The Minister in the Prime Minister’s Department (Parliament and Law) Wan Junaidi Tuanku Jaafar has said that Malaysia will support the United Nations Convention against Corruption (UNCAC) and has undertaken several efforts that prove its seriousness in the matter.
He said the commitment was proven through the efforts of the government to seize a part of the assets confiscated by the Malaysian Anti-Corruption Commission in the 1Malaysia Development Berhad (1MDB) scandal amounting to RM5 billion as well as the implementation of the National Anti-Corruption Plan (NACP) 2019-2023 through the National Centre for Governance, Integrity and Anti-Corruption Centre (GIACC).
To walk the talk, I call on Wan Junaidi to introduce a motion in the Dewan Rakyat on Monday to adopt the Public Accounts Committee (PAC) report confirming suspicion that Bank Negara funds were used for 1MDB bailout.
In its report tabled in the Dewan Rakyat, the PAC has confirmed suspicions that a plot of land Bank Negara Malaysia purchased from the federal government for RM2.07 billion in 2017 was intended to pay off 1MDB’s debts.
The PAC said Bank Negara paid RM2.07 billion for the land, which the Valuation and Property Services Department had valued at RM1.422 billion.
“Proceeds from the sale were used for payment under the 1MDB rationalisation plan on Dec 31, 2017,” PAC chairperson Wong Kah Woh said.
The PAC in its findings said Bank Negara had never planned to purchase the land before the Finance Ministry made the offer.
The panel added that the purchase of the land was also not part of Bank Negara’s strategic plan from 2015 to 2017 even though Bank Negara later claimed it wanted to develop an education services hub.
The 22.5-hectare land, referred to as Lot 41, is adjacent to the Sasana Kijang complex belonging to Bank Negara.
The PAC report said: “Bank Negara did not conduct sufficient due diligence in the purchase of Lot 41. The Bank Negara board made a decision to buy the land within nine days after discussing with the Finance Ministry (Aug 15, 2017) and three days after the offer was made by the Finance Ministry (Aug 21, 2017).
“The transaction was completed in a short time of four months. All these raised suspicion that Bank Negara was facing pressure from the government to make the decision.”
It added that Bank Negara paid RM2.07 billion for the land even though its usage status was still listed as “None”.
The PAC, in its recommendation, stressed that Bank Negara should be able to act independently without being influenced.
It added that the central bank should expedite the change of the land status and its division to ensure optimum use.

Buktikan kerajaan Ismail Sabri komited terhadap usaha anti-rasuah PBB dengan meluluskan usul untuk menerima laporan PAC mengenai dana Bank Negara yang digunakan untuk menyelamatkan 1MDB
Menteri di Jabatan Perdana Menteri (Parlimen dan Undang-undang) Wan Junaidi Tuanku Jaafar berkata Malaysia akan menyokong Konvensyen Pertubuhan Bangsa-Bangsa Bersatu Menentang Rasuah (UNCAC) dan telah menjalankan beberapa usaha yang membuktikan keseriusannya dalam perkara itu.
Beliau berkata komitmen itu terbukti melalui usaha kerajaan merampas sebahagian daripada aset yang dirampas Suruhanjaya Pencegahan Rasuah Malaysia dalam skandal 1Malaysia Development Berhad (1MDB) berjumlah RM5 bilion serta pelaksanaan Anti- Rancangan Rasuah (NACP) 2019-2023 melalui Pusat Tadbir Urus, Integriti dan Anti Rasuah Nasional (GIACC).
Untuk membuktikan komitmen kerajaan, saya menyeru Wan Junaidi untuk membawa usul di Dewan Rakyat pada hari Isnin untuk menerima pakai laporan Jawatankuasa Kira-kira Wang Negara (PAC) yang mengesahkan syak wasangka bahawa dana Bank Negara digunakan untuk menyelamatkan 1MDB.
Dalam laporannya yang dibentangkan di Dewan Rakyat, PAC mengesahkan jangkaan sebelum ini bahawa sebidang tanah yang dibeli Bank Negara Malaysia daripada kerajaan persekutuan dengan harga RM2.07 bilion pada 2017 adalah dengan tujuan untuk membayar hutang 1MDB.
PAC berkata Bank Negara membayar RM2.07 bilion untuk tanah itu, yang Jabatan Penilaian dan Perkhidmatan Harta nilaikan pada nilai RM1.422 bilion.
“Hasil daripada penjualan itu digunakan untuk pembayaran di bawah pelan rasionalisasi 1MDB pada 31 Disember 2017,” kata pengerusi PAC Wong Kah Woh.
PAC dalam penemuannya berkata Bank Negara tidak pernah merancang untuk membeli tanah itu sebelum Kementerian Kewangan membuat tawaran itu.
Panel itu menambah, pembelian tanah itu juga bukan sebahagian daripada pelan strategik Bank Negara dari 2015 hingga 2017 walaupun Bank Negara kemudiannya mendakwa mahu membangunkan hab perkhidmatan pendidikan.
Tanah seluas 22.5 hektar itu, yang disebut sebagai Lot 41, bersebelahan dengan kompleks Sasana Kijang milik Bank Negara.
Laporan PAC berkata: “Bank Negara tidak menjalankan usaha semakan yang mencukupi dalam pembelian Lot 41. Lembaga Pengarah Bank Negara membuat keputusan untuk membeli tanah itu dalam tempoh sembilan hari selepas berbincang dengan Kementerian Kewangan (15 Ogos 2017) dan tiga hari selepas tawaran dibuat oleh Kementerian Kewangan (21 Ogos 2017).
“Urus niaga itu selesai dalam masa yang singkat dalam tempoh empat bulan. Semua ini menimbulkan syak wasangka bahawa Bank Negara menghadapi tekanan daripada kerajaan untuk membuat keputusan itu.”
Ia menambah lagi bahawa Bank Negara membayar RM2.07 bilion untuk tanah itu walaupun status penggunaannya masih disenaraikan sebagai “Tiada”.
PAC, dalam saranannya, menegaskan bahawa Bank Negara seharusnya boleh bertindak secara bebas tanpa dipengaruhi.
Ia menambah bahawa Bank Negara perlu menyegerakan pertukaran status tanah dan pembahagiannya untuk memastikan penggunaan yang optimum.
Adakah Wan Junaidi akan melakukan semua ini?

YB, Over the years billions have been lost by dishing out government building projects to government building contracts to cronies.
They are given advance payments after which they disappear with the money. Then another crony is given the contract to complete the project. Maybe several times.
In the end, the project is never completed in time. The project has overrun the budget maybe by many times. The completed project is done shoddily with inferior materials.
