Ismail Sabri will be guilty of parliamentary contempt in allowing Parliament to debate bills which will not become law with the dissolution of Parliament

I received a message today which read:

“Latest source: 6th October parliament dissolved; 5th November GE.”

Yesterday, a PKR MP asked me in Parliament whether Parliament will be dissolved.

The Parliament Speaker, Azhar Azizan Harun, is right that that he should not interfere with the decision of the Prime Minister, Ismail Sabri, on the dissolution of Parliament and to ask for the consent of the Yang di Pertuan Agong for the dissolution of Parliament, but a responsible Prime Minister should not be guilty of parliamentary contempt in allowing Parliament to debate and pass bills which will not become law because of the dissolution of Parliament.

Yesterday, for instance, five bills were passed, but they will lapse when Parliament is dissolved before they are passed by the Dewan Negara, given the Royal Assent and gazetted.

A responsible Prime Minister should not deliberately commit parliamentary contempt by making the Dewan Rakyat to have debates and pass bills which are not going to become law because of the dissolution of Parliament.

The Speaker should lead a delegation of heads of political parties represented in Parliament to ensure that the Prime Minister is not guilty of such parliamentary contempt.

Ismail Sabri akan dikira sebagai bersalah menghina Parlimen dengan membiarkan Parlimen membahaskan RUU yang tidak akan menjadi undang-undang akibat pembubaran Parlimen

Saya menerima satu mesej hari ini yang berbunyi:

“Sumber terkini: 6 Oktober Parlimen dibubarkan; 5 November PRU.”

Semalam, seorang Ahli Parlimen PKR bertanya kepada saya di parlimen sama ada Parlimen akan dibubarkan.

Yang di Pertua Dewan Rakyat, Azhar Azizan Harun, tepat apabila dia mengatakan yang dia tidak patut masuk campur dengan keputusan Perdana Menteri, Ismail Sabri, mengenai pembubaran Parlimen dan permintaan pembubaran Parlimen. Tetapi seorang Perdana Menteri yang bertanggungjawab tidak patut dilihat bersalah menghina Parlimen dengan membiarkan rang undang-undang (RUU) dibahaskan dan diluluskan di Parlimen tanpa menjadi undang-undang kerana pembubaran Parlimen.

Semalam misalnya, lima rang undang-undang telah diluluskan, tetapi rang undang-undang ini akan terluput sekiranya Parlimen dibubarkan sebelum RUU ini diluluskan di Dewan Negara, diberikan perkenan Seri Paduka Baginda Yang di Pertuan Agong, dan diwartakan.

Seorang Perdana Menteri yang bertanggungjawab tidak patut dengan sengaja menghina Parlimen dengan membuat Dewan Rakyat membahas dan meluluskan RUU yang tidak menjadi undang-undang akibat pembubaran Parlimen.

Speaker patut mengetuai kumpulan pemimpin parti-parti politik yang diwakili di Parlimen untuk memastikan Perdana Menteri tidak melakukan penghinaan parlimen sebegini.
