False ICs of another kind

I’m a Malaysian who has been working in Singapore for the past 12 years. (And yes, I am a proud Kuantan-ite)

I just wanted to let you know of two incidents at the Kuantan IC registration department, and perhaps you may want to warn readers of your blog who are Kuantan residents.

Last April 2006, I went back on Good Friday to apply for my MyKad in Kuantan. After they had taken my photo, I was directed back to the counter, where I was told that I could not make my IC there, since the computer records showed that the last time I made my IC, it was in the Petaling Jaya New Town office.

I questioned the officer there, asking why my records could be accessed, but I wasn’t allowed to do it in Kuantan. A supervisor came over, and told me the same thing. Grumpily, I left, since I had wasted a trip there, and had gone back with the sole intent of making my IC.

In November, I made a trip to the PJ office, and upon submitting my application, the man behind the counter said “You lost your MyKad is it?” to which I replied “No, first time applying.” Then he said “You collected your MyKad in July, what. It says here.” And again I said “No, this is the first time I’m applying for it.” He then turned his computer screen to me, and asked, “Then who is this? This is you, right?” And to my shock and horror, it was the photo I had taken in Kuantan!

(At that point, I was too stunned to even know how the photo got there, and only recalled later that I was sent to the photo-taking counter before being sent back to the regular application counter.)

He must have thought I was lying to avoid the fine, and went ahead and processed my new application.

Feeling uneasy, I asked to speak to a supervisor/manager.

When I told the supervisor the situation, she punched my IC number into the computer, and she could only retrieve the information that was sent in just minutes before by the other officer. Apparently, any new information updates and deletes what was there previously, so once you enter in new information, there is no way WHATSOEVER to retreive earlier information. There is no backup, no records, nothing.

So she said “I can’t do anything, sorry.” I told her, “Well, what if there is a copy of my IC out there, being used for some criminal, terrorist or other activity?” Her reply was “just hope for the best.”

Reassuring, she was not.

My guess is that once the Kuantan people found out I was living in Singapore, and wasn’t going to be back to collect my IC for a while, they just processed the application–with whose name, and whose photo, there is no way of telling–and updated the information after the IC was collected. Since the new information would override the old one, there would be no evidence of any tampering. It’s the perfect system for making fake ICs.

If this wasn’t bad enough, when I met my parents at Christmastime, I told them what happened to me, and they said they had recently made their new MyKads too. They then told me that they had to pay RM10 for three photos each. “What….” I said, “it’s now all digital, what photos?” So my father went over and pulled out six polaroid photos from the drawer. “IC photos lah,” my dad said “they took these and scanned it in.” This was the most ridiculous story I had ever heard

Not being very tech-savvy, these crooks sent my parents to the little shop in the building to get their photos taken. The sort of shop that does photostatting and IC photos before digital cameras made this part of their business obsolete. But the Kuantan IC office people have a side business where they fleece innocent or uneducated folks of RM10 for an absolutely unnecessary service!

Something is rotten in the state of Pahang. And it’s the Kuantan IC Registration Department.

I am not sure what can be done, if anything. There is no crime to report, and anything else such as any kind of letter, will be summarily ignored. And if applicants are asked to go over and take their photos, only to be told later of some lame excuse that they are unable to make their ICs, there is no way of getting them to delete the photo they just took of you either.

    initially there are illegals made citizens to vote for them, then there are the army, police and other gov servants whose votes float around to buffer up areas where their vote counts are low, then there are long dead citizens who can wake up from their graves and vote for them, and now they can split an IC holder into multiple people so that the clones can vote for them too…
    i wonder if i were to access the national records, will i find that there are actually 50million malaysians on record rather than the current 27mil?

    kind of worrisome, from your case and example, is it true that some fake ICs have been processed and collected by someone through the NRIC computer system ? Some higher authoritites should explain and dispel such fears .
    How to go to the NRIC dept. to do processing now ?

    Shouldn’t a Plocie Report be made to safeguard yourself if anything untoward were to happen in the near future ? So, police stations will be full of reports of such kind of fake IC’s ?

    Or is it that lodging a complaint / report to LKS’s blog is sufficient prove ?

    Now, is the photo taking scam rampant everywhere around such dept. ?
    More doubts and worry ?

    and to DiaperHead, are you being influenced by the two binatangs to come up with such a comment? be a little more sensitive of other people’s plight. will you say something like “oh i must be so famous and lovable for them to make a copy of my IC to be like me”, when the bank comes chasing after you for some loan that you apparently took? this is a big problem, not one about changing diapers.

    i am all confused, and i am sure all citizens are perplexed and will complain, that is ,

    if your address and hometown is in KUantan, why is there is necessity to go to the P.J. Office to do your IC ?

    If you have shifted and changed address, are you required to go back that far to do your IC ?

    what man ?

    how to get explanations ? all still sleeping ?

    What has Good Friday got to do with it? Perhaps you should have applied on Christmas Eve? One has to do with the resurrection of our Lord the Savior and the other with His birth.

    All innocent Malaysians are being fleeced on way or another, by the departments and vendors providing other services to facilitate government applications.

    I was once forced to pay extra by Malaysian government officers for the lamination of my house’s CF, my passport’s transparent plastic cover ,and was told that they were contributions for their sports club. What a crap! And yes, there is a very high possibility of them rejecting your photos taken elsewhere and it will have to be taken it again by the service vendors at the departments.

    This is outright extortions!! And don’t tell me that their department heads are oblivious to all these hanky panky business that is going on under their noses. And the double whammy is AAB is proposing to raise their salaries!! Vote BN out!!! Now!!

    Now I only know that, Malaysia goverment ask all the rakyat go for MSC.. and become more high tech, and of cause integrity and more informatic when we want to get technology.

    Is ok, if we don’t have the technology now… (actually consider late, but we still accept), since we have so many high tech company in town, just hire 1 or more companies to do the necessary programme for JPN, anyway the Co may charge the as high as they able…

    YB Lim, can trouble you to write an official letter to Dato’ Mohd Abdul Halim, Ketua Pengarah of JPN to clearify this matters.

    This not a small issue, fraud case, criminal case or even terrorist act will cause by this…

    Setu, you can do ur IC at any JPN office, it does not matter i PJ or Kuantan…. Nowaday computerise ma…

    The other department I would like rakyat look into is JPJ & Immigrantion Dapartment… I realise they are improving… hope they will not stop there… I actually very appreciate JPJ way of settle matters, and the public relationship officer is nice…

    Undi Hantu matter, we can arrgue la.. but it we able to get the witness and evidence… we should shot them kao kao… As SPR officer said, if the people come and vote have leg, they are not hantu.. haha…. [but all of us know what it actual happen]

    YB Lim, you have to be strong and tough, I personally very support you… But i am not under your area, so can’t vote for you.. but i ask my friends who in your area to support you always…

    How can the government implement a system that has such a basic flaw? Any idiot would quickly find out that there is a loophole that can be exploited!

    I emigrated to another country 25 years ago and took up citizenship 2 years later. My name is still in the electoral roll !!!! It has a new mykad number too.

    setu: making a police report isn’t possible, since there wasn’t any actual crime. and there is no proof even of the photo that was taken in kuantan, since the photo from my new application replaced that one. and unless something actually happens, there is no way to prove that there is a fake IC in existence.

    like you said, there was no necessity at all to go to PJ to do it. but all my reasoning was met with “tak boleh.” both officers insisted that there was no way to process my application in kuantan. which is idiotic, since the whole purpose of computerisation is to allow records to be accessed from anywhere! i did ask the supervisor in PJ if this was true, and she immediately said that there was no such restriction, and i should have been able to make my IC in kuantan.

    in short, what they told me was rubbish. no matter where you live, or where you used to live, or where you applied for any previous IC, you can make a new one anywhere in malaysia. except kuantan.

    ah lau: the illiteracy of your short and fat neighbour in Desa Boleh neither makes a point, nor contributes to the discussion. your skepticism of my situation does not make it untrue, so your accusations are quite frankly, of less substance than my “tale”. like i said above, what’s there to proceed further? do you REALLY believe that the police offers are willing to pursue anything, without any actual incident, or any physical proof? even if one day, as many other malaysians have experienced, i receive a RM30,000 phone bill or electricity bill, or credit card bill, there is no way whatsoever to prove it wasn’t me, since the phone/electricity/credit card account would have been set up using a “real” IC bearing my exact information.

    fullofdarkness: yes, i absolutely agree that service at JPJ has improved tremendously. the same trip i tried to make my IC, i also tried to re-make my driving license (i lost both items at the same time). the JPJ officer told me that i could not make my drivers’ license without an IC. because the IC is a first-tier identification system, and drivers’ licenses are second-tier, you need the IC to pretty much make anything else. BUT he was polite, helpful and efficient, and issued me a printout of my drivers’ license details, and stamped and signed it as an official copy, in case i was stopped while driving. i was very impressed and grateful to him.

    How could the Kuantan office process the Mykad without the writers signature? Yes, he said a photo was taken but the Mykad was not processed as his original came from PJ.
    At the PJ office the officer could have verified its authenticity by checking the writer’s thumb print in the Kuantan-made -IC.
    Something is not right here but then in this country nothing seems to go right.

    I don’t understand… something is not right. Allow me to share my experience. My original old IC was made in PJ as well. And I made my new IC in Perak. No problem. They even have the capability to key in the system to allow me to collect the new IC at the JPN of my choice, and I chose Shah Alam. If the writer story is true, then someone should investigate the Kuantan IC registration department, as making false IC is a very serious crime.

    Most worrisome indeed! The government we have today is rotten to the core – corruption and daylight robberies are everywhere in all government departments. Things have gone so out of control, the whole govt machinery has gone ‘kaput’ .

    We gave up on the Police, ACA, JKR and now we
    cannot even trust the National Registration Dept(NRD) with our personal info/particulars which are supposed to be ‘private and confidental’! What is going on?!

    We see despicable morons in the form of UMNO MPs, vulgar-mouthed and uncouthed, one wonders how could they have been allowed into the August house?

    Guess we Malaysians deserve it all, don’t we? We have ourselves to blame for the situation that we are in.

    We allowed them, gave them a ‘free-run’,
    We voted them in,
    And we gave them the two-third majority to RULE us, to ridicule us and allow them to conveniently deplete this nation’s wealth.

    We never learn, do we?

    The recent by-election in Machap and Ijok are proof that irresponsible Malaysians have short memories. Each time UMNO, helped by their MCA, Gerakan, PPP and MIC colloborators hang out their carrots/goodies, the people forget everything. They don’t seem to realise the hypocrisy behind those actions.

    Racial polorisation and religious intolerance has never been worse and the irony is, Malaysia will celebrate the 50th year of Independence in 3 months time – 31 August 2007.

    Malaysia I weep for you.

    With everything ‘automated’ like the Autogate (when working) and SmartPass, crooks with illegally created real documents (like suggested above) could just walk in and out of Bodohland with ease.

    Thats why real First World Immigrations like USA, UK, Australia etc still have immigration counters manned by real people. Only Bodohland makes it simple for crooks (under the “Boleh” scheme).

    I would advise R.Q. to make a full police report. Don’t worry, things can still be traced even though erased, if a good IT man (repeat, a GOOD IT man) is employed. Protect yourself.

    It is not surprising really. Who actually checks all the confiscated products like drugs, pornographic videos, weapons, banned substances etc? Do we have an independent committe to look into the propoer disposal of this materials or are we taking the govt’s word for it that it has been disposed off!!!

    Our personal information is the same. Who is seeing that personal info is not misused or sold to the highest bidder? How can advertisers get our personal data to send us sms, phone calls etc? Who is giving them this information? It really frightening!

    Please do not ask YB Lim to waste his time. All these unusual happenings , not only in JPN but all over the government sector the Ketua Pengarah are in the know and all these are done with the blessing of UMNO to defraud during election time. Look at Sabah where millions are given false ICs. Do you think the KP do not know about this. This is the reason why UMNO keeps on winning the election because there are still a lot of naive people around, not only in the Kampung but also in the city and these people had exposure to know what is going on in the blog.

    As what I had described above and with threat, massive cheating, gerrymandering and a horde of tricks, we really cannot fully blame the people for putting the sick to the core UMNO govt. in. We all know they are devious which are clearly supported by their many acts to devoid the people of the right information. Their strategy of divide and rule has served them well and they will keep on hammering on NEP for the Malays because this will make the Malays, esp. those ignorant kampung folks who will keep on rainbow chasing and many do not understand what is cronynism, corruption, good governance and credibility. Look at Machap and Ijok; the simple village or kampung folks are easily deceived by their instant gratification that comes pouring on them. Try doing this to the urban folks and they will be booted out twice faster and still they will say that the urban folks had already got what they wanted and are ungrateful to them.

    That is why as according to Jong who said “Guess we Malaysians deserve it all, don’t we? We have ourselves to blame for the situation that we are in”. I really do not agree that the blame should be on the voters. We must remember we are a developing country and there are still more than 60% of the people who are ignorant, maybe 40-50% who can’t even read or write. Sometimes because we are ignorant we get cheated, but it do not mean that the ignorant deserve it. They are just too devious and has the power to indulge in massive cheating and fraud and it is not easy to dislodge them through the ballot.

    Remember it took the people of Philippines twenty over years to overthrow the corrupted Marcos government through peoples’ power. The question is can we do this here after 50 years???

    Actually i did think of changing citizenship previously but did not do so because i still do love my hometown but now with something like this happening, it is quite frightening. Who knows, maybe when i really do apply to have a change of citizenship, the registration department might tell me that i have a criminal record or a bankrupt or some shit like that…

    Setu: Placing a police report was difficult, as no crime has actually taken place. I didn’t have to go to PJ to do my IC the first time. It was purely out of convenience, since I happened to be there. You can make your IC at any JPN office in Malaysia, no matter where you used to live, where you are living now, or where you made your IC previously. Even the officer in PJ told me so when I told my story to her about not being able to do it in Kuantan. So the whole Kuantan episode was all lies. “Tak boleh. Mesti balik PJ. Kalau saya mahu tolong pun tak boleh” is what they told me.

    I can not PROVE there is another card floating around. But the three facts that point to it are: 1. the officer said “You collected your IC in July, right?” which proves that someone, somewhere collected an IC supposedly made by me. 2. the fact that my photo was there in the system, despite never actually finishing my application and 3. No trace of records tells me that someone knows this loophole and is exploiting it.

    ah lau: Believe me, I have better things to do with my time than make stories/rumours up for fun, or post comment on blogs that don’t contribute anything to the discussion.

    Libra2: They don’t need my signature to send an application through. Any signature, photo, address, or other details–including fingerprints–could have been put on the card; because they can update/alter all the info immediately after it is issued. Leaving no trace of the fraud. If another person’s photo was used, with that person’s signature, then collecting the IC would not raise any alarm.

    MSC is another mega project to invited many big IT companies to invest in Malaysia. One of the carrot used is the MyKAD whereby important information for an individual Malaysian can be loaded into.
    Most of those invested here are ‘promised’ of some job with incentives and good returns.
    Why many projects did not lift off is because of those ‘middle man companies’ where information supposed to to channel over to these MSC companies are not very clear and also on the payments.
    So, having to see how PSD trying to upgrade their operations into more IT supported system tells us what level of communication been carried out. Whether all ‘parties’ involved in the system are working together or each of them are more concerned about their ‘cuts’.
    So, we have to understand these ‘sideline stories’ within the system which causes the delay or ‘mistakes’.
    Top brass cannot blamed those executing these exercises because they also have not idea what could really go wrong and who actually overlooked the process.
    Only thing wise to do isto cover it up with another ‘refurbished’ version to the older one.
    That’s why, BN coalition is the Greatest Carpet Merchants of all time.
    They knew which carpet to use for each events and how big the size required to ensure the truth are not noticed.

    This is my 2 cents explanation why it happens.
    1) First and foremost……..Kuantan is the capital of Pahang(UNLESS THEY CHANGE IT WITHOUT OUR KNOWLEDGE).
    2)Who is the most powerful politician in Pahang?your guess is as good as mine.
    3)which powerful politician almost lost in the last GE?Well…your guess is as good as mine.Now the interesting part…….
    4)Isn’t Pekan in Pahang?….now the most interesting part……..here goes…
    5)Who needs to win badly come next GE..i mean in Pahang…..with thunderous votes?
    Well…….there you go…….why all these are happening right in front of our eyes.

    Wearing religion on your sleeve could be a liability when dealing with government officials especially when you are not a Muslim.

    Their training in handling the software may not be adequate and standard operating procedures may not offer a solution. My guess is someone has proceeded to process your application but does not know how to ‘delete’ and may need his superior officer to do that. For some reason he or she chose not to call for the officer’s assistance.

    So let’s not make a mountain out of a mole hill. You are dealing with a country which takes pride in building tall buildings and modern infrastructures but without the mind to handle what comes with the modernization.

    Wow! It is really shocking! I can’t imagine such an important system do not have any audit trails in the system. I guess we can’t tell who or what users of the NRD dept has look into whose record at all???? Malaysia really boleh huh?

    Look this is only the tip of the iceberg!

    Do you know how many faked Malaysian passports are being used by Chinese and Indian nationals to enter countries abroad?? How would immigration officials from these countries know when they see faked Malaysian passports?

    A senior official of a Malaysian High Commission confided in me that the problem is serious as the fakes are good and are issued abroad – and so long as they are used to enter foreign countries there is no way of telling. In some cases faked birth certificates are being used to obtain passports in Malaysia.

    Sometimes they are issued for a price.

    Anyone encounters a person having 2 genuine IC , one old IC and one MYCARD?

    If you are one of the good friends to the NRD’s staff, you can keep your old IC as souvenier. Believe it!
