Is the Malaysian Anti-Corruption Commission (MACC) opening investigation on former Transport Minister Liow Tiong Lai for approving Klang Valley Double Tracking(Phase 2)(KVDT2) project at RM5.265 billion as the present Transport Minister Wee Ka Siong says it costs only RM3.398 billion – a whopping difference of RM1.867 billion?

The Perikatan Nasional Government wanted to lay a trap for former Finance Minister and DAP Secretary-General, Lim Guan Eng when in a preplanned move in Parliament, the Finance Minister Tengku Zafrul Abdul Aziz told the UMNO MP for Pontian, Ahmad Maslan that a total of 101 projects with a procurement value of RM6.61 billion had been awarded through direct negotiations during the 22-month Pakatan Harapan government, giving the impression that corruption was involved – which was dutifully followed a statement by MACC the next day which said it was obtaining information from the finance ministry a list of the 101 projects to determine whether there exists elements of corruption, irregularities or abuse of power.

Guan Eng has pointed out that the Pakatan Harapan government was only responsible for 5.3 percent of the directly awarded contracts worth RM6.6 billion revealed by Tengku Zafrul, as most of the RM6.61 billion went to legacy projects (67.7 percent) and contracts for supplies or services (26.5 percent) taken on during the Barisan Nasional administration.

The KVDT2 project is a case in point.

If Tengku Zafrul and Wee are sincere, honest and upright, they should have praised the Pakatan Harapan government for saving the country RM790 million in Phase 2 of Klang Valley double-tracking project by paring the RM5.265 billion contract signed by the Barisan Nasional government a day before Parliament was dissolved in March 2018 to RM4.475 billion.

Now Wee says that even this figure is overpriced – that it should be cut down further by RM1.867 billion!

Wasn’t Wee a Minister in the BN cabinet which approved the RM5.265 billion KVDT2 project?

Will the MACC not only investigate Liew but Wee and other Ministers as well as the Prime Minister, Datuk Seri Najib Razak at the time, as to why the RM5.265 billion KVDT2 contract was concluded, and in particular why it was signed a day before Parliament was dissolved in March 2018?

Adakah SPRM akan menyiasat mantan Menteri Pengangkutan Liow Tiong Lai kerana meluluskan Fasa 2 projek Landasan Berkembar Lembah Klang (KVDT2) pada nilai RM5.265 bilion sedang Menteri Pengangkutan sekarang mengatakan yang projek ini bernilai RM3.398 bilion sahaja — perbezaan sebanyak RM1.867 bilion?

Adakah Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) akan membuka kertas siasatan ke atas mantan Menteri Pengangkutan Liow Tiong Lai kerana meluluskan projek Landasan Berkembar Lembah Klang Fasa 2 (KVDT2) pada nilai RM5.265 bilion sedangkan Menteri Pengangkutan semasa Wee Ka Siong mengatakan yang projek ini hanya memakan kos sebanyak RM3.398 bilion — perbezaan sebanyak RM1.867 bilion?

Kerajaan Perikatan Nasional berhasrat untuk memerangkap mantan Menteri Kewangan merangkap Setiausaha Agung DAP Lim Guan Eng dalam satu langkah yang di rancang di Parlimen apabila Menteri Kewangan Tengku Zafrul Abdul Aziz memberitahu Ahli Parlimen UMNO Pontian Ahmad Maslan yang terdapat 101 projek dengan nilai perolehan sebanyak RM6.61 bilion telah diluluskan melalui rundingan terus dalam tempoh 22 bulan pentadbiran kerajaan Pakatan Harapan. Perkara ini diharapkan dapat memberikan gambaran yang terdapat unsur rasuah dalam pentadbiran tersebut — yang kemudiannya disusuli dengan satu kenyataan media daripada pihak SPRM pada keesokan harinya yang agensi tersebut sedang mendapatkan maklumat daripada kementerian kewangan untuk menentukan jika terdapat sebarang unsur rasuah, penyelewengan, ataupun penyalahgunaan kuasa.

Guan Eng telah menyatakan yang kerajaan Pakatan Harapan hanya bertanggungjawab terhadap 5.3 peratus daripada kesemua projek rundingan terus yang bernilai RM6.6 bilion yang didedahkan oleh Tengku Zafrul itu. Memandangkan sejumlah besar daripada RM6.61 bilion ini diperbelanjakan untuk projek-projek legasi (67.7 peratus) dan kontrak-kontrak untuk perbekalan atau perkhidmatan (26.5 peratus) yang telah diluluskan dibawah kerajaan Barisan Nasional.

Projek KVDT2 ini adalah satu contohnya.

Jika Tengku Zafrul dan Wee jujur dan telus, mereka sepatutnya memuji kerajaan Pakatan Harapan yang berjaya menjimatkan sejumlah RM790 juta dalam projek Landasan Berkembar Lembah Klang Fasa 2 ini dengan memotong kos perjanjian bernilai RM5.265 bilion yang diluluskan sehari sebelum Parlimen dibubarkan untuk PRU14 kepada hanya RM4.475 bilion.

Sekarang, Wee cuba mengatakan yang angka ini masih terlalu mahal — yang angka ini sepatutnya dipotong sebanyak RM1.867 bilion!

Bukankah Wee juga berada di dalam Kabinet BN yang meluluskan projek KVDT2 ini?

Adakah SPRM akan menyiasat bukan sahaja Liow, tetapi juga menyiasat Wee dan menteri-menteri lain termasuk Perdana Menteri pada masa itu, Datuk Seri Najib Razak berkenaan mengapa kos KVDT2 ini bernilai RM5.265 bilion, dan terutamanya, mengapa projek ini diluluskan sehari sebelum Parlimen dibubarkan pada bulan Mac 2018?

    Frankly, small matter. BN is dead with rise of Maufakat. The past is the past. They cannot move on, DAP has no future either if it cannot get PH to get ahead of Maufakat.

    The Slim vote says Anwar was not wrong Mahathir is done and he has left a mess he cannot clean up. But what is the future? Pejuang only real choice is get behind Syed Saddiq party, a minor role they cannot swallow given they propose Shafie Apdal as PM.

    But really Anwar, Syed Saddiq and Shafie Apdal and DAP need to sit down and plot the future. There is no other way.

    If one think about it, the real problem is GPS in Sarawak whose leaders are corrupt can have build an established machine opposition in Sarawak cannot even come close. Opposition need a true Dayak leader in Sarawak.

    Truth be told, DAP has to make a compromise with GPS – wipe the slate clean, give them a place so long as they agree to join vs Maufakat but the future must be different. Its the only way..

    Hi Kit, there are two important issues here. The more important issue first. Please seriously think over the DAP strategy for the future. The “Sheraton Move” in Feb 2020, has clearly shown that racism is very much alive in Malaysian politics and there is a severe fear of non-Malays by the ruling elites, even among your own Harapan coalition. In fact they were plotting to “kill DAP” while sitting there in your Presidential Council. What is DAP’s strategy, in the light of these leaders who are still actively in politics. A big headache for DAP, but we need a good solution. Do not take too long, as the Chinese are also growing restless, as TSMY is throwing money all over the place to win over Chinese businessmen. GE 15 will be sooner than you think? The second issue, is the KVDT2. DAP is not innocent here. My friends and I made approaches right after GE 14 ( may 2020 ) to present a paper to saudara Loke, asking that the whole KVDT2 be re-negotiated. That paper was accepted by MOT but we did not hear further. That paper was to justify on good engineering and technical grounds, how corrupt the initial contract was. Sad to say, MOT/MOF did not kill the project, allowed it to go on with some window dressing adjustments. And see what is happening now. I am not certain if OPUS paper is our paper, but it sure contain many technical details of how corrupted Daya Maju is and how corrupted the first contract is. We shall see the result of our inaction on KVDT2 after GE 14.
