		<description>How else do you think...RM28 billion per year on overpricing cam about?
As long as there is millions in each project...you can be sure.. all projects will be overpriced...or sound like right prices with sub-standards items supplied..to change again.....after a year or two.</description>

Just a matter of interest I hv copied this from NUS site and paste it here:

Some highlights of our achievements in Research in the past financial year are 

NUS was awarded its second Research Centre of Excellence (RCE) – the Cancer Science Institute of Singapore – following last year’s Centre for Quantum Technologies, with funding of $172 million over seven years 
over $18 million was awarded for two projects undertaken by the Faculty of Engineering on membrane materials and spintronics.
$13 million was received for six projects undertaken by the Interactive and Digital Media Institute
$10 million was received through the NRF Competitive Research Programme Funding Grant for Lipidomics.  Similar amounts were also received for 3 other projects in energy, spintronic and graphene research.  
NUS is in collaboration with the world’s largest non-profit cancer research institute, the Ludwig Institute for Cancer Research, to set up its first Asia branch for translational and clinical cancer research. 
Energy Studies Institute (ESI), first such think-tank in Southeast Asia, was established to make Singapore a centre for strategic research on energy
Solar Energy Research Institute of Singapore (SERIS) was set up, with support from the Economic Development Board, to conduct world-class R&amp;D and train specialist manpower.&quot;

I dont know if the info disclosed by NUS is complete. In other words I am not sure if the total r&amp;d fund for nus is as noted. But considering that our r&amp;d allocation is concentrated in just a few universities, then really our r&amp;d fund is not small at all, in comparison. That really makes the case worse for our universities. Our universities ranking dropped not because of lack of research fundings. Our ranking dropped inspite of substantial fundings.</description>

		<description>If we talking about abused of tender process in the awarding of contracts. Thing like over pricing etc. What else can be expect the abused on R &amp; D funding? R &amp; D funding is the most easy to being abused as nobody can justify how this fund be spent and what the results that it has come up. On the other hand it can be say any R &amp; D results can also be easily justifiable as no body can easily how the results can be measured unless.

We can spent billion on R &amp; D on so call education but the saddest fact was we can have a stream of teaching staffs from primary right up to the university level.

Malaysian is go to pay its price as time to come without serious looking at revolutionized its education system.

For the past decade since Mahathir time until now our education system has been deteriorating. This also answer what private school and the Chinese run Independent school was so popular now then ever. This also compounded with the rise of China, with expert predicting Mandarin is  must known language in the very near future.

Malaysia can take the lead but with the shortsightedness of the politician they are still worry the ethic Chinese will take over their right. This mentality may be true in the past but not now. 

Indonesian/Vietnam/Thailand and even Cambodia is catching up.</description>
