Fastest withdrawal of Bill thanks to HS by-election – proposal to increase traffic compound fines from RM300 to RM1,000 pulled back after 48 hrs


It is an adverse reflection on the mediocrity of the Barisan Nasional Cabinet that the Road Transport (Amendment) Bill tabled in Parliament for first reading on Monday will now be withdrawn after 48 hours because of pressures from the Hulu Selangor by-election on Sunday.

When speaking in Batang Kali last night for the Hulu Selangor by-election campaign of the Pakatan Rakyat candidate, Datuk Zaid Ibrahim, I had spoken specifically to censure the Transport Minister and former MCA President, Datuk Seri Ong Tee Keat, other MCA Ministers and the MCA national leadership, as well as the entire Barisan Nasional Cabinet for tabling an amendment Bill to the Road Transport Act to increase compound fines for traffic offences by more than three-fold from RM300 to RM1,000.

I described this as “the act of a Transport Minister and government which are completely unconcerned and unsympathetic about the plight of the ordinary people in these difficult times”.

During the ceramah, the crowd in Batang Kali unanimously asked me to speak on their behalf in Parliament to demand that the proposal to increase compound fines for traffic offences from RM300 to RM1,000 should be withdrawn altogether or this would be one reason why the Barisan Nasional should be taught a lesson on the by-election polling day on Sunday, April 25, 2010.

This morning, the Minister in the Prime Minister’s Department Datuk Seri Mohd Nazri Abdul Aziz announced that the Road Transport (Amendment) Bill will be withdrawn for further revision.

Clearly, the public anger expressed at the Pakatan Rakyat ceramah in Batang Kali last night had reached the ears of the Barisan Nasional leaders and who have now realized that this will cost them dear in the Hulu Selangor by-election if the Road Transport (Amendment) Bill remains in its present form.

This shows the power of public views in a pending by-election which voters must be able to fully take advantage of.

This must go down in history at the speed at which a public grievance is addressed, where it is attended to even before I need to take it up in Parliament the next day!

I welcome this super-speed of the Barisan Nasional to attend to public grievances, which should be the normal practice and not only when it is during a by-election campaign.

Ong Tee Keat, as Transport Minister, must explain why he agreed to increase compound fines for traffic offences by more than three-fold from RM300 to RM1,000 which will be a great oppression of the people.

The other MCA leaders and the MCA national leadership should also explain why they allowed Tee Keat to proceed with such an objectionable amendment to the Road Transport Act.

    We know everytime BN does this kind of retreating, it means they already know they are losing the battle.

    The problem? Its still 3 days left in the campaign of Hulu Selangor.

    The campaign will only go into a zenith after Najib shows up. He already pass a supplementary budget that will allow him to spend like crazy if he chose to. If the margin of victory is big for PR, it will be nothing less than a knife into the heart of his administration. The prodigal child will spend his inheritance and more but he is spending our inheritance and hawk our future and has less qualm of doing it. You can count on that.

    PR has to take a breather until Najib shows up to prepare for the final onslaught that is to come. Remember the margin of victory is important. The bigger the margin, the bigger the knife in the heart of Najib-Muhiyiddin and UMNO/BN.

    The final round of Hulu Selangor will set a new standard of dirty-politics, waste and as bad of behaviour and standards we are incapable of imagining. They are not going to just take off the gloves. They are going to line it with spikes, poison, add weight, etc..You can be sure the electoral role is already rigged to new levels of cheats.

    We must thank Pakatan Rakyat for this turn of events. No one likes to commit an offence but when you drive, mistakes sometimes happen. After all, we are all human.

    “We would like to state upfront that we are disgusted by the transaction. The amount is shocking as each of these non-combat vehicles is priced at a ridiculous RM31.1 million,” said Tony Pua (DAP-PJ Utara).

    On Tuesday, DRB-Hicom Defence Technologies Sdn Bhd (Deftech)’s chairman Datuk Seri Mohd Khamil Jamil announced at a press conference during the 12th Defence Services Asia 2010 Exhibition that the government has given Deftech a letter of intent, entrusting it to develop the 8×8 AWV programme with the support of the Defence Ministry, Malaysian Army and the Malaysian Defence Industry Council.

    “We have an order for 257 8×8 AWV units but right now, we are going to come up with the prototypes meant for testing purposes by the army before we develop the whole range of armoured vehicles,” Mohd Khamil was quoted saying.

    Pua said the amount was shocking as other armoured vehicles in other countries cost far less.

    “The Portugese army bought 353 Pandur II 8×8 armoured vehicles for the amout of 364 million euros (RM1.56billion) or an average of 1.03 million euros or only RM4.41 million each.

    “In 2009, the U.S Army has awarded a US$2.2 billion contract to General Dynamics Land Systems-Canada, one of the best military vehicle and equipment manufacturer in the world for 724 Light Armoured vehicles (LAV) equivalent of USD$3.04 million or only RM9.9million each meant for Saudi Arabia.

    “Even the best-in-class main battle tank produced in the United States, M1Abrams M1A2 deployed extensively in Iraq, Kuwait, Saudi Arabia and Australia cost only US$6.1 million or approximately RM19.7 million.

    “Despite the price-tag, Deftech admits that they are only at the stage of developing a prototype. The prototype hasn’t been tested but the contract is already out” Pua told reporters at Parliament lobby today.

    Pua also said the Barisan Nasional government is “clearly missing the woods for the trees” in the financial management of the country.

    “At the same time when the Ministry of Finance has issued strict treasury circulars for all ministries to reduce their operational expenditure by as much as 20%, the Ministry (of Defence) commits to a purchase that completely mocks the attempt by the government to be thrifty,” said Pua.

    “We hope the Ministry of Defence will now inform us that this is another decimal point error in the contract value,” said Pua jokingly. — theSun

    Looks as if this APC contract is also to fund the development of the prototypes – in other words the company is going to probably copy and modify some other APC just so it can get hold of such a lucrative contract.
    So we will be paying about 4 times for each vehicle for what can be easily obtained with many world-wide defence contractors.
    Maybe the PM should have asked Obama for such equipment?
    Definitely a very fishy deal just like for the submarines.
    Maybe there is also a maintenance contract for the next 20 years at Xmillions per APC?

    Congratulation BN government

    Increasing the fine to RM$1000 and you will see increase in corruption. People will be held hostage by the PDRM like there are no tomorrow. It is more beneficial now for PDRM to stop traffic and receive higher bribes than to monitor and catch criminal if the fine is higher.

    When you have not very smart people to manage the country than we have not so smart reasoning to implement rules. To give higher pay to PDRM you get from tax money but not to increase fine. Rakyat will not complain if they give more tax if their daily lives is more secure with the help from PDRM.
