I have been thinking about the outrageous claim by the former Inspector-General of Police, Tun Hanif Omar, who said that the DAP proposal to split Peninsular Malaysia between the Malays and the non-Malays was detailed in a Special Branch intelligence report sent to him in his capacity as police chief of staff in the National Operations Council (Mageran) in 1969.

It would appear that the Special Branch knew more about the DAP than the DAP itself!

This is total news to DAP leaders and I myself, who was DAP Secretary-General for 30 years from 1969-1999, DAP National Chairman for five years from 1999 to 2004 and DAP Parliamentary Leader for 14 years from 2004 – 2018, have never heard of it.

I have just spoken to the founding National Chairman Dr. Chen Man Hin who will be 94 years old in another two months’ time. Dr. Chen, who was DAP National Chairman for 33 years from 1966 to 1999 and four-term Member of Parliament, confirmed that he had never heard of the preposterous and ridiculous proposal to partition Peninsular Malaysia into two parts, the West for the Chinese and the East for the Malays, which is against the very principle and objective of the DAP since the founding of the party in 1966.

It would appear that the goal posts have been shifted since Hanif’s original statement that the DAP had proposed after the May 13 riots in 1969 the partition of Peninsular Malaysia into two, the west for the Chinese and the east for the Malays to a new position that there was a Special Branch intelligence report in 1969 that there was such a DAP proposal.

Was there such a Special Branch intelligence report and was it credible?

Was the Special Branch officer who made the intelligencer report a “rogue” operative who had wanted the DAP to adopt the proposal that Peninsular Malaysia be divided into two, the west for the Chinese and the east for the Malays, so that DAP could be painted and demonized as racist, irresponsible and even treacherous and treasonable?

Even if it is true that there was such a Special Branch intelligence report – whose veracity is very much doubted as the DAP leadership knew nothing about it – the question is why Hanif had decided to resurrect it after half a century?

I am really mystified how such an outrageous allegation has been resurrected after half a century, even if it was true that there was such a Special Branch intelligence report in the first place.

The proposal is so preposterous, ridiculous, divisive, racist and treacherous that I want the full facts of this cock-and-bull story to be known.

Hanif’s cock-and-bull story that DAP wants Peninsular Malaysia to be partitioned into two parts, the West for Chinese and the East for Malays, is a rare and colossal act of mischief and irresponsibility by a former top cop and the onus is on him to prove that there is such a Special Branch intelligence report and to reveal the identity of the Special Branch Officer who made such a report.

It is clear that the Police themselves did not believe in this Special Branch intelligence report as I was never questioned about it during my 60-day interrogative custody under the Internal Security Act, and furthermore, nobody heard anything about it for half-a-century until Hanif resurrected it.

Was the proposal a black operation which the Special Branch had wanted to hoist on the DAP in 1969 so that the DAP could be accused of being divisive, racist and unpatriotic but failed?

Let the truth be known!

Kisah temberang Hanif bahawa DAP kononnya mahu Semenanjung Malaysia dipisahkan kepada dua bahagian, Barat untuk orang Cina dan Timur untuk orang Melayu, adalah tuduhan palsu dan tidak bertanggungjawab yang jarang berlaku dan berlebih-lebihan oleh seorang bekas pegawai kanan polis

Saya telah memikirkan mengenai dakwaan yang keterlaluan oleh bekas Ketua Polis Negara, Tun Hanif Omar, yang mendakwa bahawa DAP kononnya bercadang untuk memisahkan Semenanjung Malaysia dan ia kononnya dilaporkan secara terperinci dalam laporan risikan Cawangan Khas yang dihantar kepadanya dalam kapasitinya sebagai ketua pegawai polis di Majlis Operasi Nasional (Mageran) pada 1969.

Nampaknya, Cawangan Khas (SB) seolah-olah tahu lebih banyak mengenai DAP daripada DAP itu sendiri!

Para pemimpin DAP dan saya sendiri, yang merupakan Ketua Setiausaha DAP selama 30 tahun dari 1969 hingga 1999, Pengerusi Kebangsaan DAP selama lima tahun dari 1999 hingga 2004 dan Ketua Parlimen DAP selama 14 tahun dari tahun 2004 – 2018, tidak pernah mendengar mengenai perkara itu sehinggalah Hanif membangkitkannya.

Saya baru saja bercakap dengan pengasas dan Penasihat Seumur Hidup DAP Dr. Chen Man Hin yang bakal mencecah usia 94 tahun dalam masa dua bulan lagi. Dr. Chen,yang juga merupakan Pengerusi DAP Kebangsaan selama 33 tahun dari 1966 hingga 1999, mengesahkan bahawa beliau tidak pernah mendengar cadangan yang tidak masuk akal dan mengarut seumpama itu, yang jelas bertentangan dengan prinsip dan objektif DAP sejak penubuhannya pada 1966.

Hanif yang sebelum ini mendakwa DAP kononnya membuat cadangan tersebut selepas berlakunya rusuhan 13 Mei 1969, bagaimanapun menokok tambah kenyataannya itu dengan mendakwa bahawa kononnya perkara itu dimaklumkan kepadanya menerusi laporan perisikan Cawangan Khas pada 1969.

Adakah laporan risikan Cawangan Khas ini sebenarnya wujud dan boleh dipercayai?

Adakah pegawai Cawangan Khas sengaja mereka-mereka laporan risikan itu bagi memburuk-burukkan DAP dengan tuduhan perkauman, tidak bertanggungjawab dan bahkan khianat dan berbahaya?

Jikalau benar sekalipun terdapat laporan perisikan Cawangan Khas – yang boleh diragui kerana kepimpinan DAP sendiri tidak mengetahui apa-apa mengenainya – mengapa baru sekarang Hanif membangkitkannya setelah setengah abad berlalu?

Cadangan itu sangat tidak masuk akal, mengarut, memecah-belahkan rakyat, bersifat perkauman dan khianat sehinggakan saya mahu kesemua fakta mengenai kisah temberang ini didedahkan.

Kisah temberang Hanif bahawa DAP kononnya mahu Semenanjung Malaysia dipisahkan kepada dua bahagian, Barat untuk orang Cina dan Timur untuk orang Melayu, adalah tuduhan palsu dan tidak bertanggungjawab yang jarang berlaku dan berlebih-lebihan daripada seorang bekas pegawai kanan polis dan menjadi tanggungjawab beliau untuk membuktikan kewujudan laporan risikan Cawangan Khas tersebut serta mendedahkan identiti Pegawai Cawangan Khas yang membuat laporan sedemikian.

Adalah jelas bahawa polis sendiri tidak mempercayai laporan risikan Cawangan Khas ini kerana saya tidak pernah disoal siasat berhubung perkara itu semasa saya ditahan selama 60 hari mengikut Akta Keselamatan Dalam Negeri, malah, tiada seorang pun tahu mengenainya sejak setengah abad lalu sehinggalah Hanif membangkitkannya.

Adakah cadangan tersebut sebenarnya black ops yang dijalankan Cawangan Khas untuk memburuk-burkkan DAP pada 1969, supaya DAP boleh dituduh sebagai pemecah belah, perkauman dan tidak patriotik, namun gagal mencapai objektifnya?
