Sabah NRD director tells the RCI that he was personally instructed by Megat Junid Megat Ayub to recruit new voters.
KOTA KINABALU: A former National Registration Department (NRD) officer told an inquiry here that he took part in a project to give foreigners here identity cards so that they could vote in an election in the 1990s.
Mohd Nasir Sugip, who was detained under the now repealed Internal Security Act (ISA), told the Royal Commission of Inquiry (RCI) he was part of a top secret operation dubbed ‘Ops Durian Buruk’ (Operation Rotten Durian) on the instruction of his bosses in the department.
He claimed the operation ran from 1992 to 1995 and said the instruction to furnish the foreigners with identity cards so that they could vote came from the state Election Commission (EC).
“At that time, Sabah SPR director Wan Ahmad handed over a list of 16,000 names to be made into ‘bumiputera Islam’ voters.
“My boss, Sabah NRD director Ramli Kamarudin, then verbally told me to execute this project,” he said.
Mohd Nasir said three other individuals were present when the instruction was issued but their names could not be immediately ascertained.
He said he followed the instructions given to him and recruited other officers at the district level for the operation.
Based on a list of names provided by the EC, foreigners were issued with new identity card numbers that contained their date of birth, photographs and names and all were mostly from Sandakan, Tawau, Sempoerna and other parts of the state, he said.
“The list consisted of Filipinos and Indonesians who were Muslim and aged above 21 years,” Mohd Nasir told the inquiry. Read the rest of this entry »

‘NRD’s G17 processed over 100k blue ICs for foreigners’

A special unit dubbed G17 operated out of the Sabah National Registration Department (NRD) headquarters in Kota Kinabalu beginning 1990 and was responsible for processing the application forms for some 100,000 blue identity cards for immigrants, the royal commission of inquiry (RCI) on immigrants in Sabah was told today.
Kee Dzulkifly Kee Abdul Jalil, who was part of the unit, said he was tasked to write down the names and numbers on the blue identity cards that was then done manually before they were shipped to Kuala Lumpur.
“I wrote down the names according to what is in the application forms that were given to us,” he said, adding that the unit processed an estimated 100,000 such identity cards.
Furthermore, he said his unit was also responsible for issuing letters of approval for birth certificates, which he estimated the unit had produced some 200,000 for the children of immigrants.
“This approval letter would allow them to get hospitals or district office to issue them with a birth certificate,” he said. He admitted to being paid RM80,000 for his work. Read the rest of this entry »

Two of former prime minister Dr Mahathir Mohamad’s closest confidantes were today implicated by witnesses testifying before the royal commission of inquiry (RCI) into the alleged citizenship-for-votes scam in Sabah.
A former Sabah National Registration Department (NRD) officer testified that he and the others stayed at the house of Abdul Aziz Shamsuddin (right), who was then Mahathir’s political secretary, when they were roped in to issue blue identity cards to the immigrants.
Yakup Damsah, who was then Tamparuli NRD chief, told the RCI that he and the other NRD officers were flown from Sabah to Kuala Lumpur, from where they worked out of Aziz’s house in Kampung Pandan.
“After receiving instructions from then-Sabah NRD chief Abdul Rauf Sani, we were ordered to go to KL and were placed at Pak Aziz Shamsuddin’s residence in Kampung Pandan,” Yakup said.
He said they were tasked to sign the identity cards that were to be issued to the immigrants, which were subsequently laminated at the NRD headquarters in Petaling Jaya and shipped to the Kota Kinabalu NRD for distribution. Read the rest of this entry »

KOTA KINABALU, Jan 16 — A former National Registration Department (NRD) official accused the late Tan Sri Megat Junid Megat Ayub of ordering him to issue NRD receipts enabling illegal immigrants in Sabah to vote in the 1994 state election.
Former Sabah NRD director Ramli Kamarudin said Megat Junid, then the deputy home affairs minister, had told him that the NRD receipts were to match the names and IC numbers of registered voters.
“We gave them (immigrants) RM20,” Ramli told the Royal Commission of Inquiry (RCI) on illegal immigrants here today.
“We teach them how to vote. We gather them in a house. We send them by bus to the polling stations. Then we send them back and we collect the receipts. The receipts are just for voting. We did not give them identity cards,” he added.
Ramli said that about 200 NRD receipts were issued in five or six state constituencies each in Sabah that were considered “black spots that were difficult for the government to win.”
“One area maybe 400,” he said.
Tun Dr Mahathir Mohamad, Malaysia’s longest-serving prime minister who was in power from 1981 to 2003, has been accused of spearheading the so-called “Project IC”, in which citizenships were allegedly given to immigrants in exchange for their votes. Read the rest of this entry »

After being dumbstruck and eerily silent on Saturday after the historic KL112 rally of over a hundred thousand Malaysians of all races, religions and regions at Merdeka Stadium and the whole of Sunday, UMNO/Barisan Nasional leaders have suddenly found their voices and are stumbling over themselves to minimise and play down the political tidal waves released by KL112.
Prime Minister Datuk Seri Najib Razak was clearly too distraught by the success of the peaceful holding of KL112 to claim credit for the Pakatan Rakyat mega-rally when hosting the UMNO general assembly 2012 Media Appreciation Night on Saturday night itself.
After closeting with his strategists the whole of Sunday to calculate the political costs to UMNO/BN particularly in the forthcoming 13GE, Najib has sufficiently recovered from the political setbacks to publicly declare yesterday that the KL112 exemplifies the success of the political and government reforms he had initiated since becoming Prime Minister some four years ago.
Najib conspicuously omitted to explain why the Bersih 2.0 and Bersih 3.0 rallies held also during his premiership were such police and BN government disasters, as KL112 has proved beyond a shadow of doubt that Malaysians are peace-loving people who only want to peacefully exercise their right to free assembly and expression and both Bersih 2.0 and Bersih 3.0 rallies would have been international models of peaceful assemblies if not because of high-handed and repressive police and government actions. JAN 14 — Now that the Himpunan Kebangkitan Rakyat is over, the one question that begs to be answered is this: does the rally prove that civil liberties exist in Malaysia?
To the more than 100,000 who turned up at Stadium Merdeka last Saturday, maybe.
After all, the police stood by and ensured the peace. No riot police, water cannons, roadblocks, razor wire strung across roads or anything to make Malaysia look like a police state.
Maybe, it was the spirit of the times that such a rally could even take place without ending in teargas blanketing the air, water cannons drenching the crowd and everyone running helter-skelter to avoid being beaten up or arrested for assembling without a permit.
Oh, no more permit required. So, that makes Malaysia look better just months before the general election. That must be it, to give Malaysia an appearance of a modern democratic country where people can make a stand publicly and gather without the threat of being cowed by authority or violence.
See, even Prime Minister Datuk Seri Najib Razak praised the police and also the opposition for respecting the spirit of the Peaceful Assembly Act (PAA) 2012 at the rally. Read the rest of this entry »

JAN 15 — Imagine Britain being governed by the same political party, say, Labour, for 55 successive years from 1957. Or the United States by the Republican party for the same continuous, unbroken period.
That has been Malaysia’s fate since Merdeka. The 13th general election, which must be held before June 28, gives Malaysians an opportunity to break free from the monopoly of political power exercised by Umno, first, in the guise of Alliance and subsequently as Barisan Nasional.
Umno dominance
The five years between the 12th general election in March 2008 and the 13th have been a watershed period in post-independent Malaysia because of the establishment of a truly functioning two-party system, with a strong opposition capable of forming the next government.
But it took half a century for our nation to accomplish this stage of democratic development. Like many peoples of nations emerging from colonial rule in the Third World, Malaysians were very grateful to the Alliance party, led by Prime Minister Tunku Abdul Rahman, for gaining independence from the British.
The reservoir of goodwill for nationalist independence fighters greatly assisted Umno in the early decades. Race, which the colonial power had exploited in its divide-and-rule policy, became the singular fundamental feature of Malaysian politics since Merdeka, reflected at the centre by the Alliance coalition comprising Umno, the MCA and MIC, each representing a specific race, and expected to pursue the interests of its ethnic constituency.
In the early days, Umno acted as the elder brother, with a semblance of contribution from its junior siblings, the MCA and MIC. But there was never a question of parity. After the National Operations Council (NOC) through its director, Tun Abdul Razak, assumed actual power in the wake of the May 13, 1969 riots, Umno’s ascendency and dominance were never questioned.
Hence, the practical reality since the early 1970s is that Barisan is actually Umno, and major decisions affecting the nation are more often than not taken in the inner recesses of Umno rather than the Cabinet. Read the rest of this entry »

While UMNO apologists and sycophants in academia, blogosphere, and mainstream media quibbled over such minutia as the number of participants at last Saturday’s massive KL112 (January 12, 2013) rally, two facts are indisputable. First, that peaceful and largely Malay demonstration, the largest the nation had ever witnessed, forever shattered the myth that UMNO is Melayu, and Melayu, UMNO. Second, given a modicum of respect by and without provocation from the authorities, Malaysians are quite capable of partaking in peaceful rallies.
On this second point the authorities, specifically the police under its new leadership, are finally learning that water tankers, personnel with anti-riot gears or tear gas canisters, and other crude displays of power often precipitate rather than prevent violence. BERSIH 3.0 demonstrated that very clearly.
The size and orderliness of the rally, together with the bravery and determination of the participants, was reminiscent of the transformative event of over 66 years earlier, the opposition to the Malayan Union Treaty. That altered the course of our history. Insha’ Allah (God willing), last Saturday’s rally too, will.
The power imbalance between those demanding change and those in power back in 1946 was enormous. Then it was mostly illiterate and unsophisticated Malay peasants facing the much superior and more formidable colonial authorities. Yet in the end, right won over might, and justice prevailed!
Today, while the UMNO Government is detested to the same degree as the old colonials, it is nowhere as sophisticated wielder of power as the British. Meanwhile, those clamoring for change are far more worldly, more committed, and in far greater numbers than their adversary, UMNO and its supporters. More importantly, unlike the colonials, today’s UMNO government is crippled with corruption and incompetence while also being crude wielders of power. Oh, to be a fly-on-the-wall in the home of former prime minister Mahathir Mohamad when he witnessed the outpouring of support for the KL112 rally – dubbed the People’s Uprising Rally, last Saturday.
Did his purse his lips, clench his fists and tighten his resolve to remove the weaklings in Umno? His greatest fear is that the truth will emerge, his legacy is exposed as a sham and his dynasty is castrated.
Last Saturday, about 35km away from the Merdeka Stadium, Prime Minister Najib Abdul Razak attended a meet-the-people rally organised by the Malaysian Indian Progressive Front (IPF), and Bernama said he was “impressed by the strong support of the IPF”. Around 15,000 people had assembled in the sleepy town of Semenyih to welcome Najib.
The PM should have known that the IPF event would have been overshadowed by KL112 and that no amount of negative spin by the mainstream English and Malay newspapers would detract from the implications of KL112.

For the Barisan Nasional government to fall, the majority of the Malays must vote the opposition and that is the definitive trend today.
COMMENT
The signs are there, it is just too many. The next general election is going to deal a huge blow to the Barisan Nasional government and it will be a blow that will take BN at least 20 years to recover.
The recent revelations, coming in spurts, are a typical Umno strategy, which Dr Mahathir Mohamad used so often and that explains the succession he has passed on.
Although I am convinced that former Inspector-General of Police Musa Hasan and carpet trader Deepak Jaikishan are telling us the truth, I doubt their sincerity.
I believe they are doing this because they were short-changed. They are revealing the truth in instalments in the hope that the big pay day will come.
That’s when they will decide whether to keep quiet or spill more. But when and if that big “pay day” comes, then I believe they will wait for yet another bigger pay day; after all, isn’t the current “strategy” just pay, pay and pay?
I doubt Deepak’s claims that he will tell all. He is waiting for the big payouts and he wants it as soon as possible.
He knows as much as Najib Tun Razak, Rosmah Mansor and Mahathir that the end is near and that the BN government is going to be dumped.

JAN 4 ― Former prime minister Dr Mahathir Mohamad published a piece called “Change” yesterday in his blog.
In it he asked why change governments.
He then criticised the socialist ideology. He strangely claimed that “Malaysia has no ideology”.
That is completely untrue.
When Dr Mahathir came into power in 1981, Malaysia was introduced to the neoliberal ideology.
This is an ideology that is biased in favour of corporations and capitalists.
It is the opposite of socialism, which aspires to put people first.
The neoliberal ideology was aggressively promoted around the world in the early 1980s by influential global networks of business interests and their supporters.

Are Chinese the real masters of Malaysia?

I was reminded of the witticism on politicians that “we hang the petty thieves but elect the great ones to office” when I read Dr. Mahathir’s claim in his blog that the Chinese (and Indians) are the real masters of the country. Specifically he wrote that “Because they (the Malays) are willing to share their country with other races, the race from the older civilisation of more than 4,000 years and who are more successful, as such today whatever they have now is also being taken away from them”.
As election day approaches, this line of argument is being rehashed. We can expect more of this race baiting by Dr. Mahathir and his kind in UMNO and PEMUDA when they are addressing Malay voters. Of course, this rehashing will take on new permutations such as “the PKR and PAS are selling out the rights of the Malays” or “the DAP is really the dayang master pulling the strings of the Pakatan coalition”.
What is important to do is not to get angry or remain silent but to refute it with facts, figures and arguments.

If wife of former Philippine president Ferdinand Marcos, Imelda Marcos is famous for her shoes, then Rosmah Mansor, the spouse of Prime Minister Najib Abdul Razak is noted for her bags and rings. But fashion accessories are not her only forte, unlike most Malaysians, she can set aside subpoenas and has the time, money and inclination to write a book.
One moment, both Najib and Rosmah are riding high on the wave of public opinion and their belief that “we can do no wrong”. Next moment, they are at rock bottom and having to fend off accusations; hence the book. Did she publish details of her life and her rise to prominence, out of conceit or an act of desperation?
Surely the book is not the best medium to “explain” herself, if it is true that Malaysians only read two-and-a-half pages a year.
If Rosmah wants to clear her name, why has she not gone on television and done a Princess Diana type confession complete with black eyeliner and coy looks? After all, the government media and printed newspapers are all within her reach.
If the New York Times could have a US$5 million centre-fold spread of her a few years ago, then she should use the local papers to promote herself. RTM will free-up several slots and would not dare decline her request. Read the rest of this entry »

The latest Global Financial Integrity (GFI) report on the astronomical RM196.8 billion in dirty money siphoned out of Malaysia in 2010, resulting in a mind-boggling total of RM871 billion in illegal capital flight from the country over the last 10 years (2001-2010), is the third warning of adverse international reports in the last month of the year that “something is rotten in the state of Denmark” as far as Malaysia is concerned.
The GFI report marks a trio of adverse international reports about Malaysia in the last month of this year to warn Malaysians why the time has come for a change of Federal government in Putrajaya in the forthcoming 13th General Elections.
There are still 11 days before the end of the month of December for the year 2012. Will there be another adverse international report about Malaysia to make it a quartet of adverse international reports in the last month of this year?
The other two adverse international reports for Malaysia which were published this month are:

Terdapat seorang lagi yang berkerja lebih keras daripada Perdana Menteri, Datuk Seri Najib Razak untuk memastikan UMNO/Barisan Nasional bukan sahaja memenangi Pilihan Raya Umum ke-13 tetapi juga mendapat majoriti dua pertiga kerusi Parlimen.
Orang itu adalah Tun Dr. Mahathir yang sepatutnya sudah bersara daripada politik apabila meletakkan jawatan pada penghujung 2003 selepas 22 tahun menjadi Perdana Menteri.
Semalam, Mahathir berada di Sik untuk mengingatkan ahli UMNO bagi menghilangkan rasa tidak puas hati terhadap calon yang dipilih oleh kepimpinan tertinggi UMNO/BN sekiranya mereka mahu lihat UMNO/BN kekal berkuasa selepas PRU13.
Beliau meminta ahli UMNO untuk mengenepikan perbezaan mereka dan memberikan sokongan penuh kepada calon UMNO/BN yang terpilih kerana keutamaan sepatutnya untuk memastikan kemjayaan supaya BN dapat menang besar dan membentuk kerajaan yang kuat.
Perkara itu amat luar biasa tetapi kebiasaan Mahathirism yang mana Mahathir perlu memberi amaran tentang penyakit “Melayu mudah lupa” sebagai punca tidak puas hati di dalam UMNO sehingga tidak menyokong calon yang terpilih, sedangkan Mahathir sendiri adalah gambaran terbaik penyakit “Melayu mudah lupa” apabila beliau dengan giat berkempen menentang Tun Abdullah sebagai Perdana Menteri pada pilihan raya umum 2008.

Will UMNO/BN regain its two-thirds parliamentary majority or will Pakatan Rakyat capture Putrajaya with a 20 Plus majority in the 13GE?

There is one person who is working even harder than the Prime Minister, Datuk Seri Najib Razak to ensure that UMNO/Barisan Nasional not only win the 13th General Election but also regain its two-thirds parliamentary majority.
This person is Tun Dr. Mahathir, who is supposed to have retired from politics when he stepped down as Prime Minister after 22 years at the end of 2003.
Yesterday, Mahathir was in Sik to remind UMNO members to rid themselves of the feeling of dissatisfaction over candidates chosen by the top UMNO/BN leadership if they want to see UMNO/BN remain in power after the coming 13GE.
He said UMNO members must all set aside their differences and give their full support to the selected UMNO/BN candidates as the priority should be ensuring victory so that BN can win big and form a strong government.
It is most extraordinary but typical Mahathirism that Mahathir should be warning of the “Melayu mudah lupa” complex as the cause of the disgruntled in UMNO not supporting the chosen candidate, when Mahathir himself was the best illustration of the “Melayu mudah lupa” complex when he campaigned actively against the premiership of Tun Abdullah in the 2008 general election.
It is clear that to Mahathir, what is at stake in the 13GE is not so much the Najib premiership but the Mahathir legacy, and no one has any doubt as to which would get the priority if there is a clash between the Najib premiership and the Mahathir legacy!

Hari ini, 9 Disember, merupakan Hari Anti-Rasuah Antarabangsa yang ditetapkan oleh Pertubuhan Bangsa-Bangsa Bersatu untuk meningkatkan kesedaran tentang rasuah dan juga Konvensyen PBB Menentang Rasuah dalam melawan dan mencegah rasuah.
Walau bagaimanapun, sekalipun ini merupakan Hari Anti-Rasuah Antarabangsa ke-9 sejak pertama kali didakan pada 2004, Kerajaan Malaysia terus tidak mempedulikannya – mencerminkan kurangnya komitmen dan kesungguhan politik untuk membanteras rasuah, terutamanya “rasuah besar” pemimpin politik dan kerajaan.
Kegagalan kerajaan “reformasi” Perdana Menteri, Datuk Seri Najib Razak untuk meraikan Hari Anti-Rasuah Antarabangsa tahun ini amat mengecewakan, memandangkan baru sepuluh hari lepas Najib telah meminta maaf atas “segala kekhilafan” kerajaan UMNO/Barisan Nasional pada masa lalu, diungkapkan dengan kata-kata penuh berbunga, iaitu:
“Bumi mana tak ditimpa hujan, laut mana tidak bergelora, bahagian dunia manakah yang wujudnya orang, atau pimpinan, atau persyarikatan atau parti yang tidak pernah tersandung atau tersalah. Di atas segalanya, sebagai kepimpinan parti dan kerajaan, kami menyusun jari nan sepuluh memohon maaf atas kekhilafan.”
Saya mahu bertanya Najib adakah beliau akan memohon maaf kerana rekod buruk Malaysia dalam membanteras rasuah ketika di bawah pengawasan beliau sebagai PM, kegagalan sehinggakan kedudukan terendah Indeks Persepsi Rasuah (CPI) Transparancy International (TI) untuk empat tahun berturut-turut sejak 2009-2012 – satu rekod yang lebih buruk daripada Perdana Menteri sebelumnya?

Di dalam wawancaranya bersama Malay Mail semalam, ketika ditanya berkenaan “kumpulan yang skeptik dengan 1Malaysia di dalam UMNO sendiri”, Perdana Menteri, Datu Seri Najib Razak mengatakan adalah sengaja beliau tidak mentakrifkan konsep itu sejelas-jelasnya kerana “sepatutnya ada unsur kekaburan makna yang strategik supaya apabila anda perkenalkan konsep seperti itu, apabila masa berlalu, takrifannya dapat ditakrifkan dengan menerima pandangan orang lain sepanjang kita bergerak”.
Beliau bagaimanapun mendakwa “konsep 1Malaysia kini difahami dengan jelas”!
Ini merupakan dakwaan yang Najib sendiri mungkin tidak menyakininya.
Malah, rakyat Malaysia berhak untuk bertanya transformasi apakah yang sedang Najib katakan apabila beliau tidak mampu membuatkan Perhimpunan Agung UMNO menyokong dasar 1Malaysia beliau setelah empat tahun menjadi Perdana Menteri dan Presiden UMNO, sedangkan Dasar 1Malaysia merupakan asas kepada semua program “transformasi” beliau, baik kerajaan, ekonomi atau politik, contohnya GTP, ETP, PTP dan lain-lain.
Rakyat Malaysia terkejut selepas hampir empat tahun, Najib mengatakan beliau sengaja membiarkan konsep 1Malaysia kabur dan samar-samar, sedangkan itu bukan apa yang beliau katakan pada tahun pertama sebagai Perdana Menteri.

Will Najib apologise for Malaysia’s poor record in fighting corruption under his watch as PM, falling to lowest rankings of TI CPI

Today, December 9, is the International Anti-Corruption Day designated by the United Nations to raise awareness of corruption and the UN Convention against Corruption (UNCAC) in combating and preventing corruption.
However, although this is the 9th International Anti-Corruption Day since its first observance in 2004, the Malaysian Government had simply ignored it – which is a reflection of its lack of commitment and political will to combat corruption, in particular “grand corruption” of top political and government leaders.
The failure of the “reform” government of Prime Minister, Datuk Seri Najib Razak to observe the International Anti-Corruption Day this year is a great disappointment, as it was only ten days ago that Najib had apologised for “any oversight” of the UMNO/Barisan Nasional government in the past, couched in the most flowery of language, viz:
“Where on this earth is there no rain, which sea has no turbulence? Where on this earth are there people, or leaders, or companies or parties that have never stumbled or committed a mistake? As the leadership of the party and government, we put our palms together in apology for any oversight.”
I want to ask Najib whether he would apologise for Malaysia’s poor record in fighting corruption under his watch as Prime Minister, falling to the lowest rankings of Transparency International (TI) Corruption Perception Index (CPI) for four consecutive years from 2009-2012 – a record worse than previous Prime Ministers?
This concerns his own “oversight” as Prime Minister in the past four years and not the “oversight” of the previous UMNO/BN Prime Ministers in the past five decades! Read the rest of this entry »
What transformation is Najib talking about when he could not even get UMNO GA to endorse his 1Malaysia policy nearly four years as PM and UMNO President?

In his interview with Malay Mail yesterday, when asked about “factions that were skeptical of 1Malaysia in UMNO itself”, the Prime Minister, Datuk Seri Najib Razak said that it was by design that he did not define the concept very clearly as “there should be an element of strategic ambiguity so that once you introduce the concept like that, as time goes by, the definition could be defined by taking on board the views of people as we go along”.
He claimed however that “the concept of 1Malaysia is now clearly understood”!
This is indeed a tall claim which Najib could not possibly believe himself.
In fact, Malaysians are entitled to ask what transformation is Najib talking about when he could not even get the UMNO General Assembly to endorse his signature 1Malaysia policy nearly four years since becoming Prime Minister and UMNO President, when the 1Malaysia Policy represents the very basis of all his “transformation” programmes, whether government, economic or political, i.e. GTP, ETP, PTP, etc.
Malaysians are surprised that after nearly four years, Najib is saying that he had deliberately left the 1Malaysia concept vague and nebulous, which was not what he said in his first year as Prime Minister. Read the rest of this entry »
