Hishammuddin blames demonization of police for high crime rate – as outrageous as his keris-wielding in the past


Home Minister, Datuk Seri Hishammuddin Hussein’s blaming of the country’s high crime rate on the demonization of institutions such as the police is as outrageous as his keris-wielding before the 2008 general election as Umno Youth leader.

This is Malaysian Insider’s report on Hishammuddin’s speech in Parliament yesterday in the winding-up of his Ministry during the 2010 Budget debate:

Hishammuddin: Demonisation of police main cause of high crime rate

KUALA LUMPUR, Nov 12 — Home Minister Datuk Seri Hishammuddin Hussein blamed the country’s high crime rate on the demonisation of institutions such as the police.

He said this in Parliament yesterday evening, immediately drawing stinging criticisms from members of the Opposition.

“Institutions such as the police force are made to be seen as irresponsible, as bad when they are also at the same time just trying to do their jobs. Besides PDRM, the delay in the various trials and judging process is also one of the factors for the escalation of the nation’s crime rate,” said Hishammuddin.

He said one of the ways to deal with the matter is to speed up the legal process.

He also identified four major states in the country as havens for criminal activities — Penang, Selangor, the Federal Territory and Johor. However, he said that the crime wave in Selangor and the Federal Territory has gone down drastically due to measures taken by the ministry as well as the police.

Among these measures are the increase in police presence and surveillance in 50 identified hot spots (crime-riddled areas). This has apparently been effective in minimising the number of criminal cases.

Petaling Jaya Utara MP Tony Pua hit out at this plan, saying that while crime in the hot spots had indeed decreased, the crime wave in the other “peaceful” areas in the country had in effect increased as police officers from these stations were relocated to help assist those in the hot spot areas.

The government also plans to install CCTV cameras in several areas..

“Kuala Lumpur City Hall (DBKL) plans to install an additional 100 CCTV cameras to the existing 82 units in Kuala Lumpur by the year 2010. A total of 496 units will be installed by the Local Government Ministry (JKT) in all the states in Peninsular Malaysia,” stated the Home Minister.

The police will also be given RM90 million to upgrade facilities and police stations throughout the country.

DAP secretary-general Lim Kit Siang lashed out at Hishammuddin for failing to provide a complete sense of security to the public.

“In the Home Ministry website there is an online poll which states 90 per cent of visitors to the site do not feel safe at all with regards to the crime rate in Malaysia.

“No one wants to politicise people’s safety. We need to admit that this country’s crime problem is serious,” said Lim.

    No, wait! It does make a kind of sense. They already own the media, now if only LKS and the moribund civil society can stop whining, no Malaysian need ever fear crime again. Think about it – we would just never hear of it, so it would be just like it didn’t actually exist. Then the authorities could deal with real instances of crime by paying a little money to victims and their friends and families to keep them quiet. If they refuse, then lock them up for “showing Malaysia in a bad light”. It’s always easier to lock up victims and protesters than it is actual criminals, because they don’t try to evade the law.

    It’s brilliant really.

    So we need to stop blaming macc for TBH’s death. Instead we must praise macc for giving a stag party for the late TBH who in turn was so happy that he leapt into the air and fell 14 floors below. And the macc was so thoughtful that they did not require TBH to pay for the party, as he had only RM3,000 in his bank account. Those bleedin’ sons of bitches…

    Don’t mean to side track this thread but you get a real sense that the Cabinet Ministers from Hissamuddin, Nazri, KTK, Rais, etc. when under pressure and not able to come up with good answer, the modus operandi is ‘Anyhow Hentam..Lah’..

    In other words, there is a sense that so long as they just say something, even the worst crap, they will still be OK. They don’t seem to worry that the opposition is making zingers after zingers at them believing that somehow it won’t matter much. They are betting that so long as things are not disasters, they will live to fight another day and get lucky somehow..

    In other words, PR is making grounds bit by bit against them but BN believes its small and slow. Eventually all these zingers are going to matter but the fact the BNers are not panicking tells us that they are literally numb at the attacks on them..

    What is encouraging is this, if so many of them don’t know what to do, eventually all eyes will look to Najib for the solution – then it will get interesting because Najib will surely fail them. He is a screw up when chips are down. Najib himself is lost at what to do because he all his plans keep falling apart.

    I say that if this continues, Najib will have to act on something truly desperate – e.g. using the crookest means to topple Selangor or something equally desperate. Its in his history.

    PR have to watch its back over the next year or so because this fellow will sink to any low..Now it the time to be vigillant and keep an eye on Najib’s agents…

    One would have thought that high crime rate (“the cause”) is reason for public demonisation of police (“the effect”) and not the other way around as what Datuk Seri Hishammuddin Hussein says, ie that public demonisation of police is cause of high crime rate. Is he getting his cause and effect mixed up, which shows abdication of responsibility to motivate the police to rectify their shortcoming and perform?

    Hishammuddin defends the police. Rightly or wrongly his defence probably proceeds on this basis:

    First, he implies that the high crime rate may be attributable to other factors such as the worsening economic situation, rural urban drift, influx of foreigners, income disparity which overwhelm and render insignificant police shortcomings (eg. inadequate manpower, corruption, poor work ethics and attitude of its rank and file), even if acknowledged, as a cause, direct or indirect, of the high crime rate.

    Once Hishammuddin separates the factor of inefficiency/laches of the police force from being a root cause or the major contributory cause of our burgeoning crime incidences – that he argues is caused more by other socio-economic factors rather than police work – he proceeds next to contend that demonisation of police will cause demoralization of the police thereby causing their rank and file to have less commitment to carry out their public duty of crime prevention, detection and apprehension. So, in this sense, demonisation of police has become a cause (not an effect) of their slacking or dereliction of duty that contributes to high crime rate….

    The problem of such an argument on Hishammuddin’s part is that it does not escape implicitly conceding that police inefficiency/dereliction of duty does have a bearing on the crime rate….

    [So if that’s the case, it may now be asked back, why should not police dereliction of duty/inefficiency be blamed as the first cause of high crime rate thereby justifying public demonisation rather than twisting it the other way around to say, as he did, that public demonisation is the cause of high crime rate?]

    That’s where he will say further that whether something is a cause or effect is relative – and that the very alleged cause (police inefficiency) of an effect (high crime rate) is the effect of a preceding cause (ie public demonisation causing demoralization and inefficiency of the police force).

    Which is why this kind of argument can proceed to ad infinitum and is basically useless and fruitless for Opposition to rationalize or engage in unproductive rebuttals of what he said that lead to nowhere conclusive.

    Good point Loh. I think the absurdity of His-Sham’s claim and logic can be seen better if phrase this way.

    Inefficiency, non-professionalism & corruption (A) –> demonisation (B)

    Inefficiency, non-professionalism & corruption (A) –> high crime rate (C)

    Therefore, according to His-Sham, B caused (C).

    Now, lets adopt his logic for the following cases:

    Engaging in unprotected sex (D) –> becoming pregnant (E)

    The police are excellent in 1. Directing traffic 2. Stopping peaceful gatherings 3. Setting up roadblocks wherever they feel like doing so 4. Escorting royalty and ministers 5. Keeping the peace at state assemblies by keeping out the rightful lesgislators.

    They are hopeless in everything else. Kerismuddin knows this. So the police KPI is measured against all the good things listed above.

    The PDRM is doing a great job demonizing themselves without any help from anyone.

    Just go to the Taman Perling police station and see the number of large 14 wheeler trucks parked on Persisiran Perling right in front of the police station. It is a no parking zone and the trucks are a traffic hazard as they are forcing vehicles to move into the fast lane. Sooner or later a tragic accident is bound to happen. This blatant violation of the law is occuring right in front of the police and all of them has to be either blind or their eyes blinded by other reasons not to see the danger.

    The basic reason for the high crime rate is that most laws are not enforced on a continuous and consistent basis. It is usually done on an ad hoc basis on who is available for the camera shoot.
    Just see how the DPM blatantly flouts the traffic rules.
