		<description>Dr., if you have a chance to attend those meetings conducted by the various Ministries and OGAs. you will soon realize the futility of all the substantive arguments you have put forward. there are endless meetings over similiar topics with no conclusion. It is too common to see the same topic being discussed by different Chair from the same ministry!. The musical chairs keep on turning with no aim and datelines keep moving. In such environment, how would one find the staying power just to attend meetings and eating kueh-mueh and drinking tea made essentially of sugary water! By the end of the gathering, the sugar in the tea would certainly dulls the mind.
The suCCESS of the local SMEs can be said to be 'in spite of the negative procedures' of the OGAs, they still can compete!!!
After 20 plus years of 'easy contacts', many in the civil service do not have the desire to change. Maybe we would, upon the exhaustion of the underground wells!</description>
