Where is PAC report on AG’s Report 2006 before dissolution of Parliament?


I am asking for an urgent meeting with the Prime Minister, Datuk Seri Abdullah Ahmad Badawi to propose that there should be a special four-day meeting of Parliament within the next 30 days to dispose of all outstanding parliamentary business so that they will not lapse when Parliament is dissolved in less than 70 days for the 12th general election to be held.

One important outstanding parliamentary business is the report of the Parliamentary Accounts Committee (PAC) into the 2006 Auditor-General’s Report, which had created a nation-wide furore when it was tabled in Parliament last September, exposing scandals including:

• payment of RM224 for a RM32 set of screwdrivers;

• paying RM1,146 for a set of pens costing RM160;

• paying RM5,700 for a car jack worth RM50;

• the National Higher Education Fund Corporation (PTPTN) paying RM5.59 million in advance to 4,183 students who did not apply for a loan; and .

• the largest single case of misuse of funds in the Report — the RM6.75 billion scandal of six Offshore Patrol Vessels (OPV) that have either not been delivered or not operational and the increase of their contract price twice from RM4.9 billion to RM6.75 billion or 38 percent.

MPs and Malaysians were assured last September that the PAC members would be going through the Auditor-General’s strictures of criminal breaches of trust and financial irregularities in his 2006 Report with a fine tooth comb and would be demanding full public accountability and responsibility.

If the 11th Parliament is now dissolved without the PAC completing and submitting its report, it will be a failure of parliamentary scrutiny and responsibility for the 11th Parliament and a terrible reflection on the record of the PAC Chairman, Datuk Shahrir Samad.

Parliament is now in adjournment and its next meeting is scheduled to begin on March 17, which will be officially opened by the Yang di Pertuan Agong for a 23-day meeting for the Dewan Rakyat till April 23, 2008.

If general election is held within the next 70 days, then the 11th Parliament will not be meeting again.

This is why the Prime Minister should convene a special four-day meeting of Parliament within the next 30 days so that the Malaysian Parliament will not become a laughing-stock of the world with a host of uncompleted parliamentary business, especially as Malaysia is to play host to Parliamentarians from Commonwealth countries in the Commonwealth Parliament Association annual conference to be held in Kuala Lumpur in September this year.

If Parliament is dissolved without a special meeting, the work of several Parliamentary Select Committees would also be aborted, wasting months and even years of public hearings and meetings, resources and money without any result.

The Malaysian Parliament will go into the Guinness Book of Records of setting up Parliamentary Select Committees which do not submit reports whatsoever!

This will be the case with three Parliamentary Select Committees, on National Unity and Integration, on Integrity and on a Code of Ethics for MPs, as all the three Select Committees would not be able to complete their work and submit their report and recommendations to Parliament if Parliament is dissolved without any other meeting.

This would mean that the months and years spent by the Parliamentary Select Committees on National Unity and on Integrity, holding public hearings in various parts of the country would all go down the drain as their life-span automatically terminates with the dissolution of Parliament.

The third Parliamentary Select Committee on Code of Ethics for MPs, which is headed by Deputy Prime Minister, Datuk Seri Najib Razak, had not really started its work although the resolution establishing it was passed by the Dewan Rakyat in May last year and it had its inaugural working meeting in June.

The Parliamentary Select Committee on Code of Ethics was set up because of the “One-Eye Closed” scandal of the MP for Jasin, while the recent sex DVD scandal forcing the resignation of Datuk Seri Dr. Chua Soi Lek as the Health Minister and Labis Member of Parliament have highlighted the relevance and importance this Select Committee. Parliament, the Select Committee on Code of Ethics for MPs and its Chairman, Najib, will all becoming laughing stocks if noting is produced by the Select Committee when Parliament is dissolved.

My office has contacted the Prime Minister’s Office to ask for an appointment for me to propose to the Prime Minister why it is imperative to have special four-day meeting of Parliament before any dissolution for the holding of the 12th general election – especially as the Prime Minister has expressed hopes of having a First-World Parliament.

    Seems PAC or auditors general report are just for record only, no action, no review, no meeting, no re-assessment, no appropriate follow up, no perusal need!
    If “one eye closed” not enaf, can also “two eyes closed”!

    YB, you are asking pM Pak LAh to put his and BN’s heads under the guillotine for the Opposition to hack off during the election!

    This will not happen.

    The Opposition must come out swiftly with a brochure that highlight all these and other scandals in 3 languages and distribute them door to door, much more widely than Chua’s sex tapes. How about that?

    Can some poster like Undergrad2 underwrite the finance for this project? Hey, pass some of your idle US$ over before they depreciate further, man!

    I cannot help but there is a very serious dereliction of duties by our PM if he does not grant you that meeting and subsequent Parliament discussion on the above.

    We need those to be cleared up, one thing I will assure PM is that he will get more votes this time round if;
    a) he gives the press freedom (just a bit more will do this time round)
    b) put to trial all those under ISA, and promise that ISA will only be used on exception basis
    c) take active actions in combating grafts ( I cannot help but notice that Indonesia is more transparent on this issue, just look at their newspaper on an average week there will be one big case being hauled up in the court, whereas we are giving face to little napoleons).

    Frankly, I think closing the businesses as the Accounts Committee and Ethics Committee will be anywhere near the priorities of PM right now as he is struggling with so many other issues at hand, or sleeping over them as the case may be! Why add fuel to an already raging fire that’s cutting across Malaysia, fire that burns for accountability, competency and equality? The opposition might as well write into their talking points that this is another failure of a government that started off promising to make Parliament relevant and supreme.

    Those thorny issues are the last things AAB wants further discussions in the open. In fact, he is trying his damndest to make sure they never resurface again, much less just before the GE.

    In fact, I am also curious why the PAC do not seem to be showing any urgency or trying very hard to complete their report.

    Majority with internet access will know about all the scandals and misuse of funds but how about the those in rural areas. All opposition parties need to print papers, brochures or any form of media to be distributed to those rural folks…..!!!!!!!! We need their votes too…!!!

    Either that sleepy PM himself is being held at a knife’s edge by someone or some group for things that cannot be exposed to sunlight, or he has no guts. Simple.

    Personally, i would go for the first because the second doesn’t sound that convincing. If he has no guts, he wouldn’t even remarry.

    corruption cases and expose the rocks currently

    I strongly agree with what ENDANGERED HORNBILL and merdeka’s view. For example, I was born in JB, but until now I rarely can get any DAP information and news. Furthermore, that place have quite a large number of Chinese and Indian. So I suggest to do so.

    Well, what our dearest government did is a totally waste of our money. may be in the future, they will us RM10 to buy a mineral water which only worth RM1.5 per one bottle…

    YB Kit, they are just too busy assessing the ground to
    be bothered by uncompleted tasks ! If they think that
    their ground is still ” fertile,” they will call for GE soon.

    Otherwise, they will delay it and wait for the right time
    many months later or even next year. I’m not a political
    soothsayer but do take note not to pour in all your
    resources for the current run and should they push GE
    some months later, may find the going tough !

    the 900,000 : managemnt and staff of all gomen Universities ,other Kementrian and Jabatan staff nationwide (infact,there were so many department that we dun even heard before,i will reveal that next time!) our gomen forces should reduce to 500,000.
    choose the efficient and dedicated ones,pay them at least double from now!

    I dare to say, most problem left by the previous person. How to solve all problems with such short time, where all problems were accumulate for so long and already widely spread into every single sector in the whole country economy? You catch 1 guy and frost his company, country image drop a bit, country income drop a bit, KLSE will drop a bit, all also never mind. But who will care those thousands of innocent workers and their families? More people will force to look for a job and that will also make the job demand higher, which will cause the mid low income group suffer from a ‘no pay raise’ or ‘no bonus’ things. Worst still, more jobless people come out and rob/steal due to no way to sustain their family anymore.

    Expose them in the news is like a warning. If they don’t listen, there will be a way to teach them a lesson. Just like those recond car/used car dealers who are greedy and refuse to lowered the car price when the gov already reduce the tax. So the gov use naza to give them a lesson (please check the car price and do a research yourselves).

    I’m pretty sure, in our country current situation, it is not easy to solve these problems, even though put Mr. Lim or even Mr. Lee to sit on the chair. I felt PL did a fair job. If he go too extreme, he may lost his position and don’t know if the next PM will continue the previous TM’s way to handle the country. So, have to do it slowly and smoothly without triggering the bomb then end up with self suicide and kill other people at 1 time.

    Those who complaint about the inflation and declare themselves poor, cannot survive or etc, I hope you are really poor. Not having RM3k salary in KL and drive a vios (9 years loan) and have a double storey terrace house (30 years loan) and have 6 pcs of credit card in the wallet and shouting poor/unfair. Some even need to borrow ah loong (loan shark) for RM6k for her 3 children (still in secondary school) during school opening. What a joke.

    There are a lot more problems out there. Is that a problem that ruin your life? Or the chance for other people to survive/succeed? All depends on how you look at it. There is no absolute right or wrong when it come to public affairs. The root of every problem still goes back to our country economy, which the private sector is not strong enough to lead it and most also need the gov to push. (if want to argue on this factor, you can forget it and just blame yourselves why you are having higher salary than China but can’t create an fighter jet or space station and all other hi-tech thing or services).

    To answer someone’s comments, saying that the current PM is sleepy, I just wanna let you know that, if you can’t see the big picture, please ask people or do research or at least, use your brain to think 1st before post. You only can say he is sleepy if you can do better than him. But if you can do better than him, I don’t think so you will complaint over here, in stead, you are looking for a new way to make life better.

    When the country meet a chance to boost on the economy (due to the globalization effect), when everyone is focusing how to counter the problem that RMB$ raise (forced by USA and some Europe countries) cause the whole region countries need to raise their currency in order to survive but trigger a global inflation (short-mid term) / export difficulty due to less demand (long term), when the rakyat demand for being subsidized on everything but never know that the company who pay their salary is actually involve with those deals that they complaint about, which the gov ‘throw’ money out and sustain the company life. You wanna wear tie and suit like those white man, 1st you must know if you are qualify to have it or not. People sell satellite, you sell getah juice. Wake up. You only can wear shorts and t-shirt.
