Ling Hee Leong – what has happened to my 11-year-old ACA report over his RM1.2 billion corporate wealth?


(Media Statement by Lim Kit Siang in Ipoh on the eve of nomination day for 12th general election on 23rd February 2008)

The Prime Minister, Datuk Seri Abdullah Ahmad Badawi said on Thursday that he would present a progress report on the government’s performance from 2004 to 2007.

When he took over as the fifth Prime Minister more than four years ago, he took the country by storm with his pledge to be “Justice Bao” to eradicate corruption and all forms of abuses of power, culminating in a National Integrity Plan in May 2004 after Abdullah’s unprecedented 2004 general election victory, crushing the Opposition and commanding over 91 per cent of the parliamentary seats.

A few days ago, the Police and the Anti-Corruption Agency (ACA) announced that they have cleared all the prospective candidates for the Barisan Nasional for the forthcoming 12th general election, formally beginning on Nomination Day tomorrow, presenting a slate of BN candidates which symbolizes integrity and incorruptibility.

If the Barisan Nasional slate of candidates for the 2008 general election all stand for integrity and incorruptibility, then let Abdullah and the MCA President, Datuk Seri Ong Ka Ting explain what has happened to my 11-year-old ACA report in June 1997 calling for investigations as to how the announced MCA Parliamentary Candidate for Gopeng, Ling Hee Leong could at the age of 27 embark on corporate acquisitions exceeding RM1.2 billion in a matter of months and whether there had been improper use and influence of his father, Liong Sik’s political and Ministerial position.

Liong Sik was at the time the MCA President and the predecessor of Datuk Seri Chan Kong Choy as Transport Minister – with Kong Choy now mysteriously announcing that he would not be seeking re-election citing health as reason, although “political and good governance” health connected with the RM4.6 billion Port Klang Free Zone (PKFZ) bailout scandal appeared to be a greater “health” consideration.

The RM4.6 billion PKFZ bailout scandal, the first biggest financial scandal of the Abdullah premiership which is greater than the first financial scandal of the 22-year Mahathir era – the RM2.5 billion Bumiputra Malaysia Finance (BMF) scandal 25 years ago will be a major subject concerning corruption and integrity in the 12th general election campaign, which I will dwell another time.

In July 2003, the ACA announced a new policy of transparency to be more responsive towards public demand for information about its investigations, viz:

• The ACA will keep all complainants informed on the status of investigations into their reports if they want it.

• Heads of government departments will be informed of the decision of the Attorney-General on investigations involving their subordinates.

• The ACA will issue statements about cases that are still under investigation if it feels necessary, including those already decided by the Attorney-General.

However, after 11 years, I have still to get a proper report on the status of ACA investigations into my June 1997 report to the ACA as to how Ling Hee Leong, son of Liong Sik, could at the age of 27 embark on corporate acquisitions exceeding RM1.2 billion in a matter of months and whether there had been improper use and influence of his father’s political and Ministerial position.

This is the first double test – not only of the four-year Report Card of Prime Minister Abdullah but also the integrity and character of the Barisan Nasional slate of candidates.

    2) we the BarisanAlternative (BA) must define clearly in this election :

    Goals and objectives :

    1) Deny BN 2/3 majority
    BA win 1/3 of the seats in parlimen and state seat Adun.
    You as head of the BA (barisan alternative) must identify,
    each and everyone of those seats, this is clarity, this is
    focus, this is goals, then only your supporter, will be able
    to
    focus to realize the goals together.
    Clarity and focus is vital.
    U must dientify those 1/3 of seats that you can focus to get
    the win, so that the BA people can help you.
    e. g. Parlimen seats :
    Bukit Bendera :
    those seats that is marginally lost to BN in 2004 and 2000.

    2) Win the elections with the new goals for the malaysian
    publics.
    a) reduce the petrol prices by 10%, (rm$10 Billion), hence,
    using Petronas rm$10 billion.
    b) reduce the people burden, free education for all malaysian
    from primary to university education,
    how ? petronas rm$10 billion ringgit
    c) reduce the toll rate, re negotiate with the toll operator.
    reduce by 10%, and also reduce the tenure of years of the
    toll concession
    d) reduce the cukai pintu by 10% to 50%
    e) reduce the cukai tanah by 10% to 50%
    How ? by major review of the following policy :
    how, improve the productivity of the agriculture, hence
    increase the revenue from and profit and income tax.

    how ? create job, by
    improve the investment climate, review the FDI policy,

    review the car duty, AP,

    If I remember correctly when Ling Liong Sik how his son could have acquired so much asset exceeding 1.2 billion ringgit in such a short period of time as well his crisp reply was that his son is a graduate of London School of Economics and I remember at that time a friend of mine says to me if one were to throw a stone and if it were to land on a head particularly that of a Chinese malaysian student at LSE it would most likely be that of first class honours student at LSE.That is to show that there are many Malaysians from LSE who has come out with first class honours but you have yet to find any with claims to wealth not even a tenth of what this
    Ling Hee Leong has!

    in Sin Chew.Many people are now looking at CKC with the PKFZ scandal in mind .They are also speculating if CKC is already a PR with tons of assets there.So LLS and CKC are of the same feather???

    Basic AMLA (Anti-Money Laundering Act) procedures could have made this figures easily accountable.

    Question: Why are they taking so long to produce a satisfactory explanation?

    Answer: Still can’t figure out a good excuse that can convince the rakyat, while using TIME to erase the rakyat’s short-termed memories.

    Solution: Opposition should have a task force that focuses in compiling reports and make public all unsolved corporate governance issues.

    Today, I woke up and feel very sad and frustrated. In life people use to say, be positive, look on the bright side and be happy.

    With this country in such a mess and the way the elected people run this country can you still be positive, look on the bright side and be happy?

    Now this coming 12th GE, is there really any hope for change. My fellow Malaysians, I do not want you all to have too much hope or pour cold water over the hot fire. We must face reality as to what the extend of damages that had been done to our country by the 50 years rule of racist umno and its beyond repair. The great power they have now, can it be undone by this so call “Wind OF Change”?

    Yes “The Wind OF Change” is felt very strongly in cyber space and a few isolated spot on the ground level.

    I had followed the Malaysian elections since the seventies and each election is the same. There were once or twice of the same scenerio as now but what is the result, racist umno still win with great majority. I can remember the election year that YB Kit and YB Kapal lost. There were thousands of people at YB Kit ceramah on the last night of campaigning (even the bn helicopter was flying over head above us ) and I heard all over, bring down bn. Every one was so excited and each and everyone I spoke too, agreed that they will vote for the opposition. But the night of the election results tell us that just by voicing out and shout does not mean they will vote for the opposition.

    The situation now for racist umno to fall is as good as zero. Yes with this “Wind OF Change”, the oppositions can squeeze in a few more MP or SA, provided the EC does not disqualified dozens of candidates on nomination day.

    In order to fufill our dream of change the only solution is for each and everyone to “SACRIFICE”. The time will come, when the situation becomes so unbearable that each of you will have to decide whether you want to “SACRIFICE” or not. Thats up to you.

    For now we will continue to fight this battle without having any weapons while the racist umno are using all kind of weapons at their disposal.

    Go down to the ground and speak to the common people who have no internet access and you will understand what I had said.

    I had spoken to many and it just make me more sadder.

    50 years is ENOUGH
    Vote For A Change
    Vote For Any Opposition
    Give Them A Chance To Change For A Better Malaysia

    Hey, till today we still could not fathom how lucrative a business is to join the coalition parties of BN.

    Besides almost all ministers children, in-laws siblings are very rich too. Some are billionaires too. Ling Jr is one of them!!!

    I’m glad you have taken up this issue which I wrote in your blog earlier. He is actually throwing money in Lawan Kuda, New Kopisan, Gopeng, Simpang Pulai and Gunung Rapat. He’s spending money on meals and favours which can be of good use to the Chinese schools here.

    Also dispensing money to the UMNO branches. On previous elections, I used to help out in the MCA ops room. But not this time.

    Even my colleaques who were traditional BN voters have commented negatively on him. A good omen to DR Lee Boon Chye. Seems there are 3k voters from the Air Force base being transferred to Ipoh Timur.

    Mr.Lim needs to work harder. But I hope Ling Bas tard will lose. His family thinks that MCA belongs to them. Well, there are thousands like me, MCA members who are not voting.Try the local markets in the mornings. One can see the well-dressed gangsters having a nice time.

    I should have taken up the offer to help in the MCA ops room. At least I could have known how he buys his way around. But not to worry, many have said,”Take what is given but vote opposition”. Let’s hope he lose. I have asked my friends to pray in the churches, temples and mosques for his defeat.

    When ACA investigated the Lingam case, they found out too many VIPs were involved. So they gave RM3000 to Lingam’s ex-secretary as a mouth-covering bribe and declared that the case was closed.

    When they investigated Ling Hee Leong, they found that many VIPs were involved too. So they declared that the case was closed too. Unfortunately, Kit Siang was not paid a single cent.

    Is time to spend more times on the ground to talk to those that have no IT excess about many many wrong doings in the BN that were not published in the local media. I certainly can feel the wind for a change over here up north, people that I spoke to 99% are against BN and they are going to vote opposition irrespective of DAP, PAS, PKR.
    I hope penangites, especially chinese think twice before you vote BN again. Just think about your children education, they are being discriminated and marginalised for the higher education they reserved. I hope you wake up this time, vote for opposition for the future generations.

    Moon Rock face old Ling explained that his little Ling is a business genius at his first corporate acquisition. If old Ma believed old Ling at that time, can we question the ACA? There is IQ Genius, but Business Genius? Only politician genius without skin can coin such a term.

    But even if little Ling picks up RM50 every hour since his birth, he can only collect 50 x 24 hour x 365 days x 27 years = 11,826,000 less than 12 MILLION.

    Extending this to RM50 every MINUTE, total is only 709 MILLION.

    PUTRAJAYA, Feb 22 (Bernama) — Election candidates submitting nomination papers for parliamentary and state seats on Sunday can have their statutory declarations stamped by commissioners for oaths, Election Commission (EC) secretary Datuk Kamaruzaman Mohd Noor said.

    The EC had announced yesterday that election candidates would be required to submit stamp duty-paid statutory declarations with their nomination papers.

    The RM10 stamp and can be bought at post offices nationwide and can be stamped at any Inland Revenue Board (IRB) stamp duty branch offices or IRB service centres as well as at the 128 district offices nationwide, he said in a statement.

    To accommodate this requirement, the IRB stamp duty branch offices and service centres will be open up to 6pm on Saturday.

    Election Commission (EC) secretary Datuk Kamaruzaman Mohd Noor advised candidates to comply with this regulation, as statutory declarations are not exempt from stamp duty under the Stamp Act and the Election Regulations.

    “The Election Commission wishes to announce that under Regulation 6(2A)(c) of the Election Regulation (Conduct of Elections) 1981, the returning officer can reject the nomination papers of a candidate if the statutory declaration (Form 5 or 5A) that is attached to it does not adhere to Regulation 4(7) Election Regulation (Conduct of Elections) 1981,” he said.

    Kamaruzaman said the duty stamp can be purchased at any Pos Malaysia counter for RM10, or they could get the form franked at any Inland Revenue Board office or service centre.

    He said duty stamps purchased from Pos Malaysia could be validated at any of the 128 district offices nationwide.

    “The Inland Revenue Board has agreed to cooperate with the Election Commission by keeping its offices and service centres nationwide open till 6pm on Saturday to facilitate the franking of candidates’ forms before nomination day,” he said.

    Kamaruzaman said this was the first time the EC was imposing this regulation even though it has been in existence since 1981.

    He should not be accepted as a candidate for Gopeng. It si an insult to the voters and show a dearth of capable and clean leaders in MCA.

    Look at Labis Johor, another case of imprudence on the party concerned, and then PJU and DU, Kelana Jaya.

    I think Ling Hee Leong deserved the chances to be candidate of Gopeng Parliment seat because he is the Deputy Youth Chief of MCA Youth. I think u all r so extream because of the impresion of the press and other “well talking people” like Ong Tee Keat. Properly Ong Tee Keat should join YB Lim Kit Siang cause they r in the same catagory.
