Questions for Parliament (2nd meeting) late June


Among the questions I have submitted for the second meeting of the 12th Parliament beginning on 23rd June 2008 are:

1. To ask the Prime Minister why a Royal Commission of Inquiry into the long-standing problem of illegal immigrants of Sabah has not been established as all government efforts to deal with it has proved to be ineffective and unsatisfactory.

2. To ask the Prime Minister what steps he has taken to promote the Bangsa Malaysia objective of Vision 2020 in the face of worsening racial polarisation with greater communal clamour for “ketuanan Melayu” and “kedaulatan Melayu”.

3. To ask the Prime Minister whether he proposes to introduce Prime Minister’s Question Time with regular personal appears in Parliament to answer questions, to set good example of parliamentary responsibility for all Cabinet Ministers?

4. To ask the Prime Minister to list and give particulars of five projects undertaken by Petronas which had caused the greatest losses in its history and what remedial action had been taken in each case.

5. To ask the Prime Minister to list the proposals for electoral reform which had been submitted by the Election Commission after the March 2008 general election and the outcome of each proposal.

6. To ask the Minister for Home Affairs the result of measures to expedite processing of issue of (i) P.R. and (ii) citizenship to foreign spouses of Malaysians; why complaints of inordinate delays persist; and to give number of such P.Rs and citizenships issued in past 20 years.

    LKS can ask and ask Dollah all that..and Dollah will ignore…go on an oversea trip….let others UMNO guys answer LKS.. with him…listening all the answers from overseas…then he return….to give his answer…based on what UMNO want or don’t want to do… or their promise to do….now need to break that promise……based on Najib’s wishes…to put party interest first…before anything else.
    So LKS can add more to that list…and we Malaysians simply have no time or interest in good or bad answers….except….to judge everyone….for the next 5 years….how to vote again ..next election.
    We are already suffering with all things….prices…sky rocketing ….making monthly home budgeting…. near impossible.
    Who cares ..what Dollah will reply……when nothing is done…to make life easier for Malaysians.

    Instead of spending more than RM 1 million a day to sustain the philharmonic orchestra, PETRONAS perhaps could helps
    The National Library’s efforts to retrieve invaluable Malay manuscripts which are being hampered by high fees some foreign countries, institutions and individuals are imposing for them.
    THEY are collectively an asset that provides evidence of the historical events that shaped Malaysia.
    One day singapore may have the biggest research centre of Malay manuscripts as they are actively buying documents which are relevant to us.

    Also to ask the Home Affairs minister the religious and professional background on the numbers of P.R. and citizenships issued in the past 20 years.
    Judging from previous comments on the issues of foreign spouses P.R. applications ,
    Is there an hidden rule written somewhere where a muslim applicants for P.R. or citizenship is deem friendly and a non-muslim is deem hostile and a taxi driver has a better chance of being a PR than a doctor if you are a muslim ?

    YB, please pursue the RCI/Illegal migrant subject in Sabah.

    The need to correctly understand and thus define the issues, if any, cannot be any more greater than this subject. We all know the importance of correct problem identification for optimal problem solving or at least proper recommendation.

    Resource is in scarcity, and the calls are urgent. Relevancy of this subject is not just confined to Malaysia.

    Maybe you also come up with solutions to the questions that you are going to ask, so that you may present both questions and possible solutions to the Parliament. Never mind if your solutions are wrong or not accepted; at least you are giving your proposal and contributing.

    When I was holding a relatively high position in a private college, I was often being criticized by top management of only know how to ask questions and not contributing!

    Ask the PSD to give a full detailed list of all the 2000 students who recieved scholarships instead of misleading figures like 45%.

    Kit, you should also ask about the “deal” with the Arabs on the Iskandar Development project. Specifically, what are the obligations of the government to provide infrastructure by certain dates, what are the estimated costs for putting up the infrastructure, what is the formula for compensating the Arabs in the event of a default by the government. It is my understanding that all further land sales must go through the Arabs so that they can have their “cut”.

    We must ask all the relevant questions so that these become matters on record. We don’t want some idiot (like Killer) asking 20 years from now why we did not raise these issues earlier. Of course Badawi will ignore – partly out of ignorance and partly out of fear.

    On your last question, I would suggest you ask for the Muslim/non-Muslim breakdown in the PRs issued thus far. I am sure the Muslims will far out number the non Muslims.

    It is not so much a “hidden” rule as it is an unwritten rule which has the force of law.

    The 6 questions to be raised, maybe they would answer like this :

    1) The RCI is just the opposition’s political agenda. Nobody else wants it lor…and even the illiegals in Sabah are not happy with the idea leh so what the joke are you talking about here ? Anyway we now have high power Cabinet Committee which is much powerful than anyone can imagine .. something like power rangers lor.

    2) Bangsa Malaysia – Actually everyone on earth including those in heaven knows we’re Bangsa Malaysia in substance… who dunno about this then is not a Malaysian lor. Therefore why the bloody hell the opposition always harping on this petty issue ? My grandson also know about this so no need to ask la.

    3) Personal time in parliment – see la if got time leh. You dunno meh I so busy one… where got personal time woh. That’s why I owez zzzz lor during normal time…

    4) Cannot say woh…all under OSA that one. If anyone ask then they asking for trouble lor. Don’t play play.

    5) Electoral reforms…. emmm let me check with EC Chairman first and get back to you some other time.

    6) Aiyo dunno leh that one after all not urgent la… see la how first ok.

    Looking at the way of Parliament conducting the Q&A! there is not much room for debating (soalan tambahan), that is why our Cabinat Member was so easy to get away from topic discussed. Juz read out texts (some are preprepared answer). The are importance issue alway being neglected. Suppose it shld be debate in depth so that a solid solution could be reach. This should be the actual function of Parliament. Hope our no class parliament one day will merge as 1st class Parliament.

    YB Lim, there is a case in Sarawak now. I can’t get access to details but it involves NCR land (Native customary rights). The State Department (maybe LCDA) took rights to the land and assign the clearing by extraction of timber and replanting. In clearing/extraction, timber of all sizes is being bull-dozed and then, replanted with timber of species found locally there.

    They call it replanting, but why destroy the land and replanting with trees again? I saw streams and rivers now covered with foot-deep mud. Fishes and jungle lives all destroyed. I also heard that the land leased out for 60 years, meaning all our generation be dead. What about future generations, how do they recognised their ancestors’ land when individual titles not provided/issued? And within this 60 years, natives no rights to the land to farm. Beside farming, natives use land for trees and wood, rattan, palm leaves – all denied access.

    The project management took Indonesian workers. Few natives employed and would this result in another Sabah illegal migrants?

    YB Lim, I am sad this happens in Sarawak. Will they ever stop destroying land and livelihood? I don’t know if Sarawak DAP has the capability to investigate and highlight this. Is there any way you could assist?

    Why public transportation problem are never debated in Parliment ? Should get all Transport Ministry staff and all MPs to travel to work by Komuter and Bus for a month, then they will know how to improve it.

    Hi Kit,
    Can you also ask, what the Government plan to do with the Petronas money when fuel subsidy is removed? The Min of Domestic Trade has already announced that fuel subsidy will be removed by August, which I take it to mean that we have to pay market value for petrol. I am interested ( I am sure we all are to ) what the government plans to do with the Petronas profit from the sale of OUR petroleum? Will the profits go to more schools, hospitals and clinics, subsidy for healthcare, better public transport system, lower toll charges? or what. OR just to line the pockets of the UMNOputras, while the Rakyat pays more for our petrol?

    Q 1 & 5 are urgent, the rest pretty tame questions, not exactly the stuff of scintillating posers that’s going to get AAB worked up or break out in sweat.

    Financial accountability is the key isssue. Control the money well and the economy will take care of itself. Stop them from frittering away Petronas money in wasteful projects like PKZ, 2nd Penang Bridge, War Planes & Submarines, NS, Proton, MAHB & MAS subsidies (has MAS paid the Govt for leasing Jets, how much is outstanding), over-staffing in Civil Service, Petronas & Stat Bodies, uncollected Govt Loans etc etc etc

    YB, ask those sleepy heads whether they have studied the implications once the petrol subsidy is removed in August? With the current price of petrol already rakyat is suffering, what more if the subsidy is removed? If the government is making approximately RM400bil for the last 35 years (from anilnetto’s blog) and we are in the current situation, what have they in mind to do with the even more profit (without the subsidy) come August? Is it only going to benefit the Um….putras and their cronies? And why the dateline of August? Petrol price have been on the increase for the last how many donkey years and no talk of withdrawal of subsidy. WHY NOW? Is it a punishment for the RAKYAT for voting the PR into five states and digging all the shit that was left behind for more than forty years??? THE OIL PROFITS OF PETRONAS BELONGS TO THE RAKYAT OF M’SIA. WHERE IS IT NOW???

    What has the MP for Batu got to say for this?
    Tun Dr Mahathir’s father was born in India. But Tun Dr Mahathir can vote opposition. He can even oppose Umno like he is doing so now. In fact, he can even become the Prime Minister. He is not an ungrateful immigrant who should be sent back to India. Tian Chua, however, can’t oppose Umno. Tian Chua, whose family settled in Malaya long before the Portuguese came in 1511, is an immigrant. And if he is not happy and if he opposes Umno then he should go back to China. And Umno Johor regrets giving Tian Chua citizenship in 1957 but does not regret giving Tun Dr Mahathir citizenship.

    Why? Because Tun Dr Mahathir is Muslim while Tian Chua is not. But if Tian Chua circumcises and takes on the Muslim name of Musa Bin Susah and marries a Malay woman, then he need not go back to China and Umno does not regret giving him citizenship in 1957.

    Ask him whether he has a permanent solution to the annual begging by non-malay star performers for PSD scholarships.

    Yes the rest of us won 45% of the total scholarship monies. But merit wise, they do deserve every single cent of the 45% they have got, dont they?

    Besides, a good part of the 45% came as a result of begging; and it is hardly an act of goodwill on the government’s part.

    If you have 10,000 men to fight a war; half of which are weak. And you have enough food to feed only half of them. Who would you feed?

    It is little wonder that Korea, Taiwan and Singapore have overtaken us. Thailand and Vietnam are not too far behind.

    Taiking, don’t you believe the PSD announcement of the non bumi share of the scholarship until and unless they are prepared to be transparent and reveal the full list with full details.

    PSD claims the non bumis were allocated 900 scholarships. Samy Vellu claims that only 72 Indians received offers. Deducting a small number of “others” from the non bumi catgory, can we deduce about 800 Chinese received offers? This would be almost equal to the number of Malays awarded PSD scholarships if one were to deduct the East Malaysians from the ‘bumis” category. PSD is indeed “fair”!!

    Haiyah, what for O? No need lah,.. I have Najib there who is not doing very much these days except planning how to succeed me. Don’t worry lah, Najib can round up a few of our cronies and look into the problem. Small matter bah!
    2) Promote the Bangsa Malaysia objective of Vision 2020??
    Haiyah, you crazy kah? How am I going to keep the special privileges for my descendents O?? Cannot lah! Have to maintain “you none Bumiputra and we Bumiputra with special privileges” status quo bah! If I mention this issue ahh, mati lah I.. Sensitive issue and suicidal to promote lah!
    3) Proposes to introduce Prime Minister’s Question Time with regular personal appears in Parliament to answer questions??
    How can?? Everybody knows I am always so busy…that’s why I sometimes take naps.

    Do not think that Vietnam is not too far behind, would say Vietnam is far behind, now, but hv potential in the far future (15 years or more from now). In the far east, Japan, Hong kong, Macau, Brunei & a few China cities / provinces had also overtaken in GDP/GNP per capita.

    On PSD, ratio of scholarship, remember, fact is non b… paid most of the taxes collected by govt.
