BN not contesting Penanti by-election unconvincing unless Najib ends all “political games” and holds Perak state-wide polls


The Prime Minister, Datuk Seri Najib Razak is advocating that Umno and Barisan Nasional not contest the Penanti state by-election in Penang following the resignation of Parti Keadilan Rakyat’s Mohamad Fairus Khairuddin as Penanti state assemblyman, giving as reasons that such a by-election was not in accordance with the spirit of the Constitution and a waste of public funds.

Led by the Gerakan “Super Minister” Tan Sri Dr. Koh Tsu Koon, who praised Najib for the “good idea for BN not to participate in a by-election caused by strategic intrigue or aimed at resolving Pakatan Rakyat’s internal predicament”, the other Barisan Nasional parties quickly competed to express support for Najib.

The only lone voice was MIC President, Datuk Seri Samy Vellu who said BN should contest in Penanti to safeguard its integrity, prestige and image as the BN should not be “frightened of the opposition”. Samy’s views must have panicked the other MIC leaders, causing the MIC secretary-general and Human Resources Minister Datuk Dr. S. Subramaniam to openly declare support for Najib’s “no contest” idea to contain Samy’s “damage”.

The mainstream media also swung into action to support Najib by reporting that the five by-elections since the March general elections last year have cost Malaysian taxpayers RM33.4 million, comprising:

Election Commission Police
Permatang Pauh RM409,000 RM 2.5 million
Kuala Terengganu RM580,000 RM11.5 million
Bukit Gantang RM600,000 RM 7 million
Bukit Selambau RM400,000 RM 5 million
Batang Ai RM400,000 RM 5 million
Total RM2.4 million RM31 million = RM33.4 million

Actually, the total expenses incurred in the five by-elections are many times the total of RM33.1 million- easily by six or seven-fold – if the election expenditures of the competing political parties are taken into consideration.

The expenses incurred by the Pakatan Rakyat in the five by-elections would be negligible when compared to the total of RM33.4 million incurred together by the Election Commission and the Police.

Pakatan Rakyat candidates do not exceed the maximum expenditures permitted candidates under election laws – which is RM200,000 for a parliamentary candidate and RM100,000 for a state assembly candidate. This would mean a ceiling of RM800,000 for three parliamentary and two state assembly by-elections held since the general election last year.

How much did Barisan Nasional spend for the five by-elections, using not only party funds but also public funds, resources and machinery?

It has been estimated that the Barisan Nasional spent RM70 million in Batang Ai by-election alone. I will not be surprised if an independent and professional audit comes to a total figure of Barisan Nasional expenditures for the five by-elections in the region of some RM200 million, i.e. six or seven-fold of the RM33.4 million incurred jointly by the Election Commission and Police.

The Minister in the Prime Minister’s Department responsible for Law and Parliament, Datuk Seri Nazri Aziz is even talking about amendments to the Constitution to stop by-elections except in specific cases like if a member of parliament or state assembly member dies, is declared bankrupt or is disqualified because of criminal convictions. Nazri forgets that the Barisan Nasional does not command two-thirds parliamentary majority and it cannot amend the Constitution at its whim and fancy.

The problem is not the holding of by-elections but the corruption of the entire electoral process where elections and by-elections have become obscenely expensive. For Barisan Nasional, a by-election is a just splurge of money, not just in millions of ringgit but tens of millions of ringgit, often with the misuse and abuse of public funds!

If the election law is strictly enforced, with each candidate limited to RM200,000 for Parliament and RM100,000 for state assembly contest, and political parties banned from incurring any expenditures, and the expenditures for the Election Commission and the Police as incurred in the five by-elections slashed by 50% and 80% respectively, the question of by-elections being “a waste of time, energy and money” would not arise.

The ballooning of election expenditures to prohibitive levels for Barisan Nasional candidates is one indicator of how corruption in Malaysia has completely got out of hand in the past decade!

Najib’s talk of the Penanti by-election as against “the spirit of the Constitution” and his disapproval of “political games” are most artful and artificial as he had been the practitioner of the most divisive “political games” in recent history – the two-and-a-half-month-long political and constitutional stalemate in Perak as a result of the undemocratic, unethical, illegal and constitutional power grab orchestrated by him in early February, producing two Mentris Besar, two Perak Assembly secretaries and one Democracy Tree!

It is utterly hypocritical to talk about “the spirit of the Constitution” on the one hand while on the other, precipitating the unethical, undemocratic and illegal power grab in Perak, based on the defection and disloyalty of three Assembly members who have gone into hiding and dared not appear publicly in the past 10 weeks because of their guilty conscience!

Although Najib talks glibly about “too much politicking in our country when we should instead be concentrating on restoring the economy and ensuring the country’s future”, Umno politicking is going on unchecked as evident from the worsening of the Trengganu Umno crisis with 10 Umno State Assemblymen increasing to 17 (including Exco members) who want to topple Terengganu Mentri Besar, Datuk Ahmad Said.

This is why all talk of the Barisan Nasional not contesting Penanti by-election because it is against the spirit of the Constitution and a waste of public funds are most unconvincing unless Najib is prepared to end all “political games” and undo the worst case of “too much politicking” by dissolving the Perak State Assembly to allow Perakians to elect the government of their choice.

Far from winding down , the Perak political and constitutional stalemate is heading towards a new confrontation. Although the Federal Court decision on Thursday purportedly to declare that the Perak Speaker V. Sivakumar’s decision on Feb. 18, 2009 to suspend the usurper Mentri Besar Datuk Zambry Abdul Kadiar by 18 months and his six executive councillors by 12 months were invalid, the Federal Court declined to issue another declaration sought that the Tree State Assembly on March 3 and its resolution to suspend Zambry and the six exco members were also invalid. As such Zamry and his six exco members remain suspended from the Perak State Assembly!

If Najib is sincere and serious in wanting all Malaysians to “fight economics” and stop “fight politics” in the face of the worst global economic recession in a century, let him meet Pakatan Rakyat leaders to work out a political understanding to end all “political games” during this period, covering not only Penanti by-election but also the undemocratic, unethical, illegal and unconstitutional power grab in Perak!

    Are there any BN members left that don’t suffer from foot-in-mouth disease? Why did they have to try to dress up a perfectly legitimate response this way?

    Not competing in a sure-lose seat is only pragmatic. It may save the taxpayer some money, sure, but more importantly it saves irritation and loss of respect for doing something which is clearly a waste.

    They still appear unable to comprehend that they are haemorrhaging support because they’re not giving the impression of being competent, democratic politicians. If they had said “it’s a small matter, we won’t nominate anybody to contest – it’s a safe seat for PKR”, they could have walked away from this with a modicum of approval for being competent, pragmatic and honest.

    What he said is to save himself and UMNO…not to save tax payers money.
    Koh Tsu Khoon will always praise what ever Najib will say .do or act…..like he did for Mahathir….non stop for 18 years. No one is a bigger organ carrier of UMNO than Koh. Remember..he is Minister of UNITY…uniting all the crooks and gangsters in BN….not Malaysians.

    Another view why UMNO/BN doesn’t like by-elections.

    Probably due to:

    1. By-elections are expensive esp. to UMNO/BN due to many goodies they have given out to the people.

    Note: We are happy for the people receiving so many goodies from BN and the promised of the development projects that are long overdue.

    2. Exposed the true colour of the corruptions, lies, bribery, biaseness, hypocrisy and evils of BN leaders.

    3. Nightmares to the PM as the allegations of PM linking with the murder of Alt*%$@#? and corruptions are repeatedly sounded and widely propagated to the Malaysians.

    4. Failures in the by-election reflects that the majority of the people has no confidence in the BN Government.

    5. By-elections re-ignite, fan and spread like wild fire the spirit of GE12.

    Since BN failed badly in the by-elections. To them time, energy and money are considered a huge waste. However if the results are otherwise they would speak a different thing. Probably they would be energetic, positive and encourage more by-elections especially those constituencies of the opposition parties.

    Although by-elections are costly, much time & energy needed but it is a very small price for democracy.

    Umno/bn have been frigthened to near dead since the last five by election,hence psychologically these umno/bn top guys are now suffering a kind of a defeat syndrome. Within Umno,several problems crop up such as the Trengganru leadership,the illegal Perak MB and power grab,it’s youth chief’s unhappiness,the old man TDM interference and most of all,NR himself is now becoming more of a liability to umno as he could not get rid of the perception of the rakyat that he’s the master mind of the murder of the poor mongolian beauty.With this general perception of the voters before any poll,what chance do you guys expect NR will receive ?.NR,I think he wanted to behave like some smart dog,knowing pretty well it could not win this fight,it’s just puts it’s tail between it’s two legs and go. This is a good political strategy ie when weak,run away from your enemy,save energy,recoup and fight another day.Hence PR should not underestimate NR/Umno/Bn and sits on it’s laurel. Hey guys, R, Nadal,the tennis star,I like his strategy to win game after game ie while in the game,just think to win the game thus only winning the game can you win the tournament,Hopefully this idea will help our PR guys in their political game as well.

    And, how can it be a waste of public funds?
    Is it because UMNO’s BN had misappropriated too much of the taxpayers money to the point that the government coffers are already ‘dangerously low’, and so now there’s a price on democracy in Malaysia?

    I think Pakatan should seriously look at the only by election that they have lost, Batang Ai.

    Forget about all the victories for the moment. See how PR can win more in Sarawak and Sabah because come next GE, I believe UMNO can still retain a sizeable number of rural seats in the Peninsular and the near dominance in Sabah and Sarawak will ensure status quo.

    PR must
    1) sort out the internal issues amongst its coalition components there
    2) start putting in branches, structures & organisation in place
    3) get the right messages across to the largely ill-informed, ignorant and complacent voters

    the savings from Penanti walk-over conceded by BN can be used in East Malaysia instead

    Oh by the way, if BN were to contest in Penanti, it would be nice to see UMNO Bukit Bendera branch people all smiling with Gerakan members in getting support from the squatters.

    Every ‘buy-election’ becomes very expensive for BN because it has to be bought with tons of goodies and millions of cash, whereas for Pakatan by-election is a shoe-string affair and the people donated to its finance and effort.

    BN are feeling the strains of ‘buy-elections’ because however much they bribe the electorates their effort only results in diminishing returns for them. So it is true that ‘buy-elections’ are a waste of time, effort and morale to them nowadays. They simply cannot win!

    But if they had won the 2 bukits they would be singing a completely different tune now.

    Gerakan President Dr. Koh Tsu Koon quickly created a resonant gonging sound of “don’t fight because it costs a lot of money!”

    MCA President Ong Tee Keat found himself lagging behind Dr. Koh Tsu Koon and quickly shouted loudly to the news reporters that “don’t fight because it costs a lot of money!”

    Then come Tun Dr. Mahathir the bratty old man who said “should fight because it is Umno’s territory which Umno should not give up too easily!”

    Later on, Najib is going to say, “After thinking twice, I decided that Umno should fight because Penanti used to be Umno’s territory and Umno should not give it up too easily!”

    It will not be surprised for us to see that if Najib has already changed his mind, both Dr. Koh Tsu Koon and Ong Tee Keat will have quickly come forward to say, “Yes! Yes! Yes! Our wisest Prime Minister has finally made the best decision and Barisan Nasional should fight in Penanti!”

    Barisan Nasional nowadays looks very much similar to the Circus full of obedient and well-disciplined animals with Tun Dr. Mahathir serving as the animal trainer running high and low busy in teaching the trainees how to say politically correct words everyday! When Tun say “sit”, we will expect the animals to sit! However, let’s take a bit more time to obeserve whether the animals will really sit if Tun asks them to sit!

    You reap what you sow. After what happened in Perak where 2 frogs turned ‘BN friendly independents’ you can’t blame PR for putting pressure on Fairus to resign and trigger another by-election.

    DO you think they will sit on their haunches and take the risk of BN buying over yet another Assemblyman?

    As for Arumugan’s resignation, who was responsible for hounding him to jump ship and threatening to expose his personal problems until he could not take it anymore?

    The main bulk of the by-election expenses is the police. What is the justification of flooding a by-election area with police when there is no war or threat to justify it? Is it to intimidate the people especially the non-Malays?

    BN’s new found parsimony with spending public funds will blow up in their faces when the crooked bridge goes ahead as Mahathir wants.

    BN politicians are always full of lies, deceit and duplicity and they fill all right thinking people with DISGUST!

    The main issue is whether Najib, the newly minted PM, is on top of things, is he in control or is he just fumbling along?

    Two weeks into his administration and all we get are just mumbo-jumbo, not leadership and we see things deteriorating fast, like media censorship, loss of confidence in the Judiciary and government, rebellion of his own State Assemlymen, political instability etc etc.

    This sad state of affairs cannot be permitted to go on when the nation is facing serious economic problems at the same time.

    Methinks the Najib administration will not last long and we must be prepared for drastic changes when this happens. Form the shadow Cabinet and be ready. The RAHMAN prophesy has already been fulfilled.

    Given the current uncertainties, there is a slim chance the Perak State Assembly might not be convened and the Assembly is dissolved. PR should be prepared for State wide elections when all 59 seats will be up for grabs. Start your fund raising now.

    Don’t get excited. BN will contest this by-election. It has never fail to put a candidate in 52 years. This is a trick for PR to let their guard down.

    Alternatively if BN does not contest, then one or a few indepedents will be BN’s proxy.

    BN dare not compete because the Aminah name keeps cropping up. Najib needs the rakyat to lose focus on Aminah, and buying time is the only way out for him. Unfortunately for him, his sifu Mamakthir has thrown a spanner in the works by asking for a contest.

    Reason for not contesting is greatest insult to the people. Najib said its a waste of money and its a ploy of pakatan. Democracy has no price. In any event it is costly only to umno for they engage in money politics. Secondly, if voters can tell the difference between education fund allocation for schools and distributing sweets during election, what makes those umno idiots think voters cannot discern the difference between a genuine by-election and a ploy by pakatan. And in any event what is a couple of million spent in pursuant of democracy? Didnt umno spend something like 200m during 308 GE.

    The real problem is them. Najib captained two losses in peninsular. Muhideen also captained two losses in peninsular. Both carried out the captaincy in their capacity of DPM and against the background of past favourable by-election records. Najib got jittery. So did Muhideen. Who to send now to head the by-election? Everyone in umno would be scared stiff. No one would like to bear the burden of leading a loss. It may be translated into losing political chips within umno. Further, another loss is another body blow. Not something that can be taken easily.

    Najib is considering to not contest the Penanti state by-election; I guess he is afraid of seeing the leap in majority votes held by PR after the by-election (as happened in the Bukit Gantang by-election).

    The leap in majority votes merely means that the rakyat’s trust in the BN government has gone from bad to worse after Najib took over as Prime Minister.

    Najib has made a very artful move by deciding against contesting in the up-coming Penanti by-election. Never mind about the reason that he offered ( not wanting to waste public fund ). We all know it is not the true reason. By opting ‘out’ of the contest, Najib is buying more time to consolidate his position and salvage his blemished image before he fights another battle. He is applying the wisdom of the saying: those who fight and run away will live to fight another day. Given Najib’s position now it cannot be more aptly applied.

    Losing yet again this one more election will definitely be the end for the PM. He knows he cannot even think of contesting seat as defeat for him could be the only out-come. Should this happened, he will face immense pressures from within his own party members to step down like what happened to his predecessor, Badawi.

    Najib is no fool to place 100% trust in Mahatir who, he is aware, will seize the first opportunity to unseat him to see that his son become the PM one day. Mahatir will conspire with Muhyiddin to topple Najib, then Muhyiddin can take over and appointing Muhkriz as his deputy.

    Personally, I do not think Najib steer himself from dangers within his party, especially so with people like Mahatir scheming and planning against him. When there are many snakes lurking in your backyard, it is just a matter of time before you get bitten

    To Pakatan Rakyat, allow me to offer this advice: Put your elected representives under ‘microscopic’ watch to prevent UMNO/BN from paying them millions to resign their state/parliamentary seats. Initially, they will not contest, giving same reason as in the present Penanti by-election. They will adopt a wait-and-see strategy until the voters get fed-up with PR. It is then that they will convince the rakyat that PR is not fit to form the next government as their wakil rakyat are irresponsible people, betraying and letting their constituents down. Throwing tens of millions is peanuts to UMNO/BN. It will be money worth throwing and very much cheaper too because they do not have to spend so much as in past elections. Just getting PR State assembly/parliament members to resign can cause big damage to your party?? Ponder over this,please.

    It is possible for state goverments to create their own police force? I believe that’s the only way to ensure that police is impartial. What the police did in Perak convinced me that State-run police would have been better. We can change the role of federal police force to a role similar to FBI in the US.

    So Najib is saying if there is a by election , and BN is not taking part the police will not be involve.BN is a political party just like PR. If what BN spent during an election must come from BN coffers and not the tax payers momney.
    If the police spent millions on a by election which BN is involved then it should also spent the same amount on a by election which BN is not involve.
    As far as i am concent 95 percent of BN YBs are corrupted. I wonder how a person who was ban by UMNO for CORRUPTION can still be a Chief Minister. Where is MACC why no action taken

    Dr. M has a hidden agenda. He knows Najib cannot win; may even be routed! Then Dr. M together with his ‘battle ally’, Muhyiddin will press for Najib,s resignation, using the reason that the rakyat .have shown they cannot accept Najib as PM. So, Najib MUST GO otherwise UMNO/BN will lose their grip on power come next GE. They will say they are not against Najib but they are doing for love of UMNO and Bangsa

    As for the Crooked Bridge, there is no way Najib, like Dollah, will agree to it. The contractors are unhappy and blaming Dr. M for “playing them out” Hence, the reason why the bengkok bridge is so important to Dr M. ( “Hey! bagaimana Tay? Dui dah kirim tapi ta dapat projek. Engkau jangan tipu”)

    As far as I know, there is no provision in the Constitution to allow State Governments to do so. But assuming that they are allowed, how about you be Perak State Police Chief and I be one of the officers under you?     The Federal Constitution of Malaysia assigns the rights of maintaining a Police Force to the Federal Government. Therefore it is not likely that any state of Malaysia can have its own State Police like that of an American State.

    If Pakatan Rakyat has to gain control over the Police Force and the Armed Forces for Defence, then PR must struggle hard from now on in order to ensure a landslide win in the parliamentary seats by the 13th General Election.

    PR folks, please get ready for a good fight in the 13th GE. The people of Malaysia place a high hope upon you folks!

    Malaysia is now very “blessed” with TWO (2) PRIME MINISTERS, Tun M & Tan Sri Najib, 2 idealogies, 2 agendas, 2 heads better than 1, 2 visions, 2 administrations, 2 dreams, 2 camps, 2 Umnos, 2 bridges (one crooked one not crooked), 2 concepts, 2 slogans, 2 mentalities, 2 personalities, 2 generation gaps, 1 question 2 answers etc…Najib is PM by default, Tun M is self-appointed PM of Malaysia shamelessly to quench his big ego and his self-centred personal quests and self-glory. (The Star had to “ampu” this man & glorified him like “God”-their Saviour not ours). Who is our PM???Malaysia is like a lost ship sailing in the rough ocean without a navigator and a captain.A country with 2 PMs.One said “go ahead” the other said “don’t go ahead”, finally ship run out of fuel and God knows what happen next…wait for next change.Coming soon in all cinemas.
