Call for reconsideration of the decision to impose CMCO for two weeks on Selangor, KL and Putrajaya from Wednesday

The Selangor Menteri Besar Amirudin Shari disagreed with the decision to impose a conditional movement control order (CMCO) on the entire state as many districts are still under control with regard to the Covid-19 pandemic.

From the latest data from the Selangor Covid-19 Task Force dated yesterday, out of 56 Mukim in Selangor, only one (Klang) is a red zone with 53 cases, 18 mukim are yellow zones with cases ranging from two to 32 cases, and 37 mukim are green zones without a single case of Covid-19 infection.

To impose a lock down on the 18 yellow zone mukim and 37 green zone mukim – which represent an overwhelming majority in Selangor – is definitely an over-reaction.

Amirudin had been completely surprised by the decision to impose the CMCO on the whole of Selangor as he was attending a meeting of the state National Security Council with the Selangor health department, police, armed forces and other agencies on implementation of the CMCO in the Petaling district.

There appears to be a complete breakdown in communications between the Federal and Selangor State Governments in the fight against the Covid-19 pandemic, and it is a terrible indictment on the decision to impose two-week CMCO on the whole of Selangor when the state Mentri Besar and the state NSC knew nothing about it.

Shari said the state government feels that there are several zones in Selangor which are still green and yellow and are under control and will therefore send a counter proposal to the NSC immediately for reconsideration.

He said the state NSC meeting had only focused on the Covid-19 situation in Klang, Gombak, Hulu Langat and parts of Petaling that have a high number of cases.

This is time for the Prime Minister, Tan Sri Muhyiddin Yassin to step in and restore some sanity in the war against the Covid-19 pandemic.

)e should be aware of the new thinking in the war against the Covid-19 pandemic that draconian measures like CMCOs and full lockdowns are overly blunt and economically costly tool.

In the early days of the novel and deadly Covid-19 epidemic, it is understandable that many government deployed draconian measures like national or partial lockdowns as the priority in a poorly understood Covid-19 pandemic was to save lives.

Malaysia must learn from the costly mistakes of the past and employ targeted lockdowns instead of CMCOs on entire states.

I therefore endorse Amiruddin’s call and urge a reconsideration of the decision to impose CMCO for two weeks on Selangor, KL and Putrajaya from Wednesday.

The decision to impose a two-week CMCO on the whole of Selangor as well as KL and Putrajayu must not be an irrational reaction to the criticisms of negligence with regard to the third wave of Covid-19 pandemic in Sabah.

It will be highly irresponsible to over-react and punish Selangor, KL and Putrajaya for the valid criticisms about the handling of the third wave of Covid-19 pandemic in Sabah.

Senior Minister Datuk Seri Ismail Sabri Yaakob said the decision to reimpose the CMCO was after obtaining recommendations from the Health Ministry following the rise in positive Covid-19 cases reported in several localities such as Klang, Petaling and Gombak.

Can Ismail reveal when did the Health Ministry first recommended re-imposing CMCO on Sabah?

Seruan pertimbangan semula keputusan untuk melaksanakan PKPB selama dua minggu di Selangor, Kuala Lumpur, dan Putrajaya bermula Rabu ini

Menteri Besar Selangor, Amirudin Shari tidak bersetuju dengan keputusan untuk melaksanakan perintah kawalan pergerakan bersyarat (PKPB) kepada keseluruhan negeri Selangor memandangkan penularan wabak Covid-19 dalam kebanyakan daerah dalam negeri tersebut masih berada dalam keadaan terkawal.

Berdasarkan data terkini daripada Selangor Task Force Covid-19 semalam, daripada 56 mukim di Selangor, hanya satu mukim (Klang) yang berada dalam zon merah dengan 53 kes, manakala 18 mukim berada dalam zon kuning dengan di antara dua ke 32 kes, dan 37 zon berada dalam zon hijau tanpa sebarang kes Covid-19.

Pelaksanaan PKPB ke atas 18 zon kuning dan 37 zon hijau — yang merupakan majoriti besar mukim-mukim dalam Selangor — adalah satu tindakan keterlaluan.

Amirudin terkejut dengan keputusan kerajaan untuk melaksanakan PKPB ke atas keseluruhan negeri Selangor ini memandangkan beliau telah menghadiri mesyuarat Majlis Keselamatan Negara negeri Selangor bersama dengan Jabatan Kesihatan Selangor, polis, tentera, dan agensi-agensi lain yang terlibat dengan pelaksanaan PKPB di daerah Petaling.

Jelas sekali terdapat ketiadaan komunikasi di antara kerajaan Persekutuan dan kerajaan negeri Selangor yang dibuktikan dengan keputusan untuk melaksanakan PKPB selama dua minggu tanpa pengetahuan MKN negeri mahupun Menteri Besar.

Shari mengatakan yang masih terdapat beberapa zon di Selangor yang berstatus hijau dan kuning dan dan kerajaan negeri akan menghantarkan cadangan balas kepada MKN untuk pertimbangan segera.

Beliau berkata, mesyuarat MKN negeri hanya berfokuskan kepada situasi Covid-19 di Klang, Gombak, Hulu Langat dan beberapa kawasan di Petaling yang mencatatkan jumlah kes yang tinggi.

Inilah masanya untuk Perdana Menteri, Tan Sri Muhyiddin Yassin untuk masuk campur dan membawa kewarasan dalam perang melawan Covid-19 ini.

Beliau perlu mengetahui pendekatan baharu dalam melawan Covid-19, di mana tindakan drakonian seperti PKPB dan sekatan penuh pergerakan ini bertindak dengan terlalu meluas, membawa kos ekonomi yang amat tinggi.

Dalam hari-hari awal penularan wabak ini, pelaksanaan langkah-langkah drakonian seperti sekatan pergerakan separa ataupun penuh ini boleh diterima memandangkan keutamaan dalam melawan wabak yang masih belum difahami ketika itu adalah untuk menyelamatkan nyawa.

Malaysia perlu belajar daripada kesilapan kita yang lalu, yang telah datang dengan harga yang tidak ternilai dan mula melaksanakan langkah-langkah sekatan pergerakan yang lebih tersasar dan bukannya melaksanakan PKPB ke atas keseluruhan negeri.

Oleh itu, saya menyokong seruan Amiruddin dan menyeru supaya pertimbangan semula diberikan kepada keputusan untuk melaksanakan PKPB selama dua minggu di Selangor, KL, dan Putrajaya bermula daripada hari Rabu ini.

Keputusan untuk melaksanakan PKPB selama dua minggu di keseluruhan Selangor, KL, dan Putrajaya ini tidak boleh menjadi sebahagian daripada reaksi tidak rasional terhadap kritikan yang diberikan terhadap kecuaian yang menyebabkan gelombang ketiga Covid-19 di Sabah.

Amatlah tidak bertanggungjawab untuk bereaksi dengan melampau dan menghukum rakyat Selangor, KL, dan Putrajaya kerana memberikan kritikan yang munasabah mengenai pengendalian gelombang ketiga Covid-19 di Sabah.

Menteri Kanan, Datuk Seri Ismail Sabri Yaakob mengatakan yang keputusan untuk melaksanakan semula PKPB ini diputuskan selepas mendapatkan nasihat dan cadangan daripada Kementerian Kesihatan selepas menyaksikan peningkatan kes Covid-19 di beberapa kawasan seperti Klang, Petaling, dan Gombak.

Bolehkah Ismail mendedahkan, bila Kementerian Kesihatan mula mencadangkan pelaksanaan semula PKPB di Sabah?

    At this stage of the covid infection, CMCO will harm more than it will help. We wasted precious time from April till September, not closing down the clusters and tighten the border. The best thing now is to maintain HC facilities and maintain personnel. May need to draft private specialists and nurses to help in red zones. Protect the vulnerable. CMCO IS NOT THE ANSWER NOW.

    Agree the CMCO now will be very costly to people, more so those already struggling. If it gets extended a few times, the cost could be devastating..

    They are not doing well with contact tracing.. That is why the panic. Too many Cases are popping up and they cannot trace it, link it. There is no other reason to do this. The problem is likely superspreaders out there and if its not controlled quickly, with cooler weather, things will get very bad very quickly..

    Yes, it’s very possible CMCO is overkill truth is we got lucky the first time, it can be worst the second time.
