Saya menyatakannya selepas saya membaca laporan bahawa Ketua Komunikasi Korporat PDRM, ACP Ramli Mohamed Yoosuf telah mengisytiharkan pada taklimat media di Bukit Aman bahawa meskipun terdapat kecelakaan yang berlaku di dalam perhimpunan dan protes sebelumnya, pihak polis mensasarkan “kecelakaan sifar” pada perhimpunan esok.
Ramli menekankan bahawa keselamatan adalah keutamaan polis, polis memandang serius berkenaan keselamatan semua orang dan perkara ini turut telah dibincangkan semasa mesyuarat di antara ketua polis negara dan pihak penganjur beberapa hari lalu.
Ketika mesyuarat Selasa lepas, Ketua Polis Negara, Tan Sri Ismail Omar memberitahu pemimpin Pakatan Rakyat bahawa beliau mahu perhimpunan 12 Januari menjadi “peristiwa bersejarah di mana mereka belajar dari peristiwa lepas” dan memberikan jaminan bahawa pihak polis akan hanya memainkan peranan menguruskan ketika perhimpunan yang dijangka berlangsung di Stadium Merdeka.
Maka amat mengejutkan apabila kemudiannya pada sebelah petang, terdapatnya laporan bahawa polis melakukan “pusingan” apabila Ketua Polis Kuala Lumpur Datuk Mohamed Salleh mengeluarkan kenyataan akhbar, menginginkan Himpunan Kebangkitan Rakyat diadakan di Stadium National Bukit Jalil bukannya Stadium Merdeka. JAN 12 — Tens of thousands of Malaysians gathered today at Stadium Merdeka. Contrary to what the Minister of Home Affairs would like to believe, there was no unrest, no chaos and no violence which would go down in history to yet again mark this day with the likes of earlier demonstrations in the city.
The police were not required to assemble in thousands in the city. They did not have to stand in line in the sun up against their own fellow Malaysians. The water cannons didn’t have to be used. Not only that, there were no arrests. There was no makeshift police station specifically set up to house the thousands of people arrested. There was no need for the police to send out teams of investigating officers who would need to work tirelessly taking down statements from all those arrested.
There was also no need for lawyers to be lined up outside these stations all night waiting for access to those detained. There was no need for the families of those detained to worry about their safety not knowing their whereabouts or what was to happen to them next.
There were no incidents in which anyone was injured. There was no overturning of cars, no scenes of persons being shot at by water canons or running in fear or being chased or beaten by the police.
There were no scenes of people, old or young, drenched with chemically laced water, with their eyes swollen, having difficulties breathing. There were no reported incidents of people dying on the streets.
All in all there are no news reports published to the rest of the world wherein we the people of Malaysia are depicted as criminals who run riot in our own country in need of attack from our own police. Read the rest of this entry »

Yesterday evening, while on the way to Pontian to launch the DAP Tanjong Piai 13GE operations centre, I tweeted the following:

This was after I read the report that the Police corporate communication chief, Ramli Mohamed Yoosuf had declared at a media briefing at Bukit Aman that despite casualties which happened during previous rallies and protests, the police aimed to have “zero casualties” at tomorrow’s rally.
Ramli stressed that security is the police’s utmost priority, that the police are serious about the security and safety of everyone and that this matter was also discussed at the meeting between the inspector-general of police and organisers few days ago.
At the meeting concerned last Tuesday, the IGP, Tan Sri Ismail Omar told Pakatan Rakyat leaders that he wants the Jan 12 rally to be “a historic moment where the police can learn from their past weaknesses” and gave a guarantee that the police will merely take on a facilitatory role during the planned rally at Stadium Merdeka.
It therefore came as a shock and surprise that later in the evening, there were reports that the police did an “about-turn” when the Kuala Lumpur police chief Datuk Mohamed Salleh issued a press release, wanting the Himpunan Kebangkitan Rakyat to be held in Stadium National Bukit Jalil instead of in Stadium Merdeka.
This was clearly the result of unacceptable political interference with the police by the political leadership, in view of the demands by the Home Minister, Datuk Seri Hishammuddin Hussein and the Deputy Minister in the Prime Minister’s Office, Datuk Ahmad Maslan, who is also UMNO Information Chief that the Himpunan Kebangkitan Rakyat should be held in Stadium National Bukit Jalil and not Stadium Merdeka.
I am glad that good sense has finally prevailed and that the rally tomorrow will be held at Stadium Merdeka as had been agreed with the police authorities. Read the rest of this entry »

DEC 4 — There might be a need to order more popcorn, seeing that two former top cops are feuding openly in public. I refer to today’s The Malaysian Insider report on Datuk Ramli Yusuff and Tan Sri Musa Hassan.
Both speak about political interference and their revelations point to one real fact. That the Polis Di Raja Malaysia is in shambles.
Ramli accuses his one-time colleague of fixing evidence and mixing with underworld figures. That is just the tip of the iceberg. Can we believe such fanciful tales?
These revelations are all the more ironic and distressing at a time when public confidence in the police is already at a low due to the apparently rising spate of crime around the country. Read the rest of this entry »
Add one more crime to disturbing statistics: Aliran office broken into

At around 9.00am on Tuesday, 11 September 2012, we discovered that the Aliran office had been broken into. The perpetrators had gained entry from the back portion of the building through the window by removing the grille.
They unlocked the wooden door from within the ground floor and proceeded to the first floor. They prised open the secured wooden door upstairs and entered the first floor.
The building wasn’t ransacked; nothing was strewn on the floor. They did a very neat job. According to the carpenter who came later to repair and fix the damage, these culprits had to be professionals because they did not cause severe damage to gain entry. He also revealed that his boss’ house was broken into two months ago. He lost three laptops and cash.
The loss that we discovered was amazing and somewhat startling. The notebook belonging to the current president of Aliran (Francis Loh) was stolen. The computer set and the printer belonging to the immediate past president (P Ramakrishnan) were stolen. The computer set used by the treasurer (Anil Netto) was also stolen. All these are old computers. But strangely two other computers used by the clerk were left behind! There was also RM26.90 in one of the drawers but this was not touched. Read the rest of this entry »

SEPT 15 — Considering the public perception of crime and a number of attacks on opposition politicians, one has to ask the question, is there a home minister in the country?
Is there someone responsible in the current government to ensure that each and every citizen can feel safe and secure in the country?
Is there someone responsible in the government to see to it that politicians of all stripes and hues and from any side of the aisle can move freely and campaign unhindered and unmolested?
Is there someone in the government who can rise above partisan politics to provide internal security for the country and not condone political hooliganism of any sort?
Is there someone in Putrajaya who will make sure that the international trade and industry minister and the foreign minister don’t have to make excuses to foreign investors and diplomats about the state of crime and political violence in Malaysia?

SEPT 9 — It is commendable that police took swift action to detain a man who apparently waved a gun while chasing away youths who were blocking Datuk Seri Anwar Ibrahim’s entourage in the Jelajah Merdeka Rakyat function in Malacca yesterday.
No one should display their firearms just to invoke fear in public. And if that man, a bodyguard employed by Anwar, is liable for prosecution, so be it.
But what is more disturbing is how the event unfolded. That there are people out there who were blocking a road just so that people, including Anwar, cannot attend a function organised by PKR. And the police were there and did nothing. Read the rest of this entry »

AUG 31 ―I refer to the former and incumbent IGP’s differing opinions over PDRM’s crime statistics.
So, who is to say crime rate has gone up or come down ?
A decreasing number of police reports does not indicate a lower crime rate. A large number of crimes committed went unreported. Therefore any compilation of statistics is unreliable.
Statistics are useful but to attach a great deal of meaning to them is to bark up the wrong tree.
What may be important and should be of concern is encapsulated in the IGP ‘s statement to the media.
“I am aware that people are afraid and there are crimes everywhere. We are working on it and if the people do not believe in statistics then stop looking at them. Let’s work together to reduce crime.”

Police response failed to explain vast double disconnect as safest country in Southeast Asia with double-digit reductions in crime rate yet with worst fear of crime suffered by Malaysians in nation’s 55-year history
While the weeklong belated reply by the PDRM (Royal Malaysian Police) public relations officer ACP Ramli Mohamed Yoosuf refuting the “whistleblower” expose “Crime statistics: Let the truth be told” on doctoring of crime statistics is being studied, the bleak and undeniable fact is that the police response failed to explain the vast double disconnect of Malaysia as the safest country in Southeast Asia with double-digit reduction in crime rate yet with the worst fear of crime suffered by Malaysians in the nation’s 55 year history.
Recently, the Prime Minister Datuk Seri Najib Razak said Malaysians should be proud of the country’s position as the safest country in Southeast Asia in the Global Peace Index.
This was echoed in the 2011 Government Transformation Programme (GTP) Annual Report on Reducing Crime NKRA, which said:
“In the fifth edition of the Global Peace Index (GPI) released in May 2011, Malaysia was declared the most peaceful country in Southeast Asia and the 4th safest in the Asia Pacific region behind New Zealand, Japan and Australia. The country rose three spots to 19th place, supplanting Singapore as the highest-ranked Southeast Asian nation. In its GPI rankings, the Sydney-based Institute for Economics and Peace also placed Malaysia as the 19th safest and most peaceful country out of 153 nations worldwide. This is the fifth successive year that Malaysia has improved on its GPI score.” (p 55)

AUG 28 — In response to the article “Crime statistics: Let the truth be told” first published on August 22 via http://liewchintong.com blogsite and subsequently published by several online portals, we would like to state that any public feedback is welcomed and will be given due consideration.
As we all know it, crime reduction is everybody’s business. PDRM believe that all kind of feedback will enable us to improve our services to the rakyat, in line with the call for the public sector to enhance their effectiveness, efficiency and productivity. Hence, we appreciate the concerns brought about by the letter from “Veteran Policeman”. We would, however, like to register our regret and utmost disappointment that the respective publications including the blog owner did not see fit to verify and check with PDRM on the facts of the allegations before presenting the letter to their readers.
Multiple factual inaccuracies
First and foremost, we would like to highlight multiple factual inaccuracies upon which the conclusions of the article were drawn.

The Cabinet tomorrow must place on top of its agenda the very serious allegations of fake crime statistics to give the false and misleading picture of “Big Wins” and “Big Fast Results” milestones in the Reducing Crime NKRA, claiming a dramatic reduction of 35% in Street Crime and 15% in Index Crime in 2010, followed by a further drop of 39.7% in Street Crime and 11.1%drop in Index Crime in 2011 – hailed as “the highest drop ever since Independence”.
Yet Malaysians have never been more afflicted with the debilitating “fear of crime” – whether the fear of taking a neighbourhood stroll with the family or the fear of going out at night!
I hope there are courageous and fearless Ministers who dare to speak up at the Cabinet meeting tomorrow to point out that the week-long deafening silence to the very credible expose by the “whistleblower” 30-year police officer of how crime statistics have been doctored to give the false picture of “Big Wins” and “Big Fast Results” in the Reducing Crime NKRA in the past two years is the greatest disservice to the present administration.
The Cabinet must take full cognizance of the inescapable fact that continued silence on the part of the authorities concerned and failure to rebut the very credible account of fake crime statistics by the “whistleblower” police officer would rubbish all the Government Transformation Programmes (GTP) and Economic Transformation Programme (ETP) claims of success and “Big Fast Results”.

Below we are reproducing views from several CPI columnists and regular contributors on the whistleblower’s letter detailing the way in which crime statistics have been processed to provide the misleading conclusion that crime is on the decline in the country.
We await with interest the official response – whether from Hishamuddin Hussein, the Home Minister or Koh Tsu Koon and Idris Jala, the two ministers concerned in the Prime Minister’s Department or from Ismail Omar, the Inspector General of Police.
We had earlier published the letter of explanation on the collection and recording of crime statistics by ACP Razali Mohamad Yoosuf in response to the initial article by myself on why our police are impotent against the tide of rising crime.
We look forward to publishing any further response from ACP Razali and his colleagues in the PDRM or from any other of the alleged implicated stake players on the latest developments on this subject which is of so much concern to our citizenry.
It is important that some official response be forthcoming because at risk is not simply the public’s confidence in crime statistics and the police but at risk is also the public’s confidence in the other officially generated statistics on the country’s development as well as the public’s perception of the professionalism, independence and integrity of the civil service.
Few Malaysians will ever again look at official statistics without wondering how they have been fudged and manipulated by the government for political advantage. Read the rest of this entry »
Let the truth be upheld

AUG 27 — The recent article by Anonymous Policeman that claimed crime statistics are being massaged listed serious allegations about police conduct, and clearly raised questions about the veracity of the crime statistics itself. PEMANDU has repeatedly said that it depends on the police to present the data for reporting and that the data from the police were never massaged by PEMANDU.
However, if what is claimed by the article is true, then there are serious questions that need to be asked: is the police force under undue political pressure to perform their duties and therefore dispensed with their charter of being “Mesra, Cepat dan Betul” (friendly, fast and correct)? And, most importantly, keeping our eyes on the real goal of all this, how to deal with the situation?
First and foremost, in order to manage any situation properly, PEMANDU and the police must work with real data to size up the problem properly and to deal with the problem in the most appropriate manner.
If data has been massaged for whatever reason, the real depth and scale of the problem would be unknown, and resources may be misdirected accordingly due to the false data. When in his Hari Raya message last week the Prime Minister, Datuk Seri Najib Razak pledged “a safe Malaysia” by assuring that all agencies responsible will be more effective in tackling crime to enhance security in the country, it raised eyebrows and queries among thinking Malaysians for two reasons:
Firstly, the assurance of a safe country is the most basic and fundamental duty of any functioning and successful government. The Barisan Nasional Government has claimed to be a very successful government, even making the Barisan Nasional election theme “Janji Ditepati” the 55th Merdeka Day/49th Malaysia Day theme! Why then the need to make such a pledge after 55 years of governing the country, unless Malaysia is no more as safe a country for its citizens, investors and tourists as in the past decades?
Secondly, the “safe Malaysia” theme of Najib’s Hari Raya message is even more baffling when his government has been trumpeting its extraordinary success and “Big Wins” in its Government Transformation Programme (GTP) and National Key Result Area (NKRA) in reducing crime – i.e. in 2011, drop in street crime by 39.7% and drop in overall crime index by 11.1% although Malaysians have never felt so unsafe in public places or even in the privacy of their homes!
Now, Malaysians are beginning to understand why Najib has made “a safe Malaysia” the main theme of his Hari Raya message last week. Read the rest of this entry »

AUG 26 — There are two options that the BN government relies on: deny even in the face of evidence or keep silent.
The first option was used by Koh Tsu Koon (can anyone explain to me why he is still around? Didn’t he get trounced?) when he told the MCA newsletter that he was unaware that a circular had been sent out by the National Unity Department of the Prime Minister’s Department asking Chinese and Indian students to make up the numbers for the National Day Parade. For their troubles, they would get some cash and a T-shirt.
Koh said no such was needed. But the problem with that bare denial is that circular has been sent to several institutions of higher learning and that it appears that The Malaysian Insider has got its hands on one such circular. Of course, the MCA newsletter will publish anything without checking. Instead of taking the word of a Cabinet minister (who trusts these chaps?), their reporters should have called up the Department of National Unity or even checked with a few private institutions but I suppose that would involve doing some real journalism.
The second BN option is silence when faced with a troublesome issue. Sometimes, the silence is because Putrajaya believes that the issue will blow over. (That is why Putrajaya kept quiet for months while PKR lifted the veil of the NFC scam). Read the rest of this entry »

Some ten days ago, the Home Minister Datuk Seri Hishammuddin Hussein made the shocking admission that the focus on crime-busting was “not seen as a need” for the government, until only recently.
He then claimed that the government has “now got the political will right to the top” to fight crime.
This is an admission of a gross dereliction of duty by Hishammuddin as Home Minister.

At last, Malaysians appear to have got the answer to the three-year mystery why Malaysians suffer increasing fear of crime in the midst of official claim of drastic fall in crime rate.
This came in the form of an email from a righteous and patriotic police officer with more than 30 years in service, which I received on Tuesday, 21st August, during the last day of my four-day 500-km visit to Sabah interior.
The email, under the subject “Crime Statistics – Let the truth be told”, had also been sent to other receipients and has since been published widely on news portals and websites.
In the email, the police officer who said he wished to remain anonymous, wrote:
“The police and Pemandu have feigned ignorance about the crime statistics manipulation. The figures dished out does not reflect the actual crime situation. How the figures were doctored is explained in the attached article. In fact the police and Pemandu knows about the manipulation but unable to undo the wrong.
“The public’s fear is justified. The police are in the wrong track of tackling crime.”

AUG 24 ― Crime is an issue of great concern to everyone in the country. This is why it is necessary for the authorities to respond as soon as possible to the whistle-blowing letter from a police officer of over 30 years experience and his allegations of the doctoring of the official statistics. The longer the delay, the greater will be the impression that a cover up is taking place.
This disclosure of massaging and manipulation of the official statistics has been the hottest news over the internet media in the last few days and it has now been picked up by the opposition politicians.
To ensure that it does not become a political football and to preserve whatever trust and respect that the public has for the Barisan Nasional government’s statistics, especially related to the Government Transformation Programme, I would like to provide some advice to the Najib administration.
