In truth, I believe that Najib wanted and understand the need to reform the institutions but he has too much of his own baggage to truly reform the institutions without more political capital. His plans all along was to succeed with his economic plans before really tackling reforming the institutions.
In addition, the other fatal flaw of his plans to reform institutions was that he underestimated the need to do surgery. Someone like him, who have successfully abused institutions for political gains, cannot possible comprehend what it takes to truly reform an institution. In truth, not many people have experience turning around an organisation much less so govt institutions. It has to be a cathartic process, there is no other way to turn it around and Najib and UMNO/BN do no do cathartic.
