UMNO has urged the Malaysian Anti-Corruption Commission and the Attorney-General’s Chambers (AG) to respond to a document purported to be the leaked MACC investigation paper on the judge who had convicted former Prime Minister Najib Razak.
According to the UMNO Secretary-General Ahmad Maslan, the document had been circulating online and is an offence under Section 220 of the Penal Code.
He urged the MACC to confirm or deny the veracity of the document and the AGC to announce any follow-up action on the investigation.
Reading this report, I am struck by the question why UMNO and Barisan Nasional keaders are completely unconcerned about the RM9 billion littoral combatant ship (LCS) scandal, which had turned a “dream project” into a national nightmare!
The complete unconcern of UMNO and BN leaders about the RM9 billion LCS scandal become particularly more acute and jarring as the Cabinet had just declassified the report of the Special Investigation Committee on Public Governance, Procurement and Finance (JKSTUPKK) on the procurement of six LCS which revealed that the UMNO President Ahmad Zahid Hamidi was solely responsible for the RM9 billion LCS scandal, unless there were “hidden hands” behind Zahid.
Were there “hidden hands” and who were these “hidden hands”?
Zahid yesterday issued a statement saying that the Federal Court’s decision to reject former prime minister Najib Razak’s application to adduce fresh evidence in his SRC International appeal could “erode the integrity of the judiciary”, but he was completely silent about the JKSTUPKK report which exposed his primary role for the RM9 billion LCS scandal.
Can Zahid explain his silence on his primary role in the RM9 billion LCS scandal, which had exposed his earlier constant denials that he was to be blamed for the RM9 billion LCS scandal as lies?
The JKSTUPKK report disclosed that Zahid, as Defence Minister at the time in 2011, sided with the contractor, Boustead Naval Shipyard (BNS) instead of the Royal Malaysian Navy (RMN), the end-user for the six LCS ordered by the government.
Can Zahid explain why he failed to prioritise the RMN in choosing the design of the ships and why instead he chose Gowind LCS, overturning his earlier decision in favour of Sigma LCS as recommended by RMN, without first referring to or discussing with RMN as the end user?
Near the tail end of the report contained a request letter dated July 8, 2010 from then Boustead Naval Shipyard Sdn Bhd (BNS) managing director Tan Sri Ahmad Ramli Mohd Nor to Zahid for a letter of intent from the government for the LCS project.
Located at the top of the letter were Zahid’s signature, stamp and handwritten directive reading “Sila Laksanakan” (please get this done).
According to the Navy chief at the time, Admiral Tan Sri Abdul Aziz Jaafar a situation where the contractor gets to choose the design instead of the end-user, had never happened before.
The report further revealed that the Navy chief had also said that the quotation process went against the standard practice of the international tendering process.
The Navy chief said that there were elements of data evaluation manipulation by the BNS deputy assessor in providing “misrepresentation” of information to the BNS board of directors.
During the Public Accounts Committee (PAC) proceedings on the LCS scandal, the PAC was informed that the six LCS procurement was a “dream project” of the government that had gone wrong, where the six LSE procurement was so “lop-sided” where “more power and more authority were given to the 49 per cent holder than to be given to BHIC (Boutstead Heavy Industries Corp. Bhd)”.
I had observed that the three charges against former Boustead Heavy Industries Corp Bhd managing director Tan Sri Ahmad Ramli Mohd Nor on Monday had nothing to do with the LCS scandal.
All the three charges against Ramli were before the issue of the LOA (Letter of Award) for the LCS procurement which were issued on 16th December 2011.
As the three charges against Ramli pre-date the issue of LOA for the LCS procurement , which meant they related to other defence procurement scandals, can MACC explain why after 10 years, the MACC has failed to prefer a single charge against anyone for the RM9 billion LCS scandal?
Can the MACC say how many people will be charged for the RM9 billion LCS scandal?
Hishamuddin said after the Cabinet meeting on Wednesday that ongoing construction of the first littoral combatant ship (LCS 1) will not involve new allocations from the government.
But he has not been able to answer my query why the Defence Ministry has reduced from two LCS to one LCS which must be completed and delivered by the contractor with no additional government funds before the government moved on with the LCS project.
When Hishammuddin appeared before the Public Accounts Committee on 25th January 2022, he spoke about “corporate restructuring” of the RM9 billion LCS contract and that the contractor, BNS, will have to deliver two LCS without any new cost to the government.
But an even more important question is whether the contractor BNS has agreed to complete the first littoral combatant ship (LCS 1) without involving new government allocations!
Hishammuddin should realise that in the information era, the practice where Ministers and political leaders can go into hiding and ignore questions is over. They must answer questions publicly put to them.

Mengapakah para pemimpin UMNO dan BN kelihatan langsung tidak peduli mengenai skandal LCS yang melibatkan RM9 billion, yang telah berubah dari sebuah “projek impian” kepada mimpi ngeri untuk negara?
UMNO telah menggesa Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) dan Pejabat Peguam Negara (AGC) untuk memberikan maklum balas mengenai satu dokumen yang kononnya merupakan kertas siasatan SPRM yang terbocor mengenai hakim yang telah menghukum bekas Perdana Menteri, Najib Razak.
Menurut Setiausaha Agung UMNO, Ahmad Maslan, dokumen ini telah berlegar di laman siber dan merupakan satu kesalahan di bawah Seksyen 220 Kanun Keseksaan.
Dia menggesa SPRM untuk mengesahkan atau menafikan ketulenan dokumen ini dan untuk AGC mengumumkan apa-apa tindakan susulan siasatan ini.
Membaca laporan ini, terlintas kepada saya satu persoalan, mengapa para pemimpin UMNO dan Barisan Nasional kelihatan seperti langsung tidak peduli mengenai skandal kapal tempur pesisir (LCS) yang melibatkan RM9 billion, yang telah berubah dari sebuah “projek impian” kepada mimpi ngeri untuk negara!
Sikap tidak peduli pemimpin UMNO dan BN terhadap skandal LCS ini kelihatan lebih teruk selepas Kabinet telah menyahrahsiakan laporan Jawatankuasa Siasatan Tadbir Urus, Perolehan, dan Kewangan Kerajaan (JKSTUPKK) mengenai perolehan enam LCS yang mendedahkan bahawa Presiden UMNO, Ahmad Zahid Hamidi, adalah bertanggungjawab ke atas skandal ini, melainkan terdapat “tangan tersembunyi” di sebalik Zahid.
Jadi, adakah “tangan tersembunyi” ini dan siapakah dia?
Semalam Zahid telah mengeluarkan satu kenyataan yang mengatakan keputusan Mahkamah Persekutuan untuk menolak permohonan bekas perdana menteri, Najib Razak, untuk menambah bukti baharu dalam rayuan kes SRC International ini boleh “menghakis integriti sistem kehakiman”, tetapi dia diam seribu bahasa mengenai laporan JKSTUPKK yang telah mendedahkan peranan utamanya dalam skandal LCS.
Boleh Zahid menjelaskan mengapa dia berdiam diri mengenai skandal LCS ini, yang telah mendedahkan penafiannya sebelum bahawa dia tidak bertanggungjawab ke atas skandal ini sebagai satu penipuan.
Laporan JKSTUPKK mendedahkan yang Zahid, sebagai Menteri Pertahanan pada ketika itu dalam tahun 2011 memihak dengan kontraktor, Boustead Naval Shipyard (BNS) dan bukannya pihak Tentera Laut Diraja Malaysia (TLDM), pengguna akhir keenam-enam LCS yang ditempah kerajaan.
Boleh Zahid menjelaskan kegagalannya untuk mengutamakan TLDM dalam memilih reka bentuk kapal ini dan mengapa dia memilih LCS Gowind, mengubah keputusannya sebelum ini untuk memilih LCS Sigma seperti yang dicadangkan oleh pihak TLDM tanpa merujuk atau berbincang mengenai perkara ini dengan pihak TLDM terlebih dahulu?
Di penghujung laporan ini, dilampirkan surat permohonan bertarikh 8 Julai 2010 dari pengarah urusan Boustead Naval Shipyard Sdn Bhd (BNS), Tan Sri Ahmad Ramli Mohd Nor, kepada Zahid untuk mendapatkan surat niat (LOI) dari kerajaan untuk projek LCS.
Di bahagian atas surat ini terdapat tandatangan, chop, dan arahan tulisan tangan yang berbunyi “Sila laksanakan”.
Menurut Panglima Tentera Laut ketika itu, Laksamana Tan Sri Abdul Aziz Jaafar, situasi di mana kontraktor dapat memilih reka bentuk, dan bukannya pengguna akhir, tidak pernah berlaku sebelum ini.
Laporan ini mendedahkan lagi yang Panglima Tentera Laut juga telah mengatakan yang proses kuotasi yang dijalankan bertentangan dengan amalan biasa dalam proses tender antarabangsa.
Dia mengatakan, terdapat unsur manipulasi data penilaian oleh timbalan penilai BNS dalam memberikan maklumat yang “disalah nyata” kepada lembaga pengarah BNS.
Dalam mesyuarat Jawatankuasa Kira-kira Wang Negara (PAC), PAC dimaklumkan bahawa perolehan enam LCS ini adalah “projek impian” yang disalah urus, di mana perolehan ini terlalu “berat sebelah” di mana “lebih banyak kuasa dan autoriti diberikan kepada pemegang 49% daripada BHIC (Boustead Heavy Industries Corp Bhd)”.
Saya telah memerhatikan yang tiga tuduhan terhadap bekas pengarah urusan Boustead Heavy Industries Corp Bhd, Tan Sri Ahmad Ramli Mohd Nor, pada hari Isnin tidak mempunyai kaitan dengan skandal LCS.
Ketiga-tiga dakwaan ini adalah sebelum pengeluaran Surat Anugerah (LOA) untuk perolehan LCS yang dikeluarkan pada 16 Disember 2011.
Memandangkan ketiga-tiga dakwaan terhadap Ramli ini adalah untuk perkara sebelum pengeluaran LOA LCS, perkara ini bermakna dakwaan ini adalah untuk perolehan ketenteraan yang berbeza. SPRM perlu menjelaskan mengapa selepas 10 tahun, SPRM gagal untuk membawa satu pun pertuduhan terhadap sesiapa dalam skandal LCS yang melibatkan RM9 billion ini.
Bolehkah SPRM menjelaskan berapa ramai yang akan didakwa berkenaan dengan skandal LCS yang melibatkan RM9 billion ini?
Hishammuddin mengatakan selepas mesyuarat Kabinet pada hari Rabu yang pembinaan kapal tempur pesisir yang pertama (LCS 1) tidak akan melibatkan dana baharu dari kerajaan.
Namun, dia tidak dapat menjawab soalan saya, mengapa Kementerian Pertahanan mengubah dari dua buah LCS kepada sebuah LCS yang perlu disiapkan tanpa peruntukan tambahan dari kerajaan sebelum kerajaan meneruskan projek ini.
Semasa Hishammuddin hadir di hadapan Jawatankuasa Kira-kira Wang Negara pada 25 Januari 2022, dia bercakap mengenai “penstrukturan semula” kontrak LCS yang bernilai RM9 billion ini dan pihak kontraktor, BNS, perlu menghantar dua buah LCS tanpa sebarang kos tambahan kepada kerajaan.
Namun, soalan yang lebih penting adalah sama ada kontraktor, BNS, telah bersetuju untuk menyiapkan kapal tempur pesisir yang pertama (LCS 1) tanpa melibatkan dana baharu dari kerajaan!
Hishammuddin perlu sedar yang dalam era maklumat, amalan di mana Menteri dan pemimpin politik boleh menyorok dan mengabaikan soalan tidak lagi boleh dilakukan. Mereka perlu menjawab soalan yang ditanyakan kepada mereka.
