Muhyiddin should explain whether the government’s Covid-19 pandemic strategy is mitigation or suppression – to flatten the curve to minimise economic and social disruption or to ensure zero Covid-19 infection and zero fatality

In the National Security Council (NSC) reconsideration of the decision to impose conditional movement control order (CMCO) for two weeks on Selangor, KL and Putrajaya from tomorrow, let the NSC Chairman who is also the Prime Minister, Tan Sri Muhyiddin Yassin, explain whether the government’s Covid-19 pandemic strategy is “mitigation” to flatten the curve to minimise economic and social disruption or “suppression” to ensure zero Covid-19 infection and zero fatality.

This is important so that Malaysians can understand the rationale behind the various Covid-19 measures, in particular the latest decision to impose a two-week CMCO for Selangor, KL and Putrajaya.

There have been new thinking regarding Covid-19 national lockdowns, total or partial, as overly blunt and economically costly instruments, especially as they are difficult to keep in place for long enough to stamp out the virus.

In the past seven months, there are evidence pointing to alternative strategies that could slow the spread of the Covid-19 epidemic at much less cost.

I myself am at a loss as to whether the government’s strategy is “suppression” or “mitigation”.

The government’s strategy is unlikely to be suppression until zero infection and zero fatality, or it would not have allowed the Covid-19 situation in Sabah to deteriorate for over a month as to reach a cumulative total of 4,621 cases and 35 fatalities.

When the movement control order (MCO) was first imposed throughout Malaysia on March 18, the country had a cumulative total of only 790 Covid-19 cases and two deaths.

No government should remain in place if its Covid-19 pandemic strategy is one of “suppression” and yet allow Sabah’s Covid-19 situation to deteriorate for over a month until its cumulative total reaches 4,621 cases and 35 fatalities.

If it is “mitigation”, what is the government’s acceptable level of Covid-19 infection?

Muhyiddin should also explain how his government can claim to be implementing a ‘whole-of-government, whole-of-society approach’ in the fight against the Covid-19 pandemic when the Selangor Mentri Besar knew nothing about the two-week CMCO for Selangor, KL and Putrajaya beginning tomorrow?

Malaysians are not convinced that the government is striking a proper balance between maximising lives saved and minimising economic and social disruption of Malaysians.

Will there be positive news in the reconsideration of the NSC decision to impose two-week CMCO in Selangor, KL and Putrajaya?

Muhyiddin perlu menjelaskan strategi pandemik Covid-19 kerajaan, sama ada pengurangan atau penghapusan — untuk mendatarkan lekuk penularan dengan gangguan ekonomi dan sosial yang minima ataupun untuk memastikan sifar jangkitan dan kematian akibat Covid-19

Dalam pertimbangan semula Majlis Keselamatan Negara (MKN) terhadap keputusan melaksanakan perintah kawalan pergerakan bersyarat (PKPB) selama dua minggu di Selangor, KL, dan Putrajaya bermula daripada esok, saya berharap Pengerusi MKN yang juga merupakan Perdana Menteri, Tan Sri Muhyiddin Yassin dapat menjelaskan strategi pandemik Covid-19 kerajaan, sama ada pengurangan atau penghapusan — untuk mendatarkan lekuk penularan dengan gangguan ekonomi dan sosial yang minima ataupun untuk memastikan terdapat sifar jangkitan dan kematian akibat Covid-19.

Perkara ini penting supaya rakyat Malaysia dapat memahami sebab dan objektif di sebalik keputusan pelbagai tindakan yang diambil, terutamanya keputusan untuk melaksanakan PKPB selama dua minggu di keseluruhan Selangor, KL, dan Putrajaya.

Terdapat pendapat yang mengatakan sekatan pergerakan, sama ada secara menyeluruh mahupun separa, adalah terlalu kasar dan datang dengan kos ekonomi yang terlalu besar, memandangkan langkah ini sukar untuk dilaksanakan dalam tempoh yang cukup panjang untuk menghapuskan penularan wabak Covid-19.

Dalam tempoh tujuh bulan yang lepas, terdapat banyak contoh langkah alternatif yang boleh memperlahankan penularan wabak ini tanpa membawa kerosakan ekonomi dan sosial yang besar.

Saya sendiri tertanya-tanya, sama ada strategi kerajaan hari ini adalah “pengurangan” ataupun “penghapusan”.

Tidak mungkin kerajaan cuba menggunapakai strategi “penghapusan” sehingga tinggal sifar kes dan kematian akibat Covid-19 memandangkan kerajaan telah membiarkan situasi Covid-19 di Sabah untuk terus menjadi teruk selama hampir sebulan sehingga mencatatkan 4,621 kes dengan 35 kematian.

Semasa perintah kawalan pergerakan (PKP) mula dilaksanakan di seluruh negara pada 18 Mac, negara kita mencatatkan sejumlah terkumpul 790 kes dan hanya dua kematian.

Tidak ada kerajaan yang akan kekal, jika strategi berhadapan Covid-19 mereka adalah “penghapusan” dan pada masa yang sama, mereka membiarkan keadaan Covid-19 di Sabah untuk terus menjadi teruk, sehingga mencatatkan 4,621 kes dan 35 kematian.

Jika strategi kerajaan adalah “pengurangan”, apakah tahap jangkitan Covid-19 yang boleh diterima kerajaan?

Muhyiddin juga perlu menjelaskan bagaimana kerajaan beliau melaksanakan pendekatan melibatkan “keseluruhan kerajaan” dan “keseluruhan masyarakat” dalam melawan Covid-19 sedangkan Menteri Besar Selangor tidak tahu apa-apa mengenai pelaksanaan PKPB selama dua minggu di Selangor, KL dan Putrajaya bermula esok?

Rakyat Malaysia tidak berasa yakin yang kerajaan mampu membuat pertimbangan yang seimbang di antara memaksimakan kesihatan umum dan meminimakan gangguan ekonomi dan sosial yang bakal dihadapi rakyat.

Adakah kita akan mendapat berita positif daripada pertimbangan semula keputusan MKN untuk melaksanakan PKPB di Selangor, KL, dan Putrajaya?

    Why did YDPA summon UMNO and then postpone meeting with DAP and Amanah, up to a week? Clearly something is up but YDPA is leaning against Anwar which should have been expected.. Is YDPA trying to punch a hole in Anwar’s plan?

    No want want to point out how ridiculous it is for Najib to pledge he will not take any post until he clears his name. The fact he can say such a statement shows how broken the country and system is?

    Our indulgence in highly flawed system exploitable by elites has big real cost to average Malaysian particularly to the poorest and marginalised who then dysfunctional get exploited even more and feeds and perpetuate the exploitation even more.

    Social distancing in meetings is the way to go, so if it is one-to-one meeting between the Agong and someone else, where is the problem ? Aren’t the needs of the country at this critical stage trump over other considerations ?
