1 ) Penipuan melalui kandungan SMS
Saya merujuk kepada kenyataan Menteri Tenaga, Air dan Komunikasi bertarikh 5 September 2007 di mana menteri berkenaan menyebut hanya terdapat 23 kes daripada 176 aduan orang awam yang telah melanggar Garispanduan industri pembekalan kandungan SMS, dan hanya 9 syarikat pembekal kandungan SMS tersebut dikenakan penalti secara pembayaran kompaun.
Dalam pada itu, menteri berkenaan juga berkata semua syarikat telekom selular telah diarah untuk melaksanakan satu ‘Preventive System’ untuk menbanteras kejadian penipuan yang seumpamanya — dan tarikh penamatnya (deadline) ialah 30 September.
The New Sunday Times bertarikh 4 November telah melaporkan bahawa sebanyak 712,676 pengguna telefon bimbit telah menjadi mangsa penipuan SMS sejak Januari 2006, melibatkan duit aniaya sebanyak RM377,411.60.
Kami perolehi maklumat dari sumber industri bahawa sebilangan daripada syarikat pembekal kandungan SMS yang dikenakan kompaun masih belum menjelaskan kompaun mereka setelah melebihi tiga bulan.
Malahan, kita juga diberitahu oleh sumber industri bahawa salah satu syarikat pembekal kandungan SMS yang berkali-kali melanggar Garispanduan industri — iaitu Macro Kiosk Bhd — telah dilantik oleh two syarikat telekomunikasi selular menerusi sebuah anak syarikat yang bernama Toprole Network Sdn Bhd, sebagai pembekal dan pengendali ‘Preventive System” yang Menteri berkenaan telah janjikan.
Bukankah ini satu kompromi dan konspirasi yang bertentangan dengan hasrat “Good Corporate Governance”?
Kenapa sebuah syarikat pihak ketiga yang berkali-kali melanggar tata-tertib industri di beri kepercayaan untuk mengendalikan Preventive System yang melibatkan seluruh industri pembekal kandungan SMS?
Kenapa pula pihak SKMM (MCMC) tidak mengambil tindakan lebih ketat untuk membanteras syarikat-syarikat yang dikenakan kompaun dan berdegil tidak menjelaskan kompaun tersebut buat selama ini?
Adakah menteri berkenaan betul-betul taat kepada pegangan Perdana Menteri supaya sentiasa telus?
Adakah menteri berkenaan berani mengharamkan sama sekali industri Pembekalan Kandungan SMS ini samanya sekali jika ( 1 ) Preventive System tersebut terus diberi kapada syarikat yang melanggar tata-tertib kementerian tersebut; dan ( 2 ) pihak SKMM tidak berupaya mengutik kompaunnya sendiri?
Apa maksudnya perlinduangan pengguna jika penipuan sebegini terus bermaharajalela dan perosak-perosaknya dimanjakan begitu sahaja?
2 ) WMax, 3G dan Jalur Lebar
Pada 16 Mac, 2007, dengan persetujuan menteri Tenaga, Air dan Komunikasi, SKMM telah memberikan spectrum 2.3Ghz kepada 4 syarikat pilihan untuk dimulakan perkhidmatan WiMAX, iaitu:
1 ) Bizsurf (M) Sdn Bhd,
2 ) MIB Comm Sdn Bhd,
3 ) Redtone-CNX Broadband Sdn Bhd
4 )Asiaspace Dotcom Sdn Bhd.
Kini, lapan bulan sudah berlalu, tetapi keempat-empat syarikat tersebut masih belum memulakan perkhidmatan WiMAX yang dijanjikan. Habuk pun tak ada!
Bukan itu sahaja. Sebelum itu, di bulan Mac 2006, two lesen tambahan bagi perkhidmatan 3G telah diberikan kepada MiTV dan Time Dotcom, sebuah GLC. Tetapi, sehingga sekarang, kedua-dua syarikat masih lagi belum mula membekalkan perkhidmatan 3G yang dijanjikan.
Bukan terdapat syarat-syarat tertentu mengikatkan syarikat tersebut kepada jadual pelancarannya?
Apa gunanya Menteri tersebut melafaz mengenai perkembangan jalur lebar, tetapi kesemunya tidak menjadi kenyataan?
Ataupun kesemua ini hanya konspirasi Kementerian tersebut untuk melanjutkan “rent-seeking” dalam alam komunikasi dan teknologi — di mana spectrum microwave juga diguna sebagai simpanan tanah rizeab bagi kuncu-kuncu kerajaan barisan Nasional?

YB Lim, I read this article twice and can’t really get the proper story right. The first issue is about sms scam, am I right? The second is Wmax provider not doing anything despite being given the lisence many months ago.
In the first case, I am involved in channelling warnings to the public not to believe any SMS messages promising prices. But the second case (Wmax) to me is purely an economic consideration. I am not sure about the full context of Wmax and I’ve tried to read the economics of its application again and again. I still conclude the economics is not there, more or less like the time.com fiasco of those years.
Don’t forget YB Lim, after the PKFTZ case, many investment bankers are extremely cautious over greenfields and projections.

Senang sahaja jawapan untuk pertanyaan saudara YB Lim.
Ini bukan konspirasi tetapi satu rampasan or rompakan terang-benderang.
Kebanyakan syarikat-syarikat yang memenangi tender-tender atau kontrak kerajaan lazimnya tidak mempunyai sebarang keupayaan untuk
menjayakan projek yang diberikan terutamanya projek yang memerlukan teknologi tinggi atau pengetahuan profesional. Syarikat-syarikat ini berjaya mendapat kontrak seperti hanya kerana mereka mempunyai hubungan rapat ataupun kroni kerajaan.
Biasanya, tidak susah bagi syarikat “ali baba” seperti ini untuk mendapat bantuan daripada syarikat lain yang mempunyai keupayaan sebenar untuk merealisasikan projek-projek yang dikendalinya. Bantuan ini diberikan dalam bentuk sub-kontraktor ataupun “joint-venture”.
Bagi Wimax, servis 3G dan jalur lebar, pelaburan yang tinggi (beratus-ratus juta) dalam infrastruktur diperlukan disamping keupayaan profesional dalam bidang kejuruteraan dan pengurusan adalah kritikal untuk menjayakan projek ini. Malangnya, tiada syarikat besar yang mempunyai keupayaan ini sanggup menbayar kos yang begitu tinggi tanpa memiliki lesen bagi servis-servis ini. Syarikat multinasional bukannya bodoh, tidak mungkin bagi mereka untuk melabur dalam bidang ini jika mereka tidak dibenarkan memiliki lesen servis ataupun dipaksa menjadi ahli kongsi minoriti.
Syarikat-syarikat di negara-negara maju seperti Jepun, Amerika Syarikat dan Eropah mengalami begitu banyak halangan dan telah melabur begitu banyak wang dan masa untuk menjayakan servis Wimax, 3G dan Jalur Lebar. Ini disamping mereka diberi bantuan kerajaan dan polisi negara yang menyenangkan usaha mereka. Apatah lagi, usaha kita untuk memulakan perkhdmatan seperti ini yang dipayahkan oleh bureakrasi kerajaan, NEP dan polisi aneh yang hanya memberi ganjaran kepada segelintir parti tertentu. Langsung tidak ada peluang untuk berjaya.

Megaman, I salute your Malay.
As I said, the WImax is purely an economic consideration which I think is suspected. Now if any of these companies go ahead, the modus operandi is to get maximum financing. Through a lot of shuffling or take-over mergers, they could survive. But if income is from users of the Wimax service, it is suspected.
YB Lim, the issuance of Wimax caused quite a ripple in the stock market. That was diretly associated with the novelty of it being a new technology. Now reality has set in, the Wimax is no big deal indeed.. not yet. The companies having the Wimax licence are not fools too. They know the economics of it. So, YB Lim, you are not going to see the Wimax getting anywhere at least for the coming few years.
Nevetheless, some of your advisers might give you better picture about this Wimax.

The article contains 2 issues:
1st is fraud by cell phone content provider, i.e. those companies that provide download of cell phone ringtones, wallpapers, screensavers etc.(the article is not referring to SMS scams telling people they had won a prize)
These downloads are normally purchased by sending SMS of certain codes to the given number. (Some useful services include checking of police summons through SMS or checking where to vote during GE)
2nd (as everybody got it right) is failure of WiMax licensee.

One thing’s for sure, slightly more a year ago the impresssion I got was that one could junk Streamyx broadband in favour of Wimax by today and this proves to be hotair.

Well, for the WiMax problem, it is actually to say that the gov is not really giving the 4 providers a chance to build up their infrastructure. Each 4 of them intend to build their own transmission tower but the ministry wants them to share a single tower.
However, sharing of a single tower is not practical as there will be many other problems which will occur. So that is why the project is stalled. Who would want to start building if they have no assurance that what they build will stay theirs or it will not just be demolished on the basis that it is actually not approved.

Thanks for your compliments. Have been ages since I wrote anything in malay. Took quite a while and few searches in the kamus to get the words I wanted to use. LOL !!!
Sigh, unfortunately, from what I observed about Malaysia:
The people in power do not have the ability or don’t want to improve conditions in Malaysia.
The people that have the knowledge and ability though have either left the country or chose ignorance.
The people that do care though have to face the entrenched people at the top that would not hesitate to use dirty tricks besides the ignorance of the population at large.
*Shake head* … really no idea how to change this scenario.

The migration of enterprenuers overseas started somewhere around 1996. Many owners/enterpreneurs were speechless as they were offered > RM10 per share. Shufflers took over. Sufflers came in ties, jacket, big Mercedes but fortunately they just can’t run the business. Many of these businesses are bought back at a fraction of the original cost.
Now the scenario had changed. The enterpreneurs are back but very cautious. Some have one leg somewhere, incase the situation here becomes unbearable. But the moment our leaders show commitments, these enterpreneurs would once again be the backbone of our development.
An example: A few months back, a private sector wanted to construct the bullet train service from Singapore to KL. The man behind it has both the technology and the money; straight forward case and no EPF money needed. The result: declined. We don’t need a social scientist to give us the interpretation.
There are many capable people left in Malaysia; they are just ignored because they don’t fall in line with the “ketuanan” agenda. Lee Kuan Yew is right; if the adminstration just give due recognition to other races, we are very much better off.
