Question on Ketuanan/Kedaulatan Melayu


(On Wednesday, I asked the Prime Minister what steps he had taken to promote the Bangsa Malaysia objective of Vision 2020 in the face of worsening racial polarisation with greater communal clamour for “ketuanan Melayu” and “kedaulatan Melayu”.

Placed No. 29 out of 97 questions, it did not come up for answer on the floor of the House in the 90-minute Question Time.

The following is the written answer from the Minister in the Prime Minister’s Department, Datuk Seri Nazri Aziz which completely avoided the question by not touching on the rising crescendo in the assertion for “ketuanan Melayu” and “kedaulatan Melayu”:)

Tuan Lim Kit Siang minta Perdana Menteri menyatakan langkah-langkah yang beliau ambil untuk memupuk objektif Bangsa Malaysia sejajar dengan Wawasan 2020 memandangkan masalah polarisasi kaum kini semakin memburuk berikutan dengan bunyi riuh komunal mengenai “ketuanan Melayu” atau “kedaulatan Melayu”.

Jawapan: Sepertimana Ahli Yang Berhormat sedia maklum, perpaduan dan integrasi nasional sememangnya merupakan salah satu aspirasi utama Kerajaan. Kita percaya bahawa sebuah negara bangsa yang utuh hanya akan dapat lahir hasil daripada perpaduan yang teguh dan mantap.

Bagaimanapun, negara yang aman dan makmur tidak mungkin lahir dengan sendirinya. Atas kesedaran inilah maka Kerajaan senantiasa berusaha untuk memastikan agar pembangunan ekonomi negara terus berlangsung dengan pesat, di samping memastikan agar tiada mana-mana golongan yang merasakan mereka ketinggalan dalam arus perdana pembangunan negara.

Di samping memastikan kesaksamaan dan keadilan ekonomi di kalangan rakyat, Kerajaan juga turut berusaha untuk memupuk semangat kekitaan melalui system pendidikan, program-program perpaduan negara, program latihan Khidmat Negara dan pelbagai inisiatif lain.

Sesungguhnya Kerajaan percaya bahawa kita akan mampu membina sebuah negara yang aman, makmur dan bersatu padu sekiranya semua pihak dapat sama-sama berusaha untuk membina semangat perpaduan yang jitu dan kental.

Di samping itu, saya juga ingin mengingatkan semua pihak bahawa retorik yang bersifat perkauman – yang berpunca dari mana-mana kaum sekalipun – akan hanya menimbulkan suasana tegang di kalangan rakyat, yang pastinya akan membantutkan usaha ke arah mencapai matlamat perpaduan nasional. Saya percaya bahawa keadaan antara kaum tidaklah begitu buruk sebagimana yang didakwa oleh YB Ipoh Timur. Namun demikian, kita harus senantiasa berwaspada agar keadaan aman dan makmur yang sedia ada ini tidak akan diganggu gugat oleh mana-mana tindakan yang akan membawa kepada perpecahan dan perselisihan faham di kalangan rakyat.

    No need to ask these bunchof morons. They will not say anything and will deny everything. EPU still says bumi equity is only 19.4% after all the evidence given by professor Lim. Not only they have not substantiate how they arrive 18.9% they still maintain its correct without having to substantiate. these BN/UMNOputras are a bunch of racist morons out to marginalise nonmalays. ketuanan or malay colour/race to them is supreme, you can ask/say what you like.

    Its been quite a while but they still cannot reveal to all and sundry their METHODOLOGY in arriving at 19.4% or 18.4% Bumiputra equity stake. We are just to accept all the mumbo-jumbo that is told to us.

    Question remains: Why are the Bumiputra still lacking behind? Are they still not trying to catch up? But if you include the wealth of Malaysia’s richest man, Daim Zainuddin, who has stashed his billions overseas, and alot of others, then the figures might be very different.

    “Hmm… Go read back on Malaysia’s history people.” I think that would be their answer.

    But where I live, I really do agree the state of “racial hatred?” not at all prominent. I mean, the leaders can bicker and say it is a big issue (and by actually saying so, it IS putiing in the people’s minds that there IS inded hatred happening). But we the rakyat can really change our mindset, our everyday living, our perceptions. It is all in the head. WHo says racial unity is a far cry? And we dont need the leaders to tell us to live in harmony, there ARE people who ARE living in harmany regardless of race in Malaysia.

    These are the people who have friends in high places such as the AG’s Chambers and the PDRM, so no chance of imposing anti-sedition laws on them.

    Perpaduan dan integrasi nasional sememangnya adalah salah satu daripada aspirasi negara. Ingin saya tanya YB Menteri: diatas landasan apakah perpaduan and integrasi ini perlu diasaskan? Mengikut fikiran and pandangan yang sempit yang bercorak keagongan budaya, fikiran and ugama orang-orang Melayu atau pun berasaskan budaya yang lebih liberal dan berbilang kaum. Ini lah soalan pokok perlu dijawab. Buat apa cerita sini sana tanpa menyentuh perkara pokok. Kalau masuk exam, jawapan macam ini hanya boleh dapat lulus sahaja.

    Well, even our ex-Umno guy MM just recently reminded everyone to stick to the Merdeka contract (God knows for how many years? Eternal?) and to honor and accept ketuanan Melayu.

    That’s why the calculative MM is smart. He engineered and evolved himself from one subservient ethnic group to the dominant master ethnic group. When you can’t beat the system, join the system. Senang saja!

    They may claim that they are humble people, but which race on earth will claim that how could it be that there wont be any Malay on this earth??? if you go deeper into this question, it is actually very arrogant!!! The biggest race on earth also dare not ask this question as it is arrogant to the highest order or to the core!!!
    My answer to this question is that why not??? if only certain virus will attack only certain race without cure, that particular race will be wiped out in no time!!! So be humble before God & dont discriminate other races in this world who are created by God!!!

    Yes, we are getting closer to Zimbabwe, but first we will catch up with the Philippines.

    NEP, as defined by UMNO, will last until 2050. APs will continue to be given to UMNOputras until 2020. There will be no transparent tender exercises for government contracts until 2050.

    When we become a net importer of oil in 2012/2013, the stealing will intensify because Petronas won’t be able to give the dividends that it has historically been able to give. Then we have to export our womenfolk to places like Hong Kong, Shanghai and Singapore to work as maids as they can make more there than back home. Domestically, UMNO will intensify their links with the Armed Forces and with PDRM to continue their blatant thefts. Sounds like the Philippines, right ?

    A quick synopsis of the international “successes” of Ketuanan Melayu:

    1. Ranhill goes to Sudan and bids on a contract. It loses US$50 million.

    2. Peremba goes to Sudan and bids on a contract. It too loses US$50 million.

    3. Mechmar goes to Tanzania and builds a US$160 million power plant. Last I heard the deal is going through its second arbitration.

    4. Celcom goes to Tanzania and wins a mobile licence. It got terminated for non-performance and wrote off US$15 million.

    5. TNB goes to Pakistan and buys a power plant (Liberty) at inflated price, and now has a single digit return.

    6. TNB buys a coal mine, with the connivance of the then chairman (JJ) and some UMNOputras, and then writes off the investment of several hundred million US Dollars.

    7. On a much smaller scale, Badawi’s family opens a restaurant in Perth, and then it went out of business 6 months later.

    8. Recently, Maybank announced the purchase of a controlling stake in BII Indonesia at 4.6 times book, when even banks in Hong Kong are going for 3 times book.

    All these people must have learnt their ketuanan business skills from Bolehland. In Bolehland, all you need are connections so that if there is a problem, the government bails you out. If you get into a legal mess, the judiciary bails you out.

    Look at AirAsia today. It reports a profit when the profit actually comes from “disputing” and owing landing fees to MAHB since 2002. Look at NAZA – it still owes the Treasury hundreds of millions in unpaid import duties. Look at Perwaja and the hundreds of millions of unpaid power charges to TNB ? What ketuanan acumen can these people really boast of ?

    Where has all the money gone? Certain privileged people are still greedy – they want more, more under the wonderful magical open sesame of NEP and Ketuanan/kedaulatan Melayu!

    It was 18.4% in December 2006 when the PM and his deputy promised to reveal EPU methodology. It is now 19.4% one and half year later. At this rate, by 2022 it would read 29.9%. It is not yet 30%and the methodology would still not be revealed.

    There will be no genuine racial unity as long as UMNO is in power. Evidences are apparent that they are doing everything to divide the races for reasons many of us knows. Mahathir until today is still doing it. There is only a veiled effort to hood wink the people that something is being done for racial unity like the the national service which is more in servicing somebody’s coffer.

    How do you go about ‘closing down’ political parties, associations and societies when Article 10 Malaysian Federal Constitution 1957, guarantees citizens freedom to form association?

    What else to expect from a moron who called those thousands of Indians who gathered merely to raise the issue of thier legitimate rights as the citizens of the country,as `penyanggak’ or crooks.

    This moron doesn’t seem to understand the fact that,if the govt of the day had been fair to all Malaysians irregardless of race and religion,organizations like Hindraf wouldn’t have existed in the first place.

    Since the govt feels that the malays are still backward compare to the other races in Malaysia,even after enjoying all the priveleges which came along with the NEP for more than 3 decades,I suggest that the term ketuanan melayu’ be changed to ‘kelemahan melayu’.That will be an appropriate term now.

    The first person who started this Ketuanan Melayu thing should open his or her eyes wide enough to see just how great Melayu are. I agree with some of the comments here about some Melayu still lacking behind. They are still poor. They stll don’t have an education. If this Ketuanan Melayu thing is so great, then all the Melayu should be equally great and not just a certain quarter belonging to UMNO. This issue should be directed to the Melayu themselves and should be answered by the Melayu themselves. In that way, non Melayu will not be accused of being racist. Then are these unfortunate Melayu going to blame the non Melayu for the situation they are in ?

    PM just know to say National Integration is important.He never take any action to prove it.So he just finding an excuse from being “shoot” in the parliament.The officer under him,can say the word,”Kalau tak suka ,keluar dari Malaysia,Ini Negara Islam”.This is the words that show that PM is not really want Intergration to be.Once intergration occur,races will combine and band any activity that harm to them without care about who is doing the bad job and what is his race.The people will just know how to unite without care about their races but to kick off the “rubbish” from dominate them.Besides that,we can see that PM does not care about his officer’s word which will harm other races.This show that he can’t train his fellow be more polite in the parliament.I think any non-native in Malaysia will say that is rude.Rude and shame to the country.Furthermore,for the statement PM said government always try to improve the economy of the people and nobody will be left out.But in daily we can see that there are many non-native been left out.For example,many big projects have been given to the big company of who the director is a native.We can’t know the detail why most of the project and Malaysia Plan are given to the native company but not non-native company.And the term and condition are not clearly stated.Last time,I saw an article from newspaper than I haven’t prove it reality,It is written there.If a lawyer company want to have cooperation with the National Bank,minimum shareholder of the native must be at least 40%.What the plan is this?This is how PM want to enhance the Integration of Nation

    Whether or not our Malay brethens realise that they have been played out by UMNO all these years is a matter they have to resolve. As fellow Malaysians we should continue assisting the poor irregardless of skin colour.

    Should we intefere in the Ketuanan Melayu debate then we will only be used by UMNO to heighten the insecurities of our Malay brethens and use us as scapegoats for any failures. My advice is let us continue to assist those that need our help, but stand aside and let our Malay friends realise that all this propaganda by UMNO is only making a priviledged few richer but the majority poorer.

    We should all rise up to the occasion and take up the challenge to make this country a just and great one. Continue highligting corruption and abuse around us without directly questioning Malay rights. There are a thousand ways to win a chess game and our greatest challenge shall be to fight injustice without raising sensitive issues.

    Call me an idealist but in time our Malay brethens will realise that meritocracy is the best policy to eradicate poverty and make our Malaysia a great one. In the meantime let’s continue to guide and assist our Malay brethens in whatever way we can. After all, not only do we owe this much to our Malaysia, tanah tumpahnya darahku but we owe it to the future of our children. Otherwise this country is doomed to a path of perennial mediocrity.

    Nowadays,the standard of living of Melayu are higher than our non-native.Please observe your surrounding who is one that living in a big house?Who is the one that driving a big car?You can observed that most the percentage of the Branded car owner is Melayu and the biggest house is Melayu Officer,and some other Melayu who having cooperation with the government.You can see that at some place of Malaysia,there is no Chinese hawker at the roadside.But there are Melayu hawkers at the road side.I heard my neighbour said last time,it is impossible for non-native to open food stall that just beside the road.The Majlis Perbandaran will come and break your stall.But the condition is different for MELAYU.They can have the stall beside the road.But the over things is.THE SO CALLED MAJLIS PERBANDARAN EVEN BUILD THE HOUSE FOR THEM TO CARRY OUR THEIR BUSINESS JUST BESIDE THE ROAD SIDE!!!AND TNB WILL COME AND SET UP THE ELECTRIC METER FOR THEM!!!THAT IS WHAT I SAW UNTIL NOW.NO CHINESE HAVE BEEN TREATED LIKE THIS.FOR CHINESE THERE ARE NO MAJLIS PERBANDARAN AND THERE WILL NOT HAVE TNB BUT THE ONLY THING HAVE FOR THEM IS EXCAVATOR!!!!!!!!! SO UNFAIR.If Melayu say.This is because they are native.But they are wrong!!!We pay the duty same amount as what Melayu did,we even pay more than them!!!And have you even seen that Government give money to build a temple,a church…???the answer is no.But Government receive the tax from different races.And they give it to Melayu to build their mosque!!!

    The Jab.Perpaduan (JPNIN) failed in their responsibilities to oversees and implementation of the national intergration policies.

    The Depatment demoted where once in the PM’ Depart and now with KEKWA renamed the Ministry as Unity ,Art and Culture .The Ministry is currently lead by a Sabahan MP Shafiee Afdal.

    80% of the Jab.Perpaduan (JPNIN) staff are unable to transform and what more to say to promote unity among a multiracial society like Malaysia. The established Kawasan Rukun Tetangga (KRT) almost all in the Malay Kampungs / Estates.Each KRT was allocated with a Goverment Grant RM4800.00 yearly. According to Dept the Jabatan had established 3500 KRTs through out the Nation with yearly allocation of not less RM Millions (3500 x RM4800.00).

    The main function for KRT Members are to built crowd for BN Minister’s Ceremonial functions. Majority are malays / Bumiputra (for Sabah/Sarawak).They will be fed with Nasi Bungkus and a bottle of mineral waters for one day function.Tpt will be provided.
