar yang kini tidak dapat menjalankan perniagaan.

Seminggu lepas pula, Parlimen Singapura telah meluluskan belanjawan tambahan yang bernilai SGD33 bilion. Ini merupakan inisiatif khas untuk membantu para pekerja dan perniagaan yang berhadapan dengan kesan wabak Covid-19.

Belanjawan yang diperkenalkan sebagai Belanjawan Ketabahan (Fortitude Budget) ini adalah belanjawan keempat negara tersebut dalam tempoh empat bulan sejak pengumuman Belanjawan Perpaduan, Ketahanan, dan Solidariti sebelum ini, yang secara keseluruhannya berjumlah lebih daripada SGD100 bilion ataupun hampir 20 peratus KDNK Singapura — sebagai usaha membantu rakyat negara pulau tersebut dalam menghadapi wabak Covid-19. Muhyiddin, who has been politicking from Day One as “backdoor” Prime Minister to lockdown Parliament and cripple parliamentary oversight and scrutiny, should explain whether the postponement of the 12th Malaysia Plan is a prelude to the cancellation of the July/August meeting of Parliament

It is now clear that the “backdoor” Prime Minister, Tan Sri Muhyiddin Yassin has been politicking from Day One to lockdown Parliament and cripple parliamentary oversight and scrutiny.

The nullification of the Bersatu membership of Tun Dr. Mahathir Mohamad, Mukhriz Mahathir, Maszlee Malik, Syed Saddiq Syed Abdul Rahman and Amiruddin Hamzah and the postponement of the 12th Malaysia Plan are the latest politicking of the backdoor government, which give the lie to Muhyiddin’s claim last month that since becoming Prime Minister on March 1, he had not thought about politics as the people were “sick” of it.

Let Muhyiddin explain whether the postponement of the 12th Malaysia Plan is a prelude to the cancellation of the July/August meeting of Parliament.

“Pemecatan” Mahathir, Mukhriz, Maszlee, Syad Saddiq, dan Amiruddin sebagai ahli Bersatu adalah bukti terjelas permainan politik Muhyiddin ketika negara sedang dilanda wabak Covid-19, membongkarkan penipuan yang kononnya beliau tidak bermain politik kerana rakyat telah muak

Cubaan “membuang” Tun Dr Mahathir Mohamad, Mukhriz Mahathir, Maszlee Malik, Syed Saddiq, dan Amiruddin Hamzah daripada Parti Bersatu adalah bukti paling jelas permainan politik Perdana Menteri Tan Sri Muhyiddin Yassin yang telah mengatakan pada bulan lepas yang beliau tidak pernah terfikir untuk berpolitik sejak mengangkat sumpah sebagai Perdana Menteri pada 1 Mac kerana “rakyat sudah muak” dengan politik.

Malah, kejadian ini menimbulkan persoalan mengenai mengapa Parlimen Malaysia masih disekat, dengan ahli-ahli parlimen dihalang daripada menjalankan tugas dan tanggungjawab mereka untuk menyemak imbang dan meneliti tindakan kerajaan sepanjang wabak Covid-19, sedangkan di negara lain yang kini berhadapan dengan beratus ribu kes Covid-19 Parlimen mereka masih lagi berfungsi.

Global increase of Covid-19 confirmed cases exceed 100,000 cases yesterday and likely to reach 6 million cases by May 30

Kadar peningkatan harian kes Covid-19 di peringkat dunia semalam telah melepasi paras 100,000 kes sehari dan seluruh dunia dijangkakan mencecah 6 juta kes menjelang 30 Mei

Peningkatan harian kes Covid-19 yang disahkan semalam telah melepasi paras 100,000 kes sehari. Kini sejumlah 5,784,603 kes telah dicatatkan di seluruh dunia, peningkatan sebanyak 106,575 kes berbanding dengan hari sebelumnya.

Sementara negara kita menghelakan nafas lega dengan penurunan semula peningkatan harian ke dalam julat dua angka selepas mencatatkan peningkatan tiga angka untuk dua hari berturut-turut, wabak ini terus merebak ke seluruh dunia dengan peningkatan korban yang kian meningkat — dengan 213 negara dan jajahan yang telah terkesan, dan 187 negara yang telah melaporkan kematian.

Wabak ini mengambil masa selama 13 minggu untuk mencapai sejuta pertamanya; 12 hari untuk mencapai sejuta kedua, ketiga, dan keempat; dan kemungkinan besar hanya 10 hari untuk mencapai sejuta kelimanya dengan kadar kenaikan sedia ada. Is Parliament going to be fully locked down until the Budget 2021 session in September, with all parliamentary committees completely paralysed?

There is need for clarity from Perikatan Nasional Government, whether Parliament is going to be fully locked down until the Budget 2021 session in September, with all parliamentary committees completely paralysed?

Although the earlier Parliament calendar states that the next parliamentary meeting will be in July for 25 days from July 13 to August 25, Members of Parliament are uncertain whether this calendar will be strictly adhered to as there had been four variations to the Parliamentary calender for this year alone.

Furthermore, will all parliamentary select committees be frozen and paralysed for nine months of this year?

Sekurang-kurangnya, kelihatan seakan-akan pimpinan PN mampu untuk membuat lawak berkelas dunia — menjanjikan pentadbiran berkelas dunia dalam satu hari dan keesokan harinya pula menghancurkan asas pentadbiran berkelas dunia dengan menghalang penelitian dan semak imbang Parlimen

Sekurang-kurangnya, kelihatan seakan-akan pimpinan PN mampu untuk membuat lawak berkelas dunia — menjanjikan pentadbiran berkelas dunia dalam satu hari dan keesokan harinya pula menghancurkan asas pentadbiran berkelas dunia dengan menghalang penelitian dan semak imbang Parlimen

Persidangan sehari Parlimen hari ini merupakan satu titik yang paling hitam buat Parlimen Malaysia sepanjang 63 tahun penubuhannya.

The global picture of the Covid-19 pandemic has undergone a sea-change in the past two months. It reached 178 countries and territories with 70 of them having reported fatalities, but today, the disease has reached 222 countries and territories, 183 of which have reported fatalities.
