RM4.6b PKFZ scandal – Kong Choy should seriously consider resignation


The reasons why Transport Minister, Datuk Seri Chan Kong Choy chickened out from personally appearing at the Transport Ministry press conference on the Port Klang Free Zone (PKFZ) on Thursday seem to have become clearer — that he not only wanted to avoid hard and embarrassing questions about his role and responsibility in the RM4.6 billion PKFZ scandal, but he also wanted to evade questioning on the Transport Ministry’s five-page statement on PKFZ.

This is because more and more questions are surfacing over the accuracy and correctness of the statement, which strangely was issued anonymously, without the Transport Minister or anyone of his deputies daring to put their name on it!

Some of these questions include:

Firstly, was the Transport Ministry right in putting the whole blame of the ballooning of the cost of the PKFZ from RM1.1 billion to RM4.6 billion on Jebel Ali Free Zone Authority (Jafza), the former PKFZ operator?

Was Jafza responsible for the scandalous price of RM1.8 billion or RM25 psf paid by Port Klang Authority (PKA) for the 1,000 acres for the PKFZ from Kuala Dimensi Sdn. Bhd which had four years earlier bought it for RM95 million or RM3 psf?

The Transport Ministry has failed to explain why it insisted on paying Kuala Dimensi Sdn. Bhd. RM25 psf in the teeth of opposition of the Finance Ministry and the Attorney-General’s chambers which proposed that the land be acquired compulsorily at the market value of RM10 psf.

The Transport Ministry said the PKA’s purchase price was reached because of work done on the site, including land reclamation, drainage, construction of access roads, installation of street lights, water services and payment to various utility agencies.

If the recommendations of the Finance Ministry and the Attorney-General’s Chambers had been followed, the price of the 1,000 acres for the PKFZ would be RM720 million instead of the exorbitant RM1.8 billion — an astronomical difference of RM1.1 billion.

Is Chan really justifying the RM1.1 billion difference in the land price on the ground of “work done on the site, including land reclamation, drainage, construction of access roads, installation of street lights, water services and payment to various utility agencies”?

Let Chan make public the costs of such “work done”, whether it was more than RM10 million or RM20 million — when the difference is the gargantuan sum of RM1.1 billion.

Secondly, the Transport Ministry statement said that to further promote the PKFZ, PKA will participate in overseas trade missions, seminars and exhibitions to attract investors. This gives the false impression that such promotion had not been done before, when in fact PKA officials had taken part in previous overseas trade missions, seminars and exhibitions to attract investors with very poor results.

Thirdly, I challenge Chan to give the full list of the 30 companies which had invested more than RM700 million in the Port Klang Free Zone (PKFZ), enumerating the investments of each company, as I have been informed that the RM700 million figure is grossly inflated.

Fourthly, on the Transport Ministry announcement that the government has approved a soft loan to the tune of RM4.6 billion to the PKA, will the terms of the soft loan be so “soft” as to tantamount to a “give-away” and bailout as PKA would have no means of repaying the RM4.6 billion government “soft loan”? Furthermore, why is nobody taking responsibility for the RM4.6 billion PKFZ scandal when the whole project was conceived to be self-financing without having to incur a single ringgit of public funding?

Chan should clarify and respond to these four points so that MPs, whether from the ruling coalition or Opposition parties, would have the necessary information to take part in an informed debate on the RM4.6 billion PKFZ bailout scandal when Parliament reconvenes on Monday, starting with my urgent motion on the subject.

In fact, Chan should seriously consider whether he would have to resign as Transport Minister for his role and responsibility in the RM4.6 billion PKFZ scandal.

    Government already “replied”. Given soft loan. Everything’s OK now. No more problems. No need debate on Monday.

    Its already a non issue. They will just ignore, ignore, ignore.

    Makes your blood boil doesn’t it? But thats how its going to be, like the many cases that have come before.

    Remember the “methodology” issue? 18.9 %, 45%, 34%, 24% back to 18.9%. They promised to give us the methodology but instead gave us a lot of mumbo jumbo that the figure is indeed 18.9%. And that’s final. The issue is forgotten now.

    And so it will be for PKFZ. Merdeka will overshadow it and by next weekend, PKFZ? What’s that?

    The issues that you have raised, well, you are also in the Public Accounts Committee, aren’t you? Ask them there, press for answers, summon Kong Choy etc.

    whichever commision that can probe this mess will not be empowered to do so

    So wish on Malaysians while the ruling party robs us blind and burden the nation to the verge of bankruptcy.

    How much they skim will be proportional by the amount of reserves Malaysia has. No accountability required, no explanation required, they will just get filthy rich. The finance ministry is like an eunuch, no voice, no power, just claim tak tau…

    This is not the first time this is happening and I can assure you this won’t be the last time either. It is either we have idiots or immoral and dishonest Government officials and Ministers. The latter is more like it, but either way we cannot accept this type of government whereby everything they do looks shady and creepy including elections.
    We have to find the answer of how to kick them out. WE HAVE TO DO IT AND WE MUST DO IT!!

    10% professional fee is based on costs. The more costs the more fee. Thats why the initial costs have increased from about RM 1.1B to say RM 4.6b. It does not matter whether it is feasible or not. Since when professionals are liable for losses. With due respect I think PKFZ has been partly taken for a ride by Jafza. PKFZ is too gullible and a sucker. This could all be working hand in gloves.

    Don’t worry-lah. The transport ministry will soon recoup the RM4.6billion, simply by raising the price of petrol, road tax, tolls ect. Enough money left over from this collection to send a dozen more more monkeynauts to space

    Why should Chan Kong Choy take the rap if all the other actors who figured in this scandal – Ling Liong Sik, OC Phang, Azim, Khir Toyo to name a few – have not been asked to explain their actions ?

    This is an Ali-Baba scheme at its finest, so if Baba falls, he might just take Ali down with him. In Bolehland, everyone in BN is above the law.

    He or any other Malaysian Ministers wiill never resign and take responsibilities for their failures, not in the history of the country, not in the political culture here in Malaysia.

    There no feeling of shame for failings, there is no sense of feeling respoonsible to the rakyat who voted them. None will remember that. None will stand up honourably to be counted when the going gets tough, when they fail utterly.

    Just get a script writer and write a nice story and hope that it will convince the public.

    The public are not idiots. Do CKC thinks that he has given a good explanation.

    All the figures are not supported by details or breakdown, there is no cashflow. The figures are just plucked from the sky.

    Ask CKC to present his “business plan” or “rescue plan” to the banks and see whether it will be approved.

    I can guarantee him with such a flimsy write up the bankers will not even consider giving a cent to PKA.

    Now the Bodowi government just approves the soft loan.

I think half of poor people in malaysia would benefit from this amount; Which mean the malaysian is poorer now when we need to bailout such stupid project. Isn’t the tax payers got a option here? we OBJECT to wrongful use of public fund and we OBJECT our fund being use by moron and corrupted individual for their own gain. PM Badawi, leave the bail out option out first, ask the rakyat what they want first and first of all, who should be responsible for this mess, is everyone in KLANG also a sultan and above the law in KLANG, we need answer quick!!!

    Chan to resign? Why? What sin had he committed? RM4.6 billion is chicken feed, by Malaysia standard. As the PM said, Malaysia is kaya raya.

    Look at Ling LS. Did he resign while he was a minister? He is a Tun now. Well rewarded. So are many other former ministers.

    People, don’t up your blood pressure because of these ministers, UMNO and non-UMNO ones. Relax, accept the fact of life here, and be happy that it is we who elected them to serve us. WWSIWEG (what we see is what we get).

    CKC is emigrating to Australia after the GE. In the paper stated that he has already have a PR and house there. Not to forget that plenty of money to be spent which never finish even after he retire to grave yard!
